Abstract

This article discusses the impact of the influx of migrants from Mexico and Central America on the American Southwest. Specifically, it discusses how Native American tribes of the Southwest, especially the Tohono O’odham Nation, have become a magnet for illegal border crossings due to lax enforcement policies on tribal land. As a result, the tribe has encountered a surge in drug-trafficking, violence, and environmental destruction on its reservation. The article first analyzes the trust doctrine between the Native American tribes and the United States federal government. It concludes with a discussion of the monetary and equitable relief available to the Tohono O’odham Nation in the form of damage awards and increased border protection.

Abstract

Immigration and its regulation are key issues in society and, as such, are subject to political discourses that show the arguments of the different social actors, especially political parties. Press is one of the main mechanisms used by these social actors to show such discourses. Hence, this paper analyzes how six Spanish newspapers presented the political discourses on the Foreigners law, as the main legal-political instrument to manage immigration, from 2003 to 2016, as well as the position of the political parties that were the main sources of discourse. To achieve this, we worked with the Zapata-Barrero model, which categorizes political discourses on immigration into two types: pro-active discourses and re-active discourses, which shows their preference for managing multiculturalism as a challenge or a problem, respectively.

Abstract

Internal mobility is a critical component of economic growth and development, as it enables the reallocation of labor to more productive opportunities across sectors and regions. Using detailed district-to-district migration data from the 2001 Census of India, the paper highlights the role of state borders as significant impediments to internal mobility. The analysis finds that average migration between neighboring districts in the same state is at least 50 percent larger than neighboring districts on different sides of a state border, even after accounting for linguistic differences. Although the impact of state borders differs by education, age, and reason for migration, it is always large and significant. The paper suggests that inter-state mobility is inhibited by state-level entitlement schemes, ranging from access to subsidized goods through the public distribution system to the bias for states' own residents in access to tertiary education and public sector employment. Abstract

We collect data on the movement and productivity of elite scientists. Their mobility is remarkable: nearly half of the world's most-cited physicists work outside their country of birth. We show they migrate systematically towards nations with large R & D spending. Our study cannot adjudicate on whether migration improves scientists' productivity, but we find that movers and stayers have identical h-index citations scores. Immigrants in the UK and US now win Nobel Prizes proportionately less often than earlier. US residents' h-indexes are relatively high. This study analyses the media coverage of immigration in Melilla, the land frontier between Spain and Morocco andone of the access points where immigrants enter the European Union, and the role that journalists and other agents play in spreading news on immigration. By means of a field study we analyse the type of news professionals and media that are present near the border, the logics followed by institutional press offices when providing information, and the particular conditions in which journalism is practiced in a space of juridical exceptionality. Amongst the results obtained we underscore: the predominance of a media market that, while apparently diverse, is highly dependent on institutional advertising; the relevance of figures like activists or freelance journalists in providing differentiated news on immigration; and the difficulties in working that journalists face due to arbitrariness and obscurantism when accessing images and data.

Abstract

Recent Catalan criticism has focused on place and space, as well as immigration, but has overlooked temporality. Yet migrations are not only a matter of space (of demographic movements and geographical relocations), but also of time: immigration questions the idea of origins and the possibility of a shared future, and problematizes the rhythms of everyday life. Temporality, in fact, is a key axis in the formation of identities and in cultural conflicts, not just regarding the uses of the past and the projection of societies towards the future, but also in relation to the normative uses of the body. The coexistence of asynchronous temporalities provoked by immigration is a factor in both cultural and psychic conflict. Najat El Hachmi’s novel L’últim patriarca (2008) is an excellent example of these phenomena. Here the circular temporality, based on the repetition of cycles, of Morocco’s traditional society comes to a halt in the failure of the narrator’s father to reproduce patriarchal domination in Catalonia. The novel roots this experience in modern referents through a dialogue with the Catalan literary tradition, and questions the idea of temporality understood as succession of generations by problematizing biological reproduction and gender subordination and through the shattering effects of anal sexuality. This article offers an integrated analysis of these issues by reference to psychoanalysis.

Abstract

In the last years a very important amount of immigrant students unaware of Catalan, a language typical of the educational system of Catalonia, have arrived to Catalonia. To face this situation an organizational educative model, known as newcomers classrooms, was started in 2003. It aims at speeding up the access of immigrant students to Catalan conversational uses in order to facilitate their school integration. This article presents a study that evaluates the results of newcomers classrooms, using as data the whole number of students that attended them in the course 2005-2006: 10.043 pupils of primary education (of 591 schools) and 6.474 pupils of secondary education (of 332 secondary schools). For the research two sets of tests were used: one about the knowledge of Catalan and another one about integration and school adaptation. The results show that newcomers classrooms’ students manage to learn the Catalan language, but also show that there are differences between the several linguistic collectives, due to, among other factors, the attitudes towards the school institution and their self-esteem, as well as to the particular characteristics of their initial language. The study demonstrates that all these factors are related. In consequence, the explanation of the differences about the knowledge of Catalan can not be made from isolated factors but from their interaction.

Abstract

The objective of the present study is to highlight the importance of online newspapers in the formation of public opinion, by discovering whether they promote positive or negative attitudes towards immigration or contribute to increasing awareness about the impact of the digital press in educational and developmental terms. With this in mind, we carried out a comparative study of the digital versions of the two widest selling, broad-based daily newspapers in Spain: el mundo.es and el pais.com. We used the same methodology as that used in Comparative Education, analyzing the content of articles published between January 2009 and June 2010. Although there are many similarities between the two newspapers and both coincide in supporting the process of integrating immigrants into Spanish society, they differ in the strategies to be followed for achieving the sought-after goal of peaceful coexistence between migrants and the host community. «El Mundo» tends to favour adopting strategies that encourage immigrants to adapt to the established norms and guidelines of the host society; in the articles of «El País», on the other hand, the requirement for them to adapt is not regarded as necessary. However, the various ideological lines expressed in the articles that we analyzed enable us to draw the conclusion that they do not coincide to a significant degree with the editorial line of the newspaper publishing them.
