Abstract

En este artículo se describen las estrategias que ha emprendido la Universidad Politécnica de Cataluña (UPC) para implantar las nuevas titulaciones de Ingeniería adaptadas al Espacio Europeo de Enseñanza Superior (EEES). Estas estrategias pueden ser de utilidad para otras universidades. Partiendo de un análisis detallado del contexto general de la Universidad española y de la UPC en particular, se muestra el sistema de planificación estratégica de nuestra institución. Asimismo se describe en detalle el sistema de indicadores estadísticos que se usa para medir el rendimiento de centros y departamentos en el referido marco de planificación estratégica. Por último, también se detallan las acciones que se han emprendido para evaluar la actividad docente del profesorado.

Disaster risk is not only associated with the occurrence of intense hazard events but also with the vulnerability conditions that favour or facilitate disasters when such events occur. Vulnerability is closely linked to social processes and governance weaknesses in disaster-prone areas and is usually related to a set of factors of fragility, susceptibility, and lack of resilience of the exposed human settlements. The holistic risk assessment aims to reflect risk from a comprehensive perspective by using, in one hand, the physical risk or potential physical damage directly linked to the occurrence of hazard events and, on the other hand by capturing how underlying risk drivers or amplifiers –social, economic, environmental factors, non-hazard dependent elements, may worsen the current existing physical risk conditions in terms of lack of capacity to anticipate or resist, or to respond and recover from adverse impacts. This article presents the results of the holistic evaluation obtained at subnational level in Colombia in the framework of the Risk Atlas of Colombia of the National Unit for Disaster Risk Management, UNGRD. The evaluation was performed using the probabilistic physical risk results obtained in the multi-hazard risk assessment and 16 socio-economic indicators available for 1,123 municipalities of Colombia. These results are useful to identify risk drivers that are associated not only to the physical vulnerability of the buildings and infrastructure but also to social issues that should be examined and tackled in a comprehensive way.

The level of orientation of regional secondary vocational education systems to the needs of the territories in which they are located significantly affects the economic parameters of the development of the constituent entities of the Russian Federation, the dynamic characteristics of personnel demand and supply in the regional labor market.

The relevance of the study is determined by the current Russian agenda in the field of personnel advanced training and retraining in connection with the change in technological priorities and the policy of 'import substitution'. The objects of observation were the programs of advanced training and professional retraining of workers, employees and mid-level specialists being implemented in the regions of Russia and the organizations providing these programs. The purpose of the study is to identify the state and trends in the development of the system of personnel with applied qualifications advanced training and professional retraining in the context of transformations in the qualification demand in regional labor markets. The research tools included indicators that characterize various aspects of the implementation process and results of additional professional programs for personnel with applied qualifications. To describe the structure of data and their distributions, dynamic and structural analysis, mapping and other tools of descriptive statistics were used. Main results. Inter-regional differences and intra-regional disproportions in the field of additional professional education and training of workers and mid-level specialists in Russia are revealed. Significant disproportions in the employment structures of the regions in the context of workers categories and contingents of advanced training and retraining programs for personnel with applied qualifications have been established. A rating of subjects of the Russian Federation to the Structural Imbalance Index, which fixes the level of mismatch between the coverage of additional professional programs for workers and mid-level specialists and their place in the region labor market was formed. Scientific novelty. For the first time, a comprehensive study of the evolution of additional vocational education and training of workers, employees and mid-level specialists was carried out, in which inter-regional and intra-regional comparisons were made, revealing trends and disproportions in its development, taking into account the regional economic context. Recommendations. The data obtained make it possible to assess the extent to which the potential of personnel with applied qualifications is maintained, increased and updated in the Russian regions, taking into account their place in the structure of employment of a constituent entity of the Russian Federation. The results of the study can be used by federal and regional executive authorities in order to eliminate imbalances in the quality of labor markets staffing.
