Abstract

The first part of the Spanish translation and adaptation of the ISO 25964 Information and documentation standard is analyzed: Thesauri and interoperability With Other vocabularies - Part 1: Thesauri for information retrieval will become the new UNE ISO 25964-1. Innovations and implications are presented and discussed, with particular attention to the developments that have been implemented toensure that thesauri become fully interoperable technically and linguistically, so that all the advantages that they offer in an increasingly globalized and interconnected environment can be promoted, offering their strengths to the Semantic Web project.

Abstract

Publishing open data managed by public administrations is beginning to be considered a strategic action for social and economic development. The legislative and policy support on this issue should be complemented by practical considerations related to certain technical aspects. These aspects have a nimpact on the descriptive metadata datasets of specialized catalogs, the use of open formats and the need to consider open data projects in the cycle of information in organizations. Open data is a source of innovation and new business models that requires efficient mechanisms for locating datasets and tools to access and reuse them.

Abstract

Lexical representation of information has adapted to the conditions imposed by the Web on information generation and traffic. Systems based on controlled words or terms now coexist with others that have a conceptual and therefore semantic nature. The latter have experienced a decisive progression toward concept management, as thesauri have become semantic networks made possible by domain ontologies. The challenges arise in the processing of these concepts, their associative links, and their interoperability.

Abstract

The concept of microblogging is described. Some of the main tools there are (Twitter, Jaiku, Pownce, Jisko, etc.) and how they work. Then the concept of liveblogging is introduced, and its possibilities related to video and audio. Finally, it offers some ideas to implement these tools in the information units.

Abstract

International projects for reforming and broadening the scope of the current technical guidelines and standards on thesauri are presented. The aims of these projects are to recast the existing standards and guidelines, to adapt them to the new digital environment, and to specify their relationship with other vocabulary control tools, making integration easier. These new standards are an excellent opportunity to enhance the visibility of the great corpus of knowledge and experience that information and documentation professionals have accumulated regarding knowledge representation and organization.

The most recent conference of Dublin Core and Metadata Applications (DC-2007) was held in August 2007 in Singapore. The main developments in metadata, especially the Dublin Core standards, are discussed, as well as the “application profiles” concept in the interoperability of digital information services.

Abstract

We reviewed projects and outcomes in the implementation and use of free software in the Technical University of Catalonia (UPC) libraries. Free software is a growing movement with steadily increasing significance, especially in university environments. The use of standards improves the possibility of integration with other systems and enhances the efficient management of library data. At the moment UPC libraries are developing their institutional repositories, using open source software like DSpace to disseminate the institution’s teaching and research activities. The UPC libraries will continue to implement this cost effective software and promote its use among library users and the university community.

Abstract

Various issues related to social security information exchanges between different countries are analyzed and the European Union solution, named Eessi project (Electronic Exchange of Social Security), is described. One of the key components of Eessi is the so-called Master directory, which manages information about institutions participating in information exchange, business processes concerning every institution and information flow associated to electronic documents. The application of a similar solution for countries in other regions taking into account advantages and disadvantages is discussed.

Abstract

The current situation of open data at local public libraries in Spain is analyzed as a part of public sector information. This article extracts information from data portals at the city level that include datasets produced by public libraries. These datasets are categorized by type of data (offer/demand of services and infrastructures). Three libraries that expose datasets about activities (A Coruña, Madrid and Las Palmas) are selected in order to compare properties, attributes, and metadata used to describe these datasets, analyzing their potential interoperability from the mapping of applicable existing vocabularies. This article also proposes a prioritization of the publication of more interoperable datasets and a brief initial review of the legal and regulatory context for the opening of public sector data in Spain.
