Abstract

The purpose of this study was to develop and validate a theoretical model about the components of the Impression Management (IM), and the predictive value of this psychological construct on the individual well-being, in two Latin American contexts: Mexico and Nicaragua. These findings showed that the variables of autonomy, assertiveness, locus of control, need for social approval (negative dimension), are highly significant predictor of IM. Also, the variables of need for social approval (positive dimension) and emotional suppression, were positively associated with IM, but with lower scores. Furthermore, it showed the significant and positive influence of IM on well-being, finding negative regression weights between IM with anxiety and depression, and positive with satisfaction with life. These results provide support to the theoretical postures which refer IM as a positive and essential psychological element for healthy adaptation.

Abstract

Discussions on problems in higher education in Europe typically focus on rising enrolment rates, access, governance, underperformance in research and teaching, lack of internationalisation, the lack of private and public funding. Our proposals for reform are based on more autonomy for universities, higher tuition fees, more private funding, introduction of income-contingent loans, better governance, more competition and internationalisation. Taking a subsidiarity perspective, the role of the EU in reforming the higher education sector in Europe is providing mutual policy learning opportunities on higher education reforms across Member States and supporting the building of higher education infrastructure in Member States (through the Structural and FP Funds). But beyond the support to Member States policies, the EU should further develop the European dimension, through furthering the goals of the Bologna reforms, cross recognition of qualifications, funding and promoting intra-EU mobility of students, researchers and teachers. The EU should take more initiatives to facilitate global mobility and cooperation. Finally, consistent with the subsidiarity principle, the EU can develop "flagships" initiatives. The levels of media literacy, their nature or even their lack, can show differences or similarities, according to the local and global contexts where they are developed and practiced. The following examples, though of fragmentary nature, are an eventual contribution towards a better knowledge of existing reality in this field both in Portugal and in some other local and global Portuguese speaking contexts.

Abstract

This paper focuses on the presentation of the Laws for Media Education, which is the legal basis for the implementation of media education in Austria. The law is embedded into a pedagogical context, whose key characteristics are those of an emancipated, liberating concept of education indebted to ideas of the Enlightenment. Media education is used in a holistic sense, encompassing both the so-called traditional media as well as the new media including the Internet. The major areas are critical reflection and creative potential, individual and social responsibility. The ultimate goal is the autonomous media user as an autonomous citizen. As media education is an interdisciplinary practise, a wide choice of materials both in print and online has been developed to support the teachers: part of the paper is particularly devoted to the beginning and growth of the media education website www.mediamanual.at

Abstract

This paper presents some ideas about how the author sees the current television in Spain. It has been calculated that today in Spain one student of Primary or Secondary school spends about 900 hours in class and between 1500 and 2000 in front of the TV. The author develops some audiovisual, academic activities that teachers could do with students in order to improve their abilities to watch television from a critical point of view.

Abstract

This study investigates the impact of World Bank development policy lending for public sector governance on the quality of public sector management and institutions. The World Bank’s Country Policy and Institutional Assessments (CPIA) are used to measure the latter, the study considers only policy conditions targeted at improvements in those areas. The analysis uses a comprehensive country-year panel data set of aid receiving-countries and finds a significant and inverse U-shaped effect of public sector conditions on the quality of public sector governance. For most observed values in the data, the impact is positive, but it turns negative beyond a value of 80 conditions. At that point, the predicted CPIA score is about 0.25 point (0.3 standard deviation) higher than with zero conditions. For most observations, the number of cumulative conditions is below 80, so the estimated effect of more conditions is generally positive. The analysis corrects for potential endogeneity and shows that the results are robust to sample restrictions, the use of an alternative governance measure, and the inclusion of an extended set of control variables. Falsification tests are also consistent with a causal interpretation from conditions to quality of public sector governance. The paper shows that conditions related to public financial management and tax reforms are more effective than those related to anti-corruption or civil service and administrative reform, where progress requires changing the behavior of a larger set of “deconcentrated” actors. The paper concludes by describing some innovative ideas in the Bank’s ambitious new public sector management strategy that could improve the effectiveness of its support for public sector governance reform. Abstract

This study briefly summarizes the development experiences of special economic zones in China and Africa, the lessons that Africa can learn from China, and the preliminary results of the Chinese investments in special economic zones in Africa. The study makes recommendations on how to unleash the power of special economic zones and industrial zones in Africa through strategically leveraging the Chinese experiences. The success factors of Chinese special economic zones include the strong and long-term commitment of the government, a conducive business environment in the zones, strategic locations, technology upgrading and skills training, and strong linkages with the local economy. However, the Chinese experiences highlight some pitfalls to avoid, such as the “mushroom approach” and high-level overlaps at the later stage, environmental degradation, and the unbalance between industrial development and social dimensions. This calls for a bigger role for the market. Sub-Sahara Africas experience with traditional economic zones has been relatively poor, except in a few countries, such as Mauritius. The key challenges include the poor regulatory and institutional framework, lack of effective strategic planning, weak governance and implementation capacity, and inadequate infrastructure, among others. Since 2006, China has implemented special economic zone projects globally, including in four countries in Sub-Saharan Africa. It is still too early to conduct a full assessment of these projects; however, the evidence shows that some zones have begun to attract investments and make important contributions to the local economy. Upgrading infrastructure plays a critical role in the Republic of Congo's quest to diversify its economy and reduce poverty. It is also an important source of growth on its own. A cross-country statistical analysis conducted for this report shows that infrastructure contributed one-half of one percentage point to the Republic of Congo's per capita gross domestic product (GDP) growth annually from 2001 to 2006. However, if the country's infrastructure could be improved to the level seen in Mauritius, the leading country in Sub-Saharan Africa, it could contribute more than 3 percentage points to annual per capita growth. The Republic of Congo's power infrastructure is inadequate and inefficiently operated. The country lags well behind peer countries in generation capacity and electrification. The parts of the population not served by the grid face exorbitant costs. The government has responded to these issues with an ambitious investment plan. However, if new assets are to operate effectively, major inefficiencies in the power utility will also need to be addressed. The utility's transmission and distribution losses are 47 percent, more than double best-practice benchmarks, while the cost of overstaffing is 30 percent of utility revenue. Tariffs recover barely half the cost of service provision, even though full cost recovery will be affordable to the population. In the information and communication technology (ICT) sector, the Republic of Congo has made good progress in developing its mobile telephony market in recent years, with high levels of signal coverage. The cost of international connectivity is currently high, but it should fall once the country connects to the international submarine cable and completes its domestic fiber optic network. On the other hand, the physically dilapidated and financially depleted condition of the fixed-line telephone operator is becoming a constraint to raising Internet penetration. The Republic of Congo performs relatively well on service coverage in the water and sanitation sector. The country's access statistics are substantially ahead of those in its peer group, particularly with regard to piped water, stand-posts, and improved latrines. However, access to services is much greater in urban areas than in rural areas. Furthermore, under-pricing of water has hurt the financial soundness of the water utility, even though analysis suggests that cost recovery tariffs would be affordable to consumers. The idea of social inclusion has garnered considerable attention, especially in the context of two recent developments: the Sustainable Development Goals and the heightened attention to inequality. This paper reviews the manner and extent to which social inclusion is addressed in the first 17 Systematic Country Diagnostics (SCDs), which are ex ante, country-level assessments conducted by the World Bank Group, ahead of the preparation of its Country Partnership Frameworks. In addition to this primary purpose, the paper fulfils three other purposes. It allows for a broader reflection on the value of the social inclusion construct in macro-level diagnostics; it takes the opportunity to develop and refine a methodology to assess social inclusion and finally, it positions the narrative on social inclusion into the ongoing discourse on poverty, shared prosperity, inequality and the thinking around the implementation of the Sustainable Development Goals.
