== Abstract ==

<p>The subject of the study is the improvement of the health care system and<br>

social insurance. The main goal of the study is to form<br>

a comprehensive healthcare reform agenda aimed at<br>

improving the efficiency, quality and accessibility of medical care, introducing<br>

innovation and attraction of additional resources. The report presents<br>

comprehensive evidence-based approaches to evaluating additional opportunities<br>

attracting financial resources to the health care system using<br>

sociological methodology of discrete choice. Mechanisms have also been proposed<br>

attracting additional funds and formed a portfolio of high-tech<br>

medical services that can be financed from the considered sources.<br>

In addition, barriers to innovation in healthcare and<br>

practical measures to overcome them. The studies carried out are aimed at<br>

improving the efficiency of the healthcare system, the availability of advanced<br>

medical technologies and attracting additional financial resources for the provision of<br>

medical and social assistance</p>
