Abstract

The subject of the study is the improvement of the health care system and
social insurance. The main goal of the study is to form
a comprehensive healthcare reform agenda aimed at
improving the efficiency, quality and accessibility of medical care, introducing
innovation and attraction of additional resources. The report presents
comprehensive evidence-based approaches to evaluating additional opportunities
attracting financial resources to the health care system using
sociological methodology of discrete choice. Mechanisms have also been proposed
attracting additional funds and formed a portfolio of high-tech
medical services that can be financed from the considered sources.
In addition, barriers to innovation in healthcare and
practical measures to overcome them. The studies carried out are aimed at
improving the efficiency of the healthcare system, the availability of advanced
medical technologies and attracting additional financial resources for the provision of
medical and social assistance
