Abstract

Disruption of infrastructure services can cause significant social and economic losses, particularly in the event of a natural disaster. The World Bank Group and the Government of Japan established the Quality Infrastructure Investment Partnership to focus attention on the quality dimensions of infrastructure in developing countries, with a focus on promoting disaster resilience. Moreover, to support infrastructure investment decision making for sustainable and resilient development, the World Bank and Kyoto University have operationalized key resilience concepts at the project level and developed quantitative indicators capturing key aspects of infrastructure resilience related to the road transport sector. These indicators estimate resilience, expressed as functionality loss and recovery time across four dimensions: travel time, economic benefit, provision of life-saving services, and provision of relief goods. The paper applies indicator calculations to three case studies of proposed bypass roads in Japan and provides an example comparison of calculated indicators across the three projects for each resilience dimension. Further piloting of the approach will help refine the indicators, test their relative utility in decision making, and offer a better understanding of the data and analytical demands. Abstract

The purpose of this policy note is to respond to the request from the Government of India for the World Bank to provide support to the development of the urban transport agenda in India and to provide lending support. During the discussions between the World Bank and the Government of India represented by the Ministry of Finance, the Department of Economic Affairs (DEA) agreed on a three year program of support 2005-2008 reflected in the World Bank's Country Strategy for India September 15, 2004. Support is currently reflected in the operations program as an urban transport project under consideration and as a policy note as part of the non-lending services. In conjunction with these operations support to urban roads are included in Chennai under the Tamil Nadu Third Urban Development Project and in Bangalore under the Karnataka Municipal Reform Project. Abstract

This paper uses a popular web mapping and transportation service to generate information for more than 22 million counterfactual trip instances in 154 large Indian cities. It then develops a methodology to estimate robust indices of mobility for these cities. The estimation allows for an exact decomposition of overall mobility into uncongested mobility and the congestion delays caused by traffic. The paper first documents wide variation in mobility across Indian cities. It then shows that this variation is driven primarily by uncongested mobility. Finally, the paper investigates correlates of mobility and congestion. Denser and more populated cities are slower, in part because of congestion, especially close to their centers. Urban economic development is generally correlated with better uncongested mobility, worse congestion, and overall with better mobility. Document type: Book

Abstract

This paper describes a study carried out for the Ministry of Transport and Communications (MoTC), Oman to identify more efficient institutional and governance structures for Oman’s transport sector. The paper has been prepared for a wider readership of transport sector political leaders, public officials and their advisers who may be contemplating the assessment or strengthening of transport sector governance in their own countries. The study also recommended that a new framework for Oman’s freight logistics be established outside the structure of MOTC. This will be led by an inter-ministerial logistics council, with a technical logistics center to undertake research and plan improvements, and a Logistics Consultative Committee that will provide an interface between the private and public sectors.

Abstract

Reliable transport infrastructure is one of the backbones of a prosperous economy, providingaccess to markets, jobs and social services. Sustainable Development Goal 9 (SDG9) calls forincreased access to sustainable transport infrastructure in low- and middle-income countries.Collectively, these countries will need to spend between 0.5 percent and 3.3 percent of their GDPannually (157 billion to 1 trillion US Dollars) in new transport infrastructure by 2030 – plus an additional 1 percent to 2 percent of GDP to maintain their network – depending on their ambition and their efficiency in service delivery (Rozenberg and Fay, 2019). Because of the wide spatial distribution of transport infrastructure, many transport assets are exposed and vulnerable to natural hazards, increasing costs for national transport agencies and operators. During the 2015 floods in Tbilisi, Georgia, the repair of transport assets contributed approximately 60 percent of the total damage cost (GFDRR, 2015). In the 1995 earthquake in Kobe, Japan, accessibility as measured by the length of open networks directly after the shock dropped by 86 percent for highways and by 71 percent for railways (Kazama and Noda, 2012b). Such transport disruptions necessarily have direct impacts on the local economy. Employees face difficulties commuting, access to firms is disrupted for clients, interruptions in the supply chain inhibit production, and finished products cannot be easily shipped (Kajitani and Tatano, 2014). The paper, prepared as background material for the Lifelines report on infrastructure resilience, summarizes the main findings on the risk faced by transport networks and users as a result of natural disasters and climate change, and the main recommendations for building more resilient transport networks. It starts by describing how transport disruptions affect firms and households either directly and through supply chains. It then proposes a range of approaches and solutions for building more resilient transport networks, showing that the additional cost of resilience is not high if resources are well spent. Finally, it provides a set of practical recommendations.

Abstract

The market offers various computer programs for simulating traffic flows at level intersections whose mathematical background is not known to the end users. Thus the user only enters the data without being aware of how the program works. The results obtained cannot be evaluated properly, which may lead to subjective decisions. The paper presents some simple mathematical alternatives which are used to determine the length of a left-turn lane in a level intersection. Na trgu je danes več različnih računalniških programov za simulacijo prometnih tokov v nivojskih križiščih, ki temeljijo na matematičnem ozadju, ki pa je načeloma neznano končnemu uporabniku programa. Uporabnik večinoma vnaša vhodne podatke brez, da bi poznal model in matematične postopke, ki privedejo do končnih rezultatov. Končnih rezultatov tako ni možno ovrednotiti, kar pa lahko privede do subjektivnih odločitev. V prispevku so prikazane enostavne alternativne matematične možnosti za določitev potrebe po uvedbi ločenega pasu za leve zavijalce in dolžine le-tega.

Abstract

This paper considers second-best pricing as it arises through incomplete coverage of full networks. The main principles are first reviewed by considering the classic two-route problem and some extensions that have been studied more recently. In most of these studies the competing routes are assumed to be perfect substitutes, which is probably not the case for most parallel roads in reality, and even less likely for the case where competing connections represent different transport modes. In this paper a modelling framework in which the alternatives are imperfect substitutes is developed and numerical results for two roads and two modes are presented. In the model, trip generation and trip distribution are distinguished in a way that is consistent with economic theory. The model is used to consider situations in which one route or mode cannot be tolled. Simulation results show that, for the chosen parameter values, there is a substantial difference between the effec! tiveness of policies in which the capacities have to be taken as given, and those in which capacity of at least one mode can be changed. A striking feature of the policy in which the capacities of both modes/routes and the railway fare/toll on one road can be used as policy instruments is the existence of two equilibria for a range of values of â. In one equilibrium there are substantial numbers of users of both modes, whereas in the other use of one mode is negligible

Abstract

Friction plays a key role in causing slipperiness as a low coefficient of friction on the road may result in slippery and hazardous conditions. Analyzing the strong relation between friction and accident risk on winter roads is a difficult task. Many weather forecasting organizations use a variety of standard and bespoke methods to predict the coefficient of friction on roads. This article proposes an approach to predict the extent of slipperiness by building and testing an expert system. It estimates the coefficient of friction on winter roads in the province of Dalarna, Sweden using the prevailing weather conditions as a basis. Weather data from the road weather information system, Sweden (RWIS) was used. The focus of the project was to use the expert system as a part of a major project in VITSA, within the domain of intelligent transport system

Abstract

This paper proposes a Green Light Optimized Speed Advisory (GLOSA) application implementation in a typical reference area, and presents the results of its performance analysis using an integrated cooperative ITS simulation platform. Our interest was to monitor the impacts of GLOSA on fuel and traffic efficiency by introducing metrics for average fuel consumption and average stop time behind a traffic light, respectively. For gathering the results we implemented a traffic scenario defining a single route through an urban area including two traffic lights. The simulations are varied for different penetration rates of GLOSA-equipped vehicles and traffic density. Our results indicate that GLOSA systems could improve fuel consumption and reduce traffic congestion in junctions. © 2011 IEEE.

Abstract

European National Road Authorities (NRAs) have recognized for a long time that climate change will have a significant effect on their assets and operations. Especially, water management assets will be affected. The damage caused by floods and rain to infrastructure assets amounts to €600 million annually, making it by far the dominant weather impact already in the current climate, let alone in the future when it is expected that likelihood and intensity of intense rainfall will increase. Many challenges exist in addressing intense rainfall events into proper design and maintenance of water management systems. These challenges exist both in the field of climate science itself as well as in the translation of climate projections into proper design and maintenance of water management systems. This paper presents results of the WATCH project (WATer management in the face of climate CHange) that was commissioned under the CEDR 2015 call - Climate Change: From Desk to Road. It addresses climate change, socio economic evaluation and sustainable drainage systems.
