Abstract

The main purpose of the research is to develop and assess an econometric model of the influence of the regulatory framework rigidity on indicators of socio-economic dynamics, namely, on poverty indicators in the regions of Russia. The first chapter of the paper presents an overview of classical and modern theoretical and empirical approaches to modeling the dynamics of poverty indicators, including at the regional level, using indicators of regulatory activity. The second chapter provides a description of structure of database, which was used to assess the empirical specifications of the proposed theoretical model for the poverty level in the regions of Russia, and also describes the index of the federal regulatory burden on the economy of the regions of Russia which was built for the first time in Russian practice. The third chapter presents the main empirical results of the study: assessments of the impact of regulatory activity indicators on the dynamics of poverty in the regions of Russia, as well as scenario assessments of the consequences of the “regulatory guillotine”.
