Abstract

In 2005, the Millennium Ecosystem Assessment (MA, 2005) provided the first comprehensive report on global ecosystems, the dependence of human societies on the services provided, current state, and likely future trajectory. The MA identified the failure to value ecosystem services as a major contributing cause. The 2001 environment strategy did not explicitly address environmental valuation, although the focus on poverty and environment implies a need for valuing natural resources and environmental services. In consultations on the 2010 environment strategy, a wide range of stakeholders stressed the importance of mainstreaming environmental services. To better direct limited resources for environmental valuation and training, a closer look is needed to identify the conditions under which valuation has had an impact on: policy and project design, policy dialogue in client countries, environmental investments, and strengthening the capacity of national institutions. This report presents a review of environmental valuation in World Bank operational and analytical work, identifying what has been done, and the impacts environmental valuation has had. The report identifies the conditions under which valuation is most likely to influence decision-makers, and finally, the implications for the 2010 environment strategy. The report is organized as follows: section one gives context; section two gives introduction; section three gives approach to learning from past experience; section four focuses on coverage of ecosystem services; section five presents prioritizing environmental valuation; section six deals with why environmental valuation not done; and section seven gives recommendations. This survey reviews the current state of the economic literature, assessing the impact of transport policies on growth, inclusion, and sustainability in a developing country context. The findings are summarized and methodologies are critically assessed, especially those dealing with endogeneity issues in empirical studies. The purpose of this study is to demonstrate several techniques which can be used to evaluate pathways to sustainable growth in the Democratic Republic of Congo (DRC) via infrastructure improvement. Decades of conflict and neglect have left the DRC’s transport infrastructure amongst the sparsest and most dilapidated in the world.

Turkey’s demographic and economic transformation has been one of the world’s most dramatic, with urban growth and economic growth proceeding hand in hand. Distinguishing Turkey from many other developing countries has been the pace, scale, and geographical diversity of its spatial and economic transformation. Fast-growing secondary cities bring added challenges that define Turkey’s second-generation urban agenda. New and differentiated service standards will need to be established across both dense urban built-up areas and small villages and rural settlements within the newly-expanded metropolitan municipality administrative area. These developments make planning, connecting, and financing important policy principles for Turkey’s second-generation urban development agenda. This policy brief frames a second-generation urban development agenda to support Turkey’s transition from upper middle income to high income.

Abstract

There has been a clear need for energy-efficient (EE) technologies that can be applicable in the municipal street lighting sector. The objective of this manual is to support the preparation and implementation of street lighting projects in India, using performance contracting and other public private partnership-based delivery approaches. This manual draws upon global best practices, including practices that have been tried and presented within India and South Asia; and draws from their failures and successes to document the major lessons learned. The manual provides a brief overall background of EE in India, the kind of barriers faced in the implementation of EE projects, and the kind of prevalent policy environment for EE in the country. The manual is divided into eight sections. Section one provides an overview of EE street lighting, its components, Indian standards for outdoor lighting, the key lamp technologies, and the potential for intelligent street lighting systems. Section two highlights the financial models for implementation of street lighting projects. Section three describes the essentials of undertaking a detailed energy audit to develop robust baselines. Section four focuses on procurement and contracting. Section five describes methodologies for developing monitoring and verification (M and V) protocols for EE Street lighting projects. Section six brings together the useful tools and matrices in implementation of street lighting projects. Section seven lists the key stakeholders involved in India in such projects and their potential role. Section eight provides details on international and Indian case studies on implementing EE in street lighting and key lessons from these case examples.

International audience; Rendering the supply chain more carbon-friendly is an innovative idea progressively adopted by industry. Transport accounts for one-fifth of the carbon emissions that are generated on French territory. Among the different transport modes, road transport is the one responsible for the majority of transport emissions. Our research focuses on the CO2 emissions along the supply chain due to road freight transport. Accordingly, we conduct a greenhouse gas (GHG) emissions assessment of a transport company. The main objectives of the study are twofold: identifying the main emission sources and improving green supply chains.

Urban transport technology is about to enter a new phase, one in which there will be less reliance on carbon emissions intensive energy sources such as petroleum based fuels. Australia"s metropolitan planning strategies place their emphasis on public transport, cycling and walking within integrated transport solutions in an effort to minimise carbon emissions. However, global automotive manufacturers now have commercially viable electric cars and petrol electric cars that are about to be introduced to the Australian market place. The model of charging infrastructure for electric cars (using an electric socket in a private garage) complements traditional low density suburban environments, although paradoxically, the limited range of electric cars creates problems in urban enviromnents with dispersed facilities. If there is widespread substitution of electric vehicles for petrol cars, there will need to be fast charge electric charging infrastructure developed on a large scale, which will have significant implications for the development of centres and parking facilities. This paper examines the attributes of the relevant technologies to detennine what the electric charging infrastructure implications would mean within a metropolitan area, using Adelaide as a case study. The planning implications are examined in tenus of the changes that would be required at both the level of strategic plan making and local planning. The paper's conclusions indicate the nature of infrastructure required, likely changes to planning policies, and whether substituting electric cars for petrol cars is the best option for making personal transport in Australia"s low dffisity metropolitan suburbs enviromnentally sustainable. Abstract

Fast-growing cities are expected to become a key contributor to the global climate crisis. A key characteristic of those urban districts is the accommodation of mass participant sport events. Sport entities, in collaboration with city governments, plan annually active participation sport events to promote their cities as tourism destinations. Mass participant sport events aim to attract more visitors to the cities and to establish a successful social and economically sustainable future to those places. Given the fact that transportation is a critical factor of the residents and the visitors&rsquo behavior, it is crucial to research the quantity of CO2 emissions generated to those places in association with the travel behaviors of the active sport event participants. Data collected from an annual mass participant running event in a highly ranked growing city in the United States. Findings showed that most of the active sport event participants traveled more than 150 miles to participate in the race and they used their vehicles. The largest quantity of CO2 emissions derived from those participants who traveled a round trip of, on average, 500 miles. The long-distance travelers alone generated 338 million kg of CO2 emissions. The conclusions recommend that growing cities and sport events should target long-distance travelers for promotions concerning sustainable transportation. Consequently, mass participant sport events could play a crucial role in the development of growing cities, and, in turn, growing cities that control long-distance traveling behaviors can reduce the global amount of greenhouse gas emissions and their impact on the global environmental destruction.
