Abstract

The main objective of this paper is to show the process map for introducing the Accessibility Management System in the Saragossa city council web service. This map is a requirement of the Spanish Association for Standards and Certification (Aenor) for the “N” certification of ICT Accessibility, which guarantees users that an internet page is accessible. All public sector organizations are required by law to achieve this norm and display the “N” mark of certification.To identify the processes and design the process map, an expert reviewed documents and interviewed managers and staff. The processes were classified into strategic, key and support categories and so identified on the process map, which indicates sequences and the relationships between inputs and tasks. The results section describes the main activities and analyzes their inter-relationship.

Abstract

Collaborative Decision Making (CDM) embodies a new philosophy for managing air traffic. The initial implementation of CDM in the US has been aimed at Ground Delay Program Enhancements (GDP-E). However, the underlying concepts of CDM have the potential for much broader applicability. This paper reviews on-going and proposed CDM research streams. The topic areas discussed include: ground delay program enhancements; collaborative routing; performance monitoring and analysis; collaborative resource allocation mechanisms; game theory models for analyzing CDM procedures and information exchange; collaborative information collection and distribution. Part 10: Collaboration Platforms; International audience; The development of the Single Window concept (unique access/contact point for composite services) for the multimodal door-to-door freight transport management is a complex endeavour that is being addressed by the European MIELE project. Led by port authorities, the project identified the need for a novel strategy to foster collaboration among stakeholders with a diversity of processes and technology. The multimodal perspective requires a convergence and thus collaboration of maritime, railway, road, and air transport facilities as it is the case for the need of traffic information for a real-time (re)planning if some accident is hindering the current route. This requires that traffic information from different operators is integrated into the freight transport routing planner. Furthermore, a unified coordination and operations management of the existing business processes is lacking. Abstract

Today enterprises have to distribute their final products to far away consumers. It is difficult and not cost effective for these enterprises to manage their own transport vehicles. Thus, they outsource their transportation tasks to third party logistics (3PL) companies. These 3PL companies take transport orders from several clients and try to group them in the vehicles to utilize their resources at maximum. An issue of interoperability arises, when 3PL companies have to process different transport orders arriving from several clients in different formats and terminologies. Secondly, how 3PLS will collaborate with other 3PL companies following different working standards and also for collaboratively delivering transport orders which single 3PL cannot deliver alone due to its limited operational geographic area. Interoperability to achieve collaborative transportation planning is our concern in the context of this paper. Interoperability is a key issue for collaboration, especially in case of heterogeneous environment, when entities trying to collaborate have different ways of functioning and follow certain standards specific to their organizations. So the objective of this paper is to present a distributed and interoperable architecture for planning transportation activities of multiple logistics enterprises aiming at a better use of transport resources and by grouping transport orders of several manufacturers for each effective displacement. Abstract

One of the most notable concepts related to the future cooperative Air Traffic Management (ATM) is the Collaborative Decision Making (CDM). This new management philosophy of using collaborative technologies and procedures to enable ATM partners drives efforts towards the common goals of sharing and exchanging information. To support the implementation of CDM, a likely solution was found in the context of System of Systems (SoS), system integration, and interoperability. Service-Oriented Architecture (SOA) principles and technologies were recognized as one of the best alternatives to allow this implementation. Within this architecture, the System Wide Information Management (SWIM) has been developed on the last decade, and SWIM applications will be accessible to all ATM partners on the next decade by providing full airspace information, updated in real-time by all involved partners. This chapter presents an overview of key elements in information sharing for ATM and explains how SOA, SWIM, Aeronautical Information Management (AIM) and CDM support each other development. Abstract

A novel approach to efficiently plan and execute effective transport solutions is presented. It provides agent-based support for key tasks, such as, finding the best sequence of transport services for a particular goods transport, monitoring the execution of the transport, as well as the interaction between the involved actors. The approach is based on the FREIGHTWISE framework in which a minimal set of information packages is defined. The purpose is to capture all the information that needs to be communicated between the actors involved in a transport, such as, transport users, transport providers, and infrastructure managers, during the complete process from planning to termination. The approach is inspired by the concepts of virtual enterprises and breeding environments. Part 4: Project Management, Engineering Management, and Quality Management; International audience; Improving the service quality in public transportation is essential for convinced users to abandon the use of private cars. However, to improve service quality, companies need to adopt a quality management system and strategic planning which is not an easy task. This paper presents a way of simplifying a Quality Management System (QMS) and developing a Simple Strategic Planning (SSP) to be adopted for bus transportation companies. A methodology is developed and showed in this paper, together with a case study that illustrate the system. Abstract

This paper presents the details of three scenarios -- leapfrog, lock-in, and lopsided -- that describe an illustrative set of technological states. Based largely on expert interviews, the paper argues that the technology outcomes are heavily attributable to the actions (or in some cases, inaction) of policy makers and incumbents. For each scenario, the paper presents descriptive levels of technology achievement and market outcomes for the energy, transport, and water sectors. One of the central differentiating features of the three scenarios is the extent to which governments perform their roles as enabling, that is, whether the policies are designed to help or hinder innovations that improve service levels, and distributive, that is, whether the policies are designed to ensure that multiple segments of society reap the rewards of innovation. A question raised as part of that theme is how countries can avoid lock-in, or how they might become derailed into a lopsided scenario. Some institutional behavioral markers of the scenarios were identified in these discussions and are noted in the paper. It is important to recognize that multiple combinations of these behaviors can lead to a lock-in or lopsided scenario. In addition to describing the scenarios in detail, the paper discusses the rationale for their creation, along with a brief discussion on the nature of uncertainty. The paper also describes the methodology employed in the creation of the scenarios, including expert interview methods and a day-long workshop. Document type: Book

Part 21: Mobility and Logistics; International audience; Throughout the world societies are changing, so is mobility behavior. People are increasingly using multiple modes of transport; not only different modes for different trips but also combined use of different modes within one trip can be observed. Furthermore decisions for certain modes on specific trip stages depend on situational context (e.g. current traffic) and individual preferences. This trend can be supported by collaboration of mobility and service providers. Therefore information systems need to provide real-time data about traffic, provider status (of several mobility providers) and possible transfer points to enact context sensitive route adjustment. Alongside with customer preferences traffic flow can be optimized on individual and public level. In this article we strive to highlight challenges associated to this scenario. In addition we will present an architecture for intermodal information systems that offers services for individual planning, real-time route adjustment and provider cooperation.
