Abstract

As part of a building decommissioning and demolition program at Aberdeen Proving Ground, a detailed inspection of each target building is being conducted in order to characterize and describe the state of the building as it currently exists and to identify areas potentially contaminated with toxic or other hazardous substances. Room surfaces, drains and sumps, remaining equipment, and such associated exterior aboveground and underground appurtenances as tanks and pipelines are among the features, generically termed compartments, that may be potentially contaminated. Detailed drawings are being prepared for each building to illustrate the existing structure. This report presents the results of the inspection of Building E5375 in the Edgewood/Canal Creek area of Aberdeen Proving Ground. Nine potentially contaminated compartments were identified in this building and its vicinity. Document type: Report

Abstract

This document examines high-/low-level radioactive liquid waste transport alternatives. Radioactive liquid waste will be transported from the 200 West Area to the 200 East Area and within the 200 East Areas for safe storage and disposal. The radioactive waste transport alternatives are the Aboveground Transport System (French LR-56 Cask System [3,800 L (1,000 gal)]), 19,000-L (5,000-gal) trailer tanker system, 75,700-L (20,000-gal) rail tanker system and Underground Transport System (buried pipe [unlimited transfer volume capability]). The evaluation focused on the following areas: initial project cost, operational cost, secondary waste generation, radiation exposure, and final decommissioning. The evaluation was based on the near term (1995 to 2005) estimated volume of 49.509 million L (13.063 million gal) and long term (1995 to 2028) estimated volume of 757.1 million L (200 million gal). The conclusion showed that the buried pipe (Underground Transport System) resulted in the lowest overall total cost for near and long term, the trailer container resulted in the highest total cost for near and long term, and the French truck was operationally impractical and cost prohibitive. Abstract

This project, which began in FY97, involves both the flow loop research on plugging and unplugging of waste transfer pipelines, and the large-scale industrial equipment test of plugging locating and unplugging technologies. In FY98, the related work was performed under the project name ''Mixing, Settling, and Pipe Unplugging of Waste Transfer Lines.'' The mixing, settling, and pipeline plugging and unplugging are critical to the design and maintenance of a waste transfer pipeline system, especially for the High-Level Waste (HLW) pipeline transfer. The major objective of this work is to recreate pipeline plugging conditions for equipment testing of plug locating and removal and to provide systematic operating data for modification of equipment design and enhancement of performance of waste transfer lines used at DOE sites. As the waste tank clean-out and decommissioning program becomes active at the DOE sites, there is an increasing potential that the waste slurry transfer lines will become plugged and unable to transport waste slurry from one tank to another or from the mixing tank to processing facilities. Transfer systems may potentially become plugged if the solids concentration of the material being transferred increases beyond the capability of the prime mover or if upstream mixing is inadequately performed. Plugging can occur due to the solids' settling in either the mixing tank, the pumping system, or the transfer lines. In order to enhance and optimize the slurry's removal and transfer, refined and reliable data on the mixing, sampling, and pipe unplugging systems must be obtained based on both laboratory-scale and simulated in-situ operating conditions. Abstract

This Hazardous Waste Management Act/Resource Conservation and Recovery Act closure plan for the fluorinel dissolution process makeup and cooling and heating systems located in the Fluorinel Dissolution Process and Fuel Storage Facility (CPP-666), Idaho Nuclear Technology and Engineering Center, Idaho National Laboratory Site, was developed to meet milestones established under the Voluntary Consent Order. The systems to be closed include waste piping associated with the fluorinel dissolution process makeup systems. Abstract

Throughout the Department of Energy (DOE) complex there are many facilities that have been identified for Decontamination and Decommissioning (D&D). As processes are terminated or brought off-line, facilities are placed on the inactive list, and facility managers and site contractors are required to assure a safe and reliable decommissioning and transition of these facilities to a clean final state. Decommissioning of facilities requires extensive reliable characterization, decontamination and in some cases dismantlement. Characterization of piping systems throughout the DOE complex is becoming more and more necessary. In addition to decommissioning activities, characterization activities are performed as part of surveillance and maintenance (S&M). Because of the extent of contamination, all inactive facilities require some type of S&M. These S&M activities include visual assessment, equipment and material accounting, and maintenance. The majority of the inactive facilities have piping systems 3 inches or smaller that are inaccessible because they are contaminated, imbedded in concrete, or run through hot cells. Many of these piping systems have been inactive for a number of years and there exists no current system condition information or the historical records are poor and/or missing altogether. Many of these piping systems are placed on the contaminated list, not because of known contamination, but because of the risk of internal contamination. Many of the piping systems placed on the contamination list may not have internal contamination. Because there is a potential however, they are treated as such. The cost of D&D can be greatly reduced by identifying and removing hot spot contamination, leaving clean piping to be removed using conventional methods. Accurate characterization of these piping systems is essential before, during and after all D&D activities. Document type: Report
