Abstract

This chapter describes how the U.S. Department of Transportation (US DOT) defines a hazardous material as any substance or material capable of causing harm to people, property, and the environment. Dependence on hazardous materials is a fact of life in industrialized societies. There are thousands of different hazardous materials in use today. The United Nations sorts hazardous materials into nine classes according to their physical, chemical, and nuclear properties: explosives and pyrotechnics; gases; flammable and combustible liquids; flammable, combustible, and dangerous-when-wet solids; oxidizers and organic peroxides; poisonous and infectious materials; radioactive materials; corrosive materials; and miscellaneous dangerous goods, such as hazardous wastes. This first section of the chapter describes how the transportation of hazmats can be classified according to the mode of transport, namely; road, rail, water, air, and pipeline. The next section offers a high-level view of hazmat logistics literature. Section 3 contains a treatment of risk, the main ingredient of hazmat logistics problems that separate them from other logistics problems and section 4 deals with hazmat routing and scheduling problems. Section 5 focuses on models that combine undesirable facility location and hazmat transportation. The final section offers a critique of the existing literature and suggests directions for future research. Document type: Part of book or chapter of book

As part of a building decommissioning and demolition program at Aberdeen Proving Ground, a detailed inspection of each target building is being conducted in order to characterize and describe the state of the building as it currently exists and to identify areas potentially contaminated with toxic or other hazardous substances. Room surfaces, drains and sumps, remaining equipment, and such associated exterior aboveground and underground appurtenances as tanks and pipelines are among the features, generically termed compartments, that may be potentially contaminated. Detailed drawings are being prepared for each building to illustrate the existing structure. This report presents the results of the inspection of Building E5375 in the Edgewood/Canal Creek area of Aberdeen Proving Ground. Nine potentially contaminated compartments were identified in this building and its vicinity. Document type: Report

This supporting document provides the hazards categorization for the K Basin Water Filtration Upgrade Project at K East. All activities associated with the project are less than Hazard Category 3, except for the handling of the ECO-ROK liners containing spent filter cartridges. All activities involving the handling of liners, containing spent cartridges, by monorail, forklift or mobile crane are classified as Hazard Category 3. Document type: Report

Abstract

This report contains schematic drawings for the pipe fittings for the Hanford waste tanks. Included are the modifications to the W-025 trench {number_sign}31 leachate loadout piping, and also the modifications to the tanker trailers. The piping was modified to prevent spillage to the environment. The tankers were modified for loading and unloading purposes. Document type: Report

Abstract

During the history of the Hanford Site, many structures were built that stored and transported liquids used for the production mission; some of these structures are still active. Active structures include underground storage tanks retention basins, and pipes and pipelines. Many of the liquids stored and transported in these structures are potentially hazardous to human health and the environment. Any leakage of liquids from active structures, has the added potential to mobilize contaminants in the unsaturated zone. Therefore, it is beneficial to monitor these structures for leaks. The purpose of tills report is to catalog existing and emerging technologies that have potential for the external monitoring of liquid leaks. The report will focus primarily on the needs at the Hanford Site tank farms that are located in the 200 Areas, but will also be relevant to other Hanford Site facilities. Leak detection systems, both external and internal, are currently used at some Hanford facilities. Tank 241-SY-101 waste level growth is an emergent, high priority issue. The purpose of this document is to record the hazards evaluation process and document potential hazardous conditions that could lead to the release of radiological and toxicological material from the proposed transfer of a limited quantity (approximately 100,000 gallons) of waste from Tank 241-SY-101 to Tank 241-SY-102. The results of the hazards evaluation were compared to the current Tank Waste Remediation System (TWRS) Basis for Interim Operation (HNF-SD-WM-BIO-001, 1998, Revision 1) to identify any hazardous conditions where Authorization Basis (AB) controls may not be sufficient or may not exist. Comparison to LA-UR-92-3196, A Safety Assessment for Proposed Pump Mixing Operations to Mitigate Episodic Gas Releases in Tank 241-SY-101, was also made in the case of transfer pump removal activities. Revision 1 of this document deletes hazardous conditions no longer applicable to the current waste transfer design and incorporates hazardous conditions related to the use of an above ground pump pit and overground transfer line. This document is not part of the AB and is not a vehicle for requesting authorization of the activity; it is only intended to provide information about the hazardous conditions associated with this activity. The AB Control Decision process will be used to determine the adequacy of controls and whether the proposed activity is within the AB. This hazard evaluation does not constitute an accident analysis. Abstract

The Pipeline Characterization Using Tracers (PCUT) technique uses conservative and partitioning, reactive or other interactive tracers to remotely determine the amount of contaminant within a run of piping or ductwork. The PCUT system was motivated by a method that has been successfully used to characterize subsurface soil contaminants and is similar in operation to that of a gas chromatography column. By injecting a ?slug? of both conservative and partitioning tracers at one end (or section) of the piping and measuring the time history of the concentration of the tracers at the other end (or another section) of the pipe, the presence, location, and amount of contaminant within the pipe or duct can be determined. The tracers are transported along the pipe or duct by a gas flow field, typically air or nitrogen, which has a velocity that is slow enough so that the partitioning tracer has time to interact with the contaminant before the tracer slug completely passes over the contaminate region. PCUT not only identifies the presence of contamination, it also can locate the contamination along the pipeline and quantify the amount of residual. Abstract

This Hazardous Waste Management Act/Resource Conservation and Recovery Act closure plan for the fluorinel dissolution process makeup and cooling and heating systems located in the Fluorinel Dissolution Process and Fuel Storage Facility (CPP-666), Idaho Nuclear Technology and Engineering Center, Idaho National Laboratory Site, was developed to meet milestones established under the Voluntary Consent Order. The systems to be closed include waste piping associated with the fluorinel dissolution process makeup systems. Abstract

Development of transportation systems to move radioactive waste and unreprocessed spent fuel to proposed federal waste repositories is an integral part of the National Waste Terminal Storage Program. To meet this requirement, shipping casks must be designed, licensed, and fabricated. To assist the manager charged with this responsibility, a Cask Procurement Plan has been formulated. This plan is presented as a logic diagram that is suitable for computer analysis. In addition to the diagram, narrative material that describes various activities in the plan is also included. A preliminary computer analysis of the logic diagram indicates that, depending on the result of several decisions which must be made during the course of the work, the latest start dates which will allow prototype delivery of all types of casks by December 1985, range from November 1977 to March 1982.
