National Projects in Russia and Foreign Countries: Methods and Recommendations

Abstract

It is shown that theoretical concepts that underlie the methods of strategy development abroad are based on the maximum consideration of the internal specifics of the regions, the correlation of the tasks and the expediency of their implementation in each specific region. In Russia, the method of homogeneous development is used: uniform target indicators for all regions, as a result of which the potential for endogenous development of regions is underutilized and the declared indicators are not achieved. The work carried out a comprehensive analysis of the methods of strategic planning in Russia and foreign countries in relation to national projects; proposals have been developed to clarify national and federal projects taking into account the spatial differentiation of the territory of the Russian Federation.
