Abstract

The report presents an analysis of modern approaches to collective
regulation of the digital economy, existing and emerging mechanisms
its collective regulation, as well as the potential of these mechanisms for
promoting the implementation of Russia's priorities
The analysis showed that the leading developed countries - members of the OECD, the EU and the "Group
twenty" have significant advantages in strengthening their influence in
within existing and emerging collective regulatory mechanisms
digital economy. In the context of the challenges to enhance the capacity of these mechanisms
to facilitate the implementation of Russia's priorities, strengthening
cooperation not only with those with those actors with which Russia does not have
open political contradictions, but also with partners in the EU and the OECD. It is necessary
to do both on a bilateral basis and within the framework of international organizations and
forums. The chain of influence of BRICS can become the most important mechanism - "Group
twenty" - OECD. The BRICS+ outreach format can also play a significant role,
if, when coordinating decisions in the field of the digital economy, invite
interested partners who can give weight to a common position.
Based on the analysis, the report formulates recommendations for effective
promotion of Russia's priorities in international institutions to strengthen
influence on the formation and functioning of the mechanisms of collective
regulation of the digital economy
