vities performed through the life-cycle of a transport infrastructure may be negatively affected by a
substantial number of different risks. These risks may dramatically increase costs and cause significant delays
while negatively affecting the quality of services provided and overall efficiency. This paper introduces riskbased
approaches and solutions to enable, from an operational point of view, decision support in various aspects
and topics during the whole life-cycle of an infrastructure project, from design to operation and maintenance
stages. The main objective of this work is to provide a specific Operational Risk Strategy (ORS), to be
implemented in a specific risk-based tool, able to optimize how the Infrastructure Managers (IMs) and Operators
(IOs) manage the network and to guarantee them the adequate knowledge and resources to timely and effectively
react to potential risks that might arise. Implementing the proposed ORS will definitely result in a better
management of the available resources, towards a safer, more resilient and more productive Transport
Infrastructure (TI) network.
