Abstract

The foreseen growth of freight transport in Europe asks for the optimization of multimodal transport chains. To
guarantee network performance and efficient investment strategies, National Road Authorities (NRAs) will have
to be empowered with tools to influence the modal choice by the freight and logistic sector. The traditional focus
by NRAs on small-scope infrastructure planning faces difficulties meeting societal challenges and such approach
doesn’t consider the drivers of the freight and logistic sector. In the FLUXNET study we develop a toolbox for
NRAs that is based on a smart combination of tools for land-use planning and infrastructure planning,
considering the driving forces in the freight and logistic sector such as optimizing chain efficiency. The
FLUXNET study focuses on practice: an analysis of good practices has been used to construct a preliminary
toolbox that was tested in several workshops around Europe with regional infrastructure, logistics and planning
experts.
This paper discusses the preliminary results of the FLUXNET study. It provides an insight in the development of
the toolbox as well as the preliminary results of its application in ‘Test Beds’ in Sweden and the Netherlands.
The toolbox will enable road administrations on a national level to improve multimodal use of their networks
with respect to the freight and logistic sector. It is based on a smart combination of tools for land use planning
and infrastructure planning, considering the driving forces in the freight and logistic sector. This will help NRAs
to influence the multimodal choices and interlinkages with spatial planning. The FLUXNET research was
commissioned by the Conference of European Directors of Roads (CEDR). A group of four front running
countries directed the research: Germany, The Netherlands, Norway and Sweden.
