Abstract

The paper addresses the problem of the reconstruction and allocation of delivery positions in the urban area. The aim is to achieve the optimal reorganization of urban freight transport in old town core in the municipality of Celje. Optimal allocation relies on optimization based on the Monte Carlo simulation and represents a first stage of a two-stage optimization approach to re-design the existing urban freight transport. The number of optimal delivery positions is required to be as minimal as possible, which can still assure a maximal service area within the prescribed radius, while keeping the minimal walking distances of delivery personnel between the nearest delivery position and the customerʼs physical location. The main issues of the used heuristic allocation algorithm and the presentation of calculated results are provided. In the near future, the calculated delivery positions are going to be used for the purpose of physical implementation in order to improve the existing delivery transport. Der Artikel behandelt das Problem der Wiederaufbau und Allokation von den Lieferung Positionen in einem städtischen Gebiet. Der Zweck ist die optimale Reorganisation des städtischen Güterverkehrs im alten Stadtkern in der Gemeinde Celje zu Erreichen. Die optimale Allokation basiert auf der Optimierung auf Basis der Monte-Carlo-Simulationen und stellt die erste Stufe einer zweistufigen Optimierung Verfahren zur Re-Designs der bestehenden städtischen Güterverkehrs. Die Anzahl der optimalen Lieferpositionen sollte so wenig wie möglich sein, aber trotzdem einen maximalen Service-Bereich innerhalb des vorgeschriebenen Radius gewährleisten. Gleichzeitig sollte die Entfernung zwischen den nächstgelegenen Lieferpositionen und Kunden Positionen kleinstmöglich sein. Die wichtigsten Themen des verwendeten Heuristic Zuordnungsalgorithmus und die Darstellung der berechneten Ergebnisse sind gegeben. Die Standorte der berechneten Lieferung Positionen werden zum Zwecke der physikalischen Implementierung genutzt, um den bestehenden Güterverkehr zu verbessern. Document type: Article

Tez (Yüksek Lisans) -- İstanbul Teknik Üniversitesi, Fen Bilimleri Enstitüsü, 2006 Thesis (M.Sc.) -- İstanbul Technical University, Institute of Science and Technology, 2006 Bu çalışmada, Kentsel Lojistik ve Lojistik Köy kavramları ele alınıp, kentsel lojistik kavramı çerçevesinde geliştirilen optimum modelleme yöntemlerinin karşılaştırmalı olarak değerlendirilmesinin yapılması ve incelenen modeller neticesinde İstanbul’da organize lojistik bölge kurulumu için büyüklük ve lokasyon tayini hedeflenmiştir. Endüstriyel üretim alanları, organize sanayi bölgeleri, küçük sanayi bölgeleri ve kooperatifler, serbest bölge ve limanlar; yük üretim, tüketim ve geçiş noktaları kentsel alanların çevresinde yoğunlaşmaktadır. Bu durum, lojistik maliyetlerin yüksek olması, trafik ve gürültü gibi çevresel kirlilikler ve diğer verimsizliklere neden olmaktadır. Kesin Ağırlık Merkezi veya Taşıma Maliyetlerinin En Küçüklenmesi yöntemi ile yer seçimi kararı, taşıma modu, ağırlık ve mesafeye dayalı taşıma maliyetine bağlıdır. Bu modelde bilinenler, tedarik ve teslimat kaynaklarının koordinatları, yük miktarları ve bilinmeyen ise kurulacak Organize Lojistik Bölge’nin koordinatlarıdır. Bu problemde amaç fonksiyonu toplam taşıma maliyetinin minimum yapılması olarak tanımlanır. Elde edilen çözüm bize kurulması gereken OLB’nin koordinatlarını verecektir. Uygulama esnasında klasik algoritma ve yöntemlerin uygulanabilirliğinin sağlanabilmesi adına sınırlı sayıda nokta tespit edilmiş ve bu noktalar arasında OLB’nin tayini yapılmaya çalışılmıştır. In this study, optimum modelling techniques, which were developed for City Logistics, were examined comparatively including the discussion of Urban Logistics and Freight Village concepts. Moreover, determination of optimal location and size of such logistics terminals in Istanbul was aimed. Industrial production areas, industrial zones, small industrial zones and co-operative societies, free zones and ports; freight production, consumption and crossing points are on the increase in urban areas. This situation causes the high logistics costs, undesirable environmental factors such as traffic and high noise levels and other lacks of productivity. Determining optimal location with P-center problems or minimizing transportation costs methods are dependent on transmission mode, freight and transport costs that change with transmission distances. In these models, the coordinates of supply and delivery points and weights are known and coordinates of industrial zone are unknown. Objective function is described as minimizing total transmission costs. The solution set will give us the coordinates of the logistics terminal which is thougt to be build. This problem was studied with limited industrial zone and freight transport points in order to use the classical algorithms and methods and the coordinates of logistics terminal were calculated just considering these points. Abstract

hough the interest in urban freight transport is growing, it is commonly seen as an area where there is, for several reasons, a lack of research, especially if it is compared with the amount of research that deals with passenger transport. The attention of governments especially for urban goods movement has increased over recent years and with that the number of studies in the urban goods movement field. However, the practice of city logistics policies is not very often the result of detailed analyses and evaluations. This is reflected in similar types of regulations repeated through the different cities regardless of their characteristics, the same schedules for time windows and load zones, and the failure to recognize different types of urban distribution which require different types of regulations. Apart from copying regulation frameworks, however, cities hardly share information, knowledge or cooperation. The lack of national or regional bodies dealing with city logistics, as there exist for urban passenger traffic, is significant. In this paper the authors address the main research contributions in city logistics and try to illustrate how the research contributions are (not) related to the daily practice of policymaking and town planning. Finally the paper ends with the conclusion that a real gap exists between research and practice and the paper provides some explanations, conditions and directions for setting up new research projects.

Abstract

According to the Urban Mobility National Policy (UMNP), Brazilian cities with more than 20,000 inhabitants are obligated to elaborate Urban Mobility Plans (UMPs). The literature shows a lack of national research on urban freight planning and a need for better understanding issues on cargo transportation for authorities, especially regarding decision-making on policies and on urban freight transportation planning. City Logistics solutions can be considered on UMPs to reduce the problematic urban freight transport. Therefore, a survey was applied to investigate the resources available within cities to draw UMPs, the solutions for cargo movement in Brazilian cities, and the perceptions of public managers about freight transportation. The results show that “restrictions” are the solutions most adopted by Brazilian authorities, including the representative sample for cities within the São Paulo State with more than 250,000 inhabitants. The conclusions point out that Brazilian cities are not prepared to develop an efficient urban freight plan, as public managers seem to be unconscious about urban logistics demands within their cities or have neglected aspects regarding urban freight within the UMNP. Resumo Conforme o Plano Nacional de Mobilidade Urbana (PNMU), as cidades brasileiras com mais de 20 mil habitantes são obrigadas a elaborar Planos de Mobilidade Urbana (PlanMob). A literatura mostra falta de pesquisas nacionais sobre planejamento e políticas de frete urbano e de um melhor entendimento para as autoridades sobre transporte de cargas, especialmente para a tomada de decisão sobre políticas e planejamento do transporte urbano de carga. Soluções para Logística Urbana podem ser consideradas nos PlanMobs para reduzir o problemático transporte urbano de cargas. Dessa forma, um levantamento de dados foi realizado para investigar os recursos disponíveis para as cidades planejarem o PlanMob, as soluções para a movimentação de cargas presentes nas cidades brasileiras e as percepções de gestores públicos sobre o transporte de carga em suas cidades. Os resultados mostram que as soluções mais adotadas pelas autoridades brasileiras são as restrições, incluindo uma amostra representativa das cidades do estado de São Paulo com mais de 250 mil habitantes. As conclusões apontam que as cidades brasileiras não estão preparadas para desenvolver um plano eficiente de transporte de carga urbano, porque os gestores públicos parecem estar inconscientes sobre demandas da logística urbana em suas cidades ou os gestores têm negligenciado aspectos de carga urbana dentro do PNMU.
