Abstract

International audience; For millennia, the Mediterranean has been one of the most active trading areas, supported by a transport network connecting riparian cities and beyond to their hinterland. The Mediterranean has complex trade patterns and routes--but with key differences from the past. It is no longer an isolated world economy: it is both a trading area and a transit area linking Europe and North Africa with the rest of the world through the hub-and-spoke structure of maritime networks. Understanding how trade connectivity works in the Mediterranean, and elsewhere, is important to policy makers, especially those in developing countries in the Mediterranean, concerned with the economic benefits of large investment in infrastructure. Better connectivity is expected to increase trade with distant markets and stimulate activities in the hinterland. This book is a practical exploration of the three interdependent dimensions of trade connectivity: maritime networks, port efficiency, and hinterland connectivity. Because of the complexity and richness of maritime and trade patterns in the Mediterranean, the research book combines both a regional focus and globally scalable lessons. This book is intended for a wide readership of policy makers in maritime affairs, trade, or industry; professionals from the world of finance or development institutions; and academics. CIVINS (Civilian Institutions) Thesis document Many problems plague the United States' transportation infrastructure: congestion, poor roadway conditions, obsolescence, and maintenance cost not the least among these. In recent years, the Department of Transportation, through its Maritime Administration (MARAD), has begun a program for partial solution to this complex transportation issue. MARAD, acting on tasks assigned to it in the Energy Independence and Security Act of 2007, has established the Marine Highways Initiative to spur development of alternative and supplemental transportation modes that utilize inland waterways and coastlines of the United States. At the same time, the U.S. Department of Defense is investigating ways to fulfill its sealift requirements, while at the same time reducing its inventory of government owned vessels that do not trade. This paper explores the issues surrounding the current state of transportation and transportation infrastructure. It also seeks to determine the feasibility of a truck ferry that would accomplish both MARAD's Marine Highway as well as the Department of Defense's sealift goals. The feasibility study examines the hypothetical business' profitability through different funding and operating scenarios. fter 15 years of the Van Miert report proposing to include the Motorways of the Sea in the TEN-T schema, an overview wants to be done in the Iberian Peninsula scenario. In 2015 the Intra European trade (Eurostat, 2017) supposed around 11,263.4 millions of tons, being through Short Sea Shipping (SSS) up to 1.808,5 millions of tons and only the 13.6 % on Ro/Ro trades (246.04 millions of tons or the 2.2 % over the total volumes). In the case of Spanish Short Sea Shipping traffics raised to 196.668 millions of tons (234.7 millions of tons in 2016 from www.spc-spain.es) being only 15.33 millions of tonnes or 7.8 % under Ro/Ro schema. Keeping in mind these figures, it is asked which rate of success should be acquired with the maritime transport promotion policies in European Union. The proposed paper wants to analyse in deep, which reasons could explain the low volumes that still Intra European Short Sea Shipping gets. The analysis will begin with a review of the SSS and Motor Ways of the Sea official definition and after having a complete overview of traffic figures, to propose a model to analyse the best mode to connect different Iberian destinations offered to Consignors, in an attempt to transfer part of the cargo from road to sea option.

Abstract

This paper identifies weaknesses and opportunities in current Ecobono formulas (ecological bonus given to Short Sea Shipping users due to maritime transport lower externalities) using a SWOT analysis and presents an alternative European Ecobono. Among major findings we reached are the facts that weaknesses produced or inherent to current formulas as unfair competition between road carriers and budget limitation for the enforcement would be eliminated in case of applying a European alternative. The conclusion derived from the study brings out the idea that it is not possible to achieve collective European objectives by means of measures applied by individual member states.
