Abstract

Before financing major urban transport projects, decisionmakers should attempt to put in place the basic elements for long-term sustainability of the sector. Specifically, the author contends that each large metropolitan area in Brazil should incorporate into its urban transport strategy, and pursue vigorously, the following four-point agenda: 1) create a regional transport coordination commission in charge of coordinating policies among federal, state, and municipal governments, giving highest priority to major urban transport investments in the metropolitan region and promoting modal integration - all to the end of improving the sector's economic efficiency and long-term sustainability; 2) adopt an integrated land use, urban transport, and air quality strategy that provides a framework in which the community and decisionmakers can evaluate future urban transport investments and policies; 3) enact into law formal financing mechanisms that would ensure that long-run variable costs of urban transport systems are covered by operating and non-operating revenues from the systems and by appropriate user charges; and 4) promote private sector participation in the operation, maintenance, and construction of urban transport systems - through concessions or management contracts - as a way to lessen the financial burden on the government. Abstract

Sustainable infrastructure demands that declared principles of sustainability are enacted in the processes of its implementation. However, a problem arises if the concept of sustainability is not thoroughly scrutinized in the planning process. The public interest could be undermined when the rhetoric of sustainability is used to substantiate a proposed plan. This chapter analyses the manifestation of sustainable development in the Boggo Road Busway Plan in Brisbane, Australia against the sustainability agenda set in the South East Queensland Regional and Transport Plans. Although the construction of the Busway was intended to improve public transport access in the region, its implementation drew significant environmental concerns. Local community groups contested the ‘sustainability’ concept deployed in Queensland’s infrastructure planning. Their challenges resulted in important concessions in the delivery of the Busway plan. This case demonstrates that principles of sustainable infrastructure should be measurable and that local communities be better informed in order to fulfill the public interest in regional planning. Abstract

The purpose of this chapter is to provide a contemporary statement of existing approaches to transport-land use planning in urban and regional areas to advise practising transport planners and students. The chapter concentrates on the knowledge that are available for the synthesis, analysis, and evaluation of alternative land use-transport-systems plans and regulations. First, the transportation planner must develop an understanding of the planning process before attempting to address herself to the broader polices issues. The first objective of this chapter is to provide transportation planners with an understanding of the land-use models and their application to urban and regional planning problems. The final objective covers policy, regulations and plans. Absence of physical space between people and firms is the definition of Economists to cities. Cities appear to supply the necessity to eliminate transport costs. Density lowers the costs of interacting with other people and speeds the flow of goods, people and ideas. The location and structure of cities is driven by the desire to eliminate transport costs. In this context, transportation technologies have been the primary determinant of the location and structure of cities. There is increasing concern across the world about increasing traffic congestion and the costs it imposes, particularly on accessibility, the environment, other social factors, such as accidents, and the economy in general. Growing personal car-mileage is engendering the well-known effects on the environment and transport systems, especially roads, which are not able to cope with the increasing amounts of traffic. Further development of innovative, integrated and well-balanced policies is strongly needed. Strong and ongoing growth in mobility, especially in road traffic, means that transport trends are unsustainable if only current policies are pursued: with constraints on resources, space, safety and the environment there are only limited possibilities to extend transport supply to safeguard accessibility. It is quite clear that the need for travel cannot really be avoided; it is crucial for the performance of social and economic functions in any society. People are not travelling much more often than twenty years ago, but they are travelling further and with greater use of the private car. Increasing car ownership is a central component of this (Transland, 2000). There is a lack of knowledge about the interaction between land use and transport and the related planning consequences. Abstract

This paper focuses on the application of environmental justice principles specifically in the transport context. It begins by giving a background of the environmental justice movement and a definition, and proceeds to describe current legislative mandates in the United States. A holistic approach to transport planning is introduced to highlight the importance of the interrelationships between transport and land use planning. Current practices adopted in terms of environmental justice are illustrated from the Mid-Ohio Regional Planning Commission report as well as a description of the data limitations that result from the models used in current analyses. The paper concludes by providing some recommendations on the areas that need to be developed to address environmental justice principles adequately, and the applicability of these principles internationally. Abstract

Between 1900 and 2000, the length of paved roads in the United States increased from 240 km to 6,400,000 km (Peat 2002, BTS 2002) with virtually 100% of the U.S. population having almost immediate access to paved roadways. Similarly, in 1830 there were 37 km of railroad in the United States, but by 1920 total track mileage had increased more than ten-thousand times to 416,000 km miles, however since then, rail track mileage has shrunk to about 272,000 km (Garrison 1996, BTS 2002). The growth (and decline) of transport networks obviously affects the social and economic activities that a region can support; yet the dynamics of how such growth occurs is one of the least understood areas in transport, geography, and regional science. This is revealed time and again in the long-range planning efforts of metropolitan planning organizations (MPOs), where transport network changes are treated exclusively as the result of top-down decision-making. Changes to the transport network are rather the result of numerous small decisions (and some large ones) by property owners, firms, developers, towns, cities, counties, state department of transport districts, MPOs, and states in response to market conditions and policy initiatives. Understanding how markets and policies translate into facilities on the ground is essential for scientific understanding and improving forecasting, planning, policy-making, and evaluation. Abstract

The Land Use, Air Quality, and Transportation Integrated Modeling Environment (LATIME) represents an integrated approach to computer modeling and simulation of land use allocation, travel demand, and mobile source emissions for the Albuquerque, New Mexico, area. This environment provides predictive capability combined with a graphical and geographical interface. The graphical interface shows the causal relationships between data and policy scenarios and supports alternative model formulations. Scenarios are launched from within a Geographic Information System (GIS), and data produced by each model component at each time step within a simulation is stored in the GIS. A menu-driven query system is utilized to review link-based results and regional and area-wide results. These results can also be compared across time or between alternative land use scenarios. Using this environment, policies can be developed and implemented based on comparative analysis, rather than on single-step future projections. 16 refs., 3 figs., 2 tabs. Document type: Report

Abstract

The topic of the present study deals with the changes and future trends of the European Union’s climate policy. In addition, it studies the manner in which Hungary’s transport sector contributes to the success of the above. The general opinion of Hungarian climate policy is that the country has no need of any substantial climate policy measures, since it will be able to reach its emission reduction targets anyway. This is mostly true, because the basis year for the long term goals is around the middle/end of the 1980’s, when Hungary’s pollution indices were entirely different than today due to former large-scale industrial production. With the termination of these inefficient energy systems, Hungary has basically been “performing well” since the change in political system without taking any specific steps in the interest of doing so. The analysis of the commitments for the 2020-2030 climate policy planning period, which defined emissions commitments compared to 2005 GHG emissions levels, has also garnered similar political reactions in recent years. Thus, it is not the issue of decreasing GHG emissions but the degree to which possible emissions can be increased stemming from the conditions and characteristics of economic growth that is important from the aspect of economic policy. In 2005, the Hungarian transport sector’s emissions amounted to 11 million tons, which is equal to 1.2% of total EU emissions, meaning it does not significantly influence total transport emissions. However, the stakes are still high for developing a low GHG emission transport system, since that will decide whether Hungary can avoid those negative development tendencies that have plagued the majority of Western European transport systems. Abstract

This paper uses a game of strategic interaction to simulate entry and location of fast charging stations for electric vehicles. It evaluates the equilibria obtained in terms of social welfare and firm spatial differentiation. Using Barcelona mobility survey, demographic data and the street graph we find that only at an electric vehicle penetration rate above 3% does a dense network of stations appear as the equilibrium outcome of a market with no fiscal transfers. We also find that price competition drives location differentiation measured not only in Euclidean distances but also in consumer travel distances. Document type: Article
