Abstract

Like in many large cities in developing countries, traffic in Grand Casablanca, Morocco, is congested and public buses are crowded. These conditions are alleviated by a combination of supply-side infrastructure expansions, such as more buses and new road capacity, and demand-side pricing instruments, such as parking and fuel taxes. Using an empirical urban transportation mode choice model for Casablanca, this study finds a mix of these expansion policies and pricing instruments to alleviate congestion and maximize aggregate social welfare. The optimal mix is sensitive to the marginal costs of the infrastructure expansions. If the city were to spread out in its periphery where land constraints do not exist and land is available at lower prices, a supply-side instrument, particularly the optimal expansion of roads, would be far more effective in achieving welfare gains than the use of optimal pricing instruments without new roads. By contrast, if the city were to densify in already built-up areas, land and other physical constraints and the high price of land may leave expensive “elevated roads” as the only option. In this case, demand-side instruments together with the elevated roads would equally contribute to reduce traffic congestion and in-bus crowding. Document type: Book

Paper presented at the Session: “Urban goods surveys”; The surveys specifically focused on the thorough knowledge of urban freight transport appeared about ten years ago. The local problematic of goods transport at local level was partially taken into account by the city planners and by the researchers: until recent years, the integration of goods transport in the total urban flows models was estimated applying a multiplying factor to car traffic. Delivering goods was not considered like a concern."br /"Because of the quick growth of car traffic in the cities, the main stakes changed too: the fight against traffic congestion, the management of the lack of space (shipment consolidation and storage), the attempts to reduce local environmental impacts and global externalities (energy saving, reduction of greenhouse gas emissions), and economic valuation of city centres (under the pressure of a slowed down economic growth)."br /"All these changes were taking place in a context in which available rooms for manoeuvre were limited by factors such as congestion, concerns about the quality of urban life and budget restriction. Abstract

The Mexico City Metropolitan Area has been suffering severely from transportation externalities such as accidents, air pollution, and traffic congestion. This study examines pricing instruments to reduce these externalities using an analytical and numerical model. The study shows that the optimal levels of a gasoline tax and a congestion toll on automobiles could generate social benefits, measured in terms of welfare gain, of US$132 and US$109 per capita, respectively, through the reduction of externalities. The largest component of the welfare gains comes from reduced congestion, followed by local air pollution reduction. The optimal toll and tax would, however, double the cost of driving and could be politically sensitive. Still, more than half of those welfare gains could be obtained through a more modest tax or toll, equivalent to $1 per gallon of gasoline. The welfare gains from reforming the pricing of public transportation are small relative to those from reforming the taxation of automobiles. Although the choice among travel modes depends on specific circumstances, in the absence of road travel pricing that accounts for externalities, there will be potential for higher investment in roads relative to mass transit. Given the rapidly increasing demand for transportation infrastructure in Mexico City, careful efforts should be made to include the full social costs of travel in evaluating alternative infrastructure investments. Abstract

In the urban planning literature, it is frequently explicitly asserted or strongly implied that ongoing urban sprawl and decentralization can lead to development patterns that are unsustainable in the long run. One manifestation of such an outcome is that if extensive road investments occur, urban sprawl and decentralization are advanced and locked-in, making subsequent investments in public transit less effective in reducing vehicle kilometers traveled by car, gasoline use and carbon dioxide emissions. Using a simple core-periphery model of Beijing, the authors numerically assess this effect. The analysis confirms that improving the transit travel time in Beijing?s core would reduce the city?s overall carbon dioxide emissions, whereas the opposite would be the case if peripheral road capacity were expanded. This effect is robust to perturbations in the model?s calibrated parameters. In particular, the effect persists for a wide range of assumptions about how location choice depends on travel time and a wide range of assumptions about other aspects of consumer preferences. Abstract

This paper estimates the impact of the Golden Quadrilateral and North-South-East-West Highways in India on welfare, social inclusion, and environmental quality. The analysis uses district-level data for 1994-2011 and the difference-in-difference method. The results suggest that the highways shifted employment from the farm to the nonfarm sector, and that this shift was accompanied by an increase in output per capita. However, there is no evidence of an impact on household expenditure per capita, the poverty rate, or the incidence of regular wage employment. The results suggest that the highways caused an increase in air pollution. The effects of the highways are heterogeneous, depending on conditions in local factor and product markets. Abstract

Understanding how land prices are determined is of particular importance for policy makers; however, there is little evidence in African countries, which are currently experiencing rapid urbanization. The paper examines the relationship between land prices and locational characteristics using data from Antananarivo, the capital of Madagascar. It is found that the land value gradients are relatively steep, indicating that the land and housing prices tend to overshoot in the middle of the city, pushing the poor away from the city to suburban areas. It is also found that access to transport infrastructure and services, such as minibuses, is an important determinant of land value. Not only transport connectivity, but also other factors, such as proximity to amenities and administrative centers, are found to be important. Better land management and urban transport policies are called for to promote these aspects in the city. Document type: Book

In the 1980s the carbon-mitigation strategy of Taiwan focused on the recycling of community waste (Chang and Chang, 1993). In the 1990s and 2000s the strategy shifted to reducing the Green House Effect and introducing low-carbon energy technologies such as wind power, solar power, gas, biomass energy, and other reusable energies. Many policies tried to encourage businesses to development reusable energies such as tax deductions or subsidies. Many researches attempted to evaluate the policy effectiveness of the reduction of the various types of pollution, and most of results found that the reduction effects were not as good as the policy claimed or expected (Lee, 1996, Lee, 2003,Wang, 1999). Abstract

No sooner than later, the world will be living hell as a result of the transportation effects on our climate now escalating. The pressure is now growing towards their resultant effects to be totally eradicated in order to save our planet otherwise, the stabilisation of these effects; global warming, greenhouse gas (GHG) emission and degradation will need to be sought after. The world all over is at it now in an effort to restore our climate, to save it from the effects of these catastrophes/disasters. On the proposition of the Kyoto Protocol in1997, the main focus was to decrease greenhouse emissions of mainly six gases – Carbon dioxide, methane, nitrous oxide, sulphur hexafluoride, Hydro fluorocarbons (HFCs) and Per fluorinated Compounds (PFCs). And transport alone, accounts for over 26% of global CO2 and has been regarded as one of the few industrial sectors wherein emissions are still on the increase, on this basis, researchers and policy makers are all at it to tackle the menace of climate changes through provision of sustainable transport. This paper focuses on the new and developed technologies like the renewable energy source [RES], which will be an alternative to transport fuels to avoid the dependence on petroleum which after effects are damaging to the world climate, and may probably not be there forever to continue serving the world ever increasing population. Abstract

This study examines impacts on net social benefits or economic welfare of alternative policy instruments for reducing traffic congestion and atmospheric emissions in São Paulo, Brazil. The study shows that expanding road networks, subsidizing public transit, and improving automobile fuel economy may not be as effective as suggested by economic theories because these policies could cause significant rebound effects. Although pricing instruments such as congestion tolls and fuel taxes would certainly reduce congestion and emissions, the optimal level of these instruments would steeply increase the monetary cost of travel per trip and are therefore politically difficult to implement. However, a noticeable finding is that even smaller tolls, which are more likely to be politically acceptable, have substantial benefits in terms of reducing congestion and emissions. Among the various policy instruments examined in the study, the most socially preferable policy option for São Paulo would be to introduce a mix of congestion toll and fuel taxes on automobiles and use the revenues to improve public transit systems. Abstract

This paper assesses whether the level of taxation of motor fuel is broadly appropriate in a group of countries (OECD, BRICs and South Africa) accounting for more than 80 percent of world greenhouse gas emissions. The analysis deals with emissions from oil combustion in transport, which account for about 40 percent of carbon dioxide emissions. In the benchmark specification, six countries (responsible, in turn, for more than 40 percent of worldwide motor-fuel greenhouse gas world emissions) would be undertaxing motor fuel. The authors evaluate the sensitivity of the results to the values of the elasticities and externalities that used in the analysis. They find that varying the values of these parameters (within the level of uncertainty reasonably associated with them) significantly affects the results. This implies that, while informative, the results must be taken as indicative. Further analysis for a particular country must rely on a well-informed choice for the values of the country-specific parameters. Document type: Book
