Abstract

Six projects from six countries were selected as the cases for detailed analysis in this study. They are from Argentina, Botswana, India, Kenya, Lao PDR and Paraguay, representing a wide range of geographical distribution. Also, the extent of the effect of economic downturn which these countries experienced ranges a wide variety. In an economic downturn, uncertainties increase with many inputs of road projects Cost Benefit Analysis (CBA), including fuel prices, levels of demand, investment costs and maintenance availability. Also, important parameters of project evaluation such as discount rate and value of time need to be more carefully scrutinized. Therefore, it is very important for the developing countries to have good understanding about the effects of the variability of these inputs/parameters on project viability and the ranking of road investments. It is a role of the developing agencies to conduct a systematic analysis of these effects and disseminate the findings and knowledge obtained. The objective of the study is to obtain insights regarding the effects of varying inputs and parameters on the viability of road projects through case studies using Highway Development and Management Model (HDM-4), thereby to facilitate the formulation and implementation of road projects that increase the welfare of the society under the environment of increased uncertainty in an economic downturn. The results of the study will be summarized in a transport note as a discrete knowledge product and disseminated among various stakeholders including developing agencies staff, government officials and donor communities. To assess the effects of increased uncertainty with inputs of cost benefit analysis on the economic viability of road projects, this study first investigated the range of variability of the inputs for the six selected projects/countries. It was found that the variability ranges differ by country reflecting the degree of decrease in transport demand and relative change in factor prices due to economic downturn. Document type: Book

Abstract

In an effort to further develop the South East Europe transport observatory (SEETO) comprehensive network, integrate it in the European Union’s (EU) Trans-European transport (TEN-T) network and strengthen the underlying transport planning systems, a grant was awarded by the Western Balkans infrastructure framework (WBIF) for the update of the regional Balkans infrastructure study (REBIS). The motivation for the update was the fact that since the completion of REBIS in 2003, there had been no review or update of the study’s projections and recommendations that will in turn enable an informed assessment and updating of the regional priorities for investment in the SEETO comprehensive network. The main objective of the REBIS update was to develop a priority action plan for enhancing the efficiency of the SEETO comprehensive network. The action plan identifies priority physical investments as well as non-physical improvements including regulatory, institutional, and managerial changes required to reduce impediments to the efficient performance of the network. The focus of the final report is the assessment of the 2030 traffic projections under low and moderate and moderate and high economic growth scenarios against the capacity of the network under the do-nothing scenario and the full SEETO scenario and on the development of the priority action plan. The report is organized as follows: section one gives introduction .Section two presents a brief assessment of the 2003 REBIS traffic projections against reported counts. Section three presents key non-physical impediments to transport and trade facilitation, as well as the costs and benefits associated with their alleviation. Section four presents the 2030 traffic projections for both the low and moderate and moderate and high economic growth scenarios. Section five presents the results of the capacity assessment of the existing and planned networks to handle the projected traffic. Section six presents the methodology used in the preliminary economic efficiency analysis for assessing the physical interventions and the results, while section seven presents the priority action plan. Abstract

This report provides an overview of the challenges and opportunities in addressing road safety in the Europe and Central Asia (ECA) region. It presents information on the size, characteristics, and causes of the problem; presents evidence on the effectiveness of measures that countries world-wide have adopted to improve road safety; briefly describes current international road safety policy; and discusses a range of strategies and actions that could be undertaken by the World Bank in coordination and partnership with the World Health Organization (WHO), multilateral development banks, other international agencies and donors, as well as with private and civil society institutions. A primary audience of this report is internal-particularly managers and staff of the World Bank working in the transport, health, education, and governance sectors, to raise awareness about the multisectoral nature of the road safety challenge and of effective options to address it. It proposes ways that the World Bank might engage more to support ECA countries in tackling this issue, working in partnership with other international agencies and donors. The secondary audience is external policymakers, senior analysts, program managers, and their advisers in the governments of ECA countries, private sector officials, and civil society and international organizations working in this field. The goal is to support discussion on appropriate choices and instruments for advancing the road safety agenda as a top development priority over the short and medium term.

Abstract

Vietnam's transport sector plays an important role in its socioeconomic development. Passenger transport helps meets daily needs and contributes significantly to tourist service development while freight transport helps meet the country's demand for delivery of raw materials and of semi-finished products to production facilities and for transport of finished products to consumers. With the overall growth in transport in the country, each of the main forms of transport (road, railway, aviation, inland waterways and maritime) are currently increasing the total fuel use for transport and as a result overall greenhouse gas emissions. In addition to the mix of transport modes used, the major factors affecting the impact of this growth on current and future greenhouse gases from each mode of transport are the quality and quantity of the vehicles and supporting infrastructure and the type of fuels used and their efficiency. The following sections evaluate the infrastructure and fuel use of each of the modes of transport (sections 1.1-1.5), the current and projected greenhouse gas emissions from the sector and the reasons for this (section 2), and typologies of interventions that can reduce the emissions from the sector (section 3).

Abstract

n efficient system to transport goods domestically and internationally is a key element of the logistics chain. Road freight transport has a direct impact on poverty as it employs millions of people and generates a significant portion of Gross Domestic Product, or GDP, especially in low and middle-income countries. Trucking is the primary form of transportation for domestic, trans-border, and international cargo, in Central America. Road freight transport is now vital to production, distribution, and mobilization, driving economic, social, and environmental progress. In short, trucking is the backbone of economies around the world. In the past 20 years, the industry has advanced as technology has improved communication, management, productivity, including vehicle efficiency. Their objective in doing so is to expand markets, generate wealth on the basis of efficient specialization, introduce competition, and lower costs for production, distribution, services, and research and development. When road freight transport services are efficient, they support these objectives; when they are not they act as nontariff barriers to trade, creating delays, raising costs, worsening congestion and pollution. Such barriers prolong and destabilize delivery schedules, hinder 'just in time' inventory management and industrial processes, and impede the efficient combination of factors of production.
