Abstract

The World Bank financed the Gujarat State Highway Project (GSHP) during 2001-07. The project development objective was to enhance the capacity of the Government of Gujarat (GOG) for effective and efficient planning and management of road infrastructure, while concurrently maximizing existing road infrastructure asset productivity through priority investments and increased maintenance funding. The project not only achieved its objective and targets successfully, but also was implemented with a significant cost reduction (about 23 percent). The GSHP resulted in a reduction in the backlog of major maintenance and an improved network to meet rapidly growing transport demand in the state. The project had the unique distinction of no contract disputes, a rarity among the highway development projects in India. The project also set best practices in developing and managing a very comprehensive asset management system, state of the art quality assurance framework and a very comprehensive training and capacity building program. The annual road sector allocation has grown from USD 30 million in 1995-1996 to an impressive USD 610 million in 2010-11, currently the second largest among all the Indian states. This study attempts to identify the key elements of the Gujarat road sector reforms and explores whether and, if so, how such reforms can be replicated across other Indian states and possibly even in other countries in the region. Abstract

During the transition from central planning to market economies now under way in Eastern Europe, output levels first collapsed by 40 to 50 percent in most countries, then staged a modest recovery in the last two years. Longer-term revival of growth requires a resumption of investment and thus, realistically, of domestic savings. To explore the determinants of household savings rates in transition economies, the authors studies matching household surveys for three Central European economies: Bulgaria, Hungary, and Poland. They find that savings rates strongly increase with relative income, suggesting that increasing income inequality may play a role in determining savings rates. Savings rates are significantly higher for households that do not own their homes or that own few of the standard consumer durables - possibly because, with no retail credit or mortgage markets, households must save to purchase houses and durables. The influence of demographic factors broadly matches earlier findings for developing countries. Perhaps surprisingly, variables associated with the households position in the transition process - including either sector of employment (public or private) or form of employment - do not play a significant role in determining savings rates. Infrastructure plays a key role in promoting economic growth and opportunities.In particular, the efficient provision of basic infrastructure services, like water and sanitation, is a key ingredient in fostering a country's social and economic development. Previous studies have found that infrastructure has a positive impact on output, and can improve economic opportunity, including health and education for the poor, particularly in developing countries. In Argentina, a 2005 study, found that child mortality fell by 8 percent in areas that had experienced improved coverage and quality of basic water and sanitation through utility reform, with most of the reduction occurring in low-income areas where the water network expanded the most. More generally, Fay and Morrison found that allowing the poorest quintile in developing countries the same access to basic services as the richest quintile would reduce child mortality by 8 percent and child under development by 14 percent. Calderon and Serven also found a significant positive impact of infrastructure access and quality on overall inequality. Furthermore, the book sheds some light on how to address the main challenge for the future which may be to attract specialized operators to the smaller municipalities which do not currently have them. For that purpose in Colombia, for example, over the last two years, the policy framework has been focused on promoting the sector's development, by using the departments as the intermediate institutional level between the National Government and the municipalities, to formulate programs with regional impact and promote comprehensive investment plans. Abstract

This policy paper is motivated by the Government’s “Pakistan: Framework for Economic Growth (FEG) 2011” which places weak corporate governance at the top of the “software” constraints to growth. The efforts to reform the State-Owned Enterprises (SOEs) have stalled in Pakistan for almost five years—with significant negative implications not only in terms of fiscal losses, but also deteriorated and cost-ineffective service delivery. The paper suggests a number of urgent policy measures designed to improve the efficiency and effectiveness of SOEs. These include basic governance reforms, revamped commercialization processes and enhanced market regulations. The paper also provides some perspectives on international experience on SOE reforms combined with some suggestions on how the Government can move forward. The Policy Working Paper Series disseminates the findings of work in progress to encourage the exchange of ideas about development issues. An objective of the series is to get the findings out quickly, even if the presentations are less than fully polished. The papers carry the names of the authors and should be cited accordingly. Abstract

ffordable housing will be instrumental to helping Vietnam achieve its goals for increasing productivity and inclusive urban growth. Since Doi Moi, the country has experienced impressive economic growth, averaged at 7.4 percent per annum from 1990 to 2008, lowering to an average of 6 percent per annum from 2007 to 2013. Strong economic growth has supported a substantial reduction in poverty, from 58 percent in 1993 to 17 percent in 20121. Yet, the country has remained largely rural, with more than half of its population working in the agricultural sector, which only contributed 17 percent of GDP in 20142. In some countries, urbanization has been used as a tool to accelerate economic growth and poverty reduction. As Vietnam aims to maintain a high growth rate, supporting urbanization, where cities contribute a growing share of jobs and GDP, will be an important measure. This structural shift will drive population growth and new demand for housing in cities, for which quality and affordable housing options in well-serviced and connected settlements will be needed. Areas of particular importance in the Law is support toward self-built housing, the active participation of the private sector, addressing the shortage of affordable rental housing as well as high demand for housing from low income groups, especially workers in industrial zones of large cities. This report, which includes a comprehensive assessment and roadmap for affordable housing in Vietnam, recommends the following key messages moving forward: increase investment, Prepare Three Flagship Initiatives under an umbrella National Affordable Housing Program, Institutional Strengthening, Land Tax Reform, and Create an Enabling Environment for Affordable Housing. Moving forward, design of the market-oriented measures described above will require intensive and careful consultation and engagement with all housing sector actors, particularly the private sector. Private sector will need to play an active role in the early preparation to ensure their participation and commitment that carries through to implementation of policy measures on the financing and supply side.

Abstract

Despite the recent slowdown, the underlying growth of the global economy remains solid. After a 4 percent growth in 2010, Russia's real output is expected to grow 4.4 percent in 2011, increasingly driven by domestic demand. Russia's households have absorbed the food price shock thanks to a combination of higher wages and pensions, and resort to private and public safety nets. The country emerged from the global recession with lower unemployment and poverty than feared. But global risks and uncertainties increased with the new oil shock. Although the short-term impact will be positive for Russia's export and fiscal revenues, there is no room for complacency. Macroeconomic policy should focus on the short-term objective of controlling inflation and medium-term fiscal adjustment towards long-term, sustainable level of non-oil fiscal deficit. Improving the efficiency of public expenditure to create fiscal space for productive infrastructure and strengthening the investment climate for the private sector remain among key long-term challenges. The ongoing rethinking of the government's long-term strategy and a period of high oil revenues provide an opportunity to focus on these long-term issues more forcefully than during the global crisis.

Abstract

Pipelines account for the lion's share of the lifetime costs of any typical urban wastewater collection. While the deterioration of pipeline is the obvious "frontline‟ reason to adopt Asset Management practices, a more overarching driver is the need to gravitate towards sustainable development and set short and long term objectives encompassing economic, social and environmental goals. Optimising the expenses and providing the required levels of service to customers are the twin targets of wastewater utilities. Oslo Vann og Avløpsetaten – the water/wastewater utility in the Norwegian capital, considered as case study in this paper, is sprucing up its data-bank, rightly realising that a very effective information management system is the spine of Asset Management.

Abstract

The city of Oslo is evaluating strategies for the selection of appropriate materials for the pipelines and manholes of its wastewater network. The overarching motive is to minimise construction-related failures over the system lifetime and also ensure that it is able to avert flooding events. This paper analyses the blockage records of the last 16 years (1991–2006) in the wastewater pipeline network of Oslo. For the purpose of the analysis, the pipeline stock is categorised on the basis of pipe diameter, material of fabrication, slope and age. Proneness to blockages is studied and attempts are made to correlate the same to the size, material, slope and age. The analyses performed confirm that older and small diameter sewage pipelines made of concrete, laid almost horizontal to the ground surface are the high-priority candidates, and more importantly enables one to compare among the different categories and classes of pipelines.

Abstract

This paper presents and discusses the recent developments related to seismic performance and assessment of buried pipelines. The experience from the performance of pipelines during last earthquakes provided invaluable information and lead to new developments in the analysis and technologies. Especially, the pipeline performance during Canterbury earthquake sequence in New Zealand is taken as a case study here. The data collected for the earthquake sequence are unprecedented in size and detail, involving ground motion recordings from scores of seismograph stations, high resolution light detection and ranging (LiDAR) measurements of vertical and lateral movements after each event, and detailed repair records for thousands of km of underground pipelines with coordinates for the location of each repair. One of the important learnings from the recent earthquakes is that some earthquake resistant design and technologies proved to be working. This provides a motivation to increase international exchange and cooperation on earthquake resistant technologies. Another observation is that preventive maintenance is important to reduce the pipeline damage risk from seismic and other hazards. To increase the applicability and sustainability, seismic improvements should be incorporated into the pipe replacement and asset management programs as part of the preventive maintenance concept. However, it is also important to put in the most proper pipeline from the start as replacing or retrofitting the pipelines later requires substantial investment.
