Abstract

Road construction has often been viewed as the precursor to deforestation, especially in tropical forests. Traditional responses to such threats have been reactive, with attempts to mitigate impacts through physical measures, or the establishment of protected areas. These approaches often have not been entirely successful, especially in areas where economic potential is significant. This paper seeks to mitigate such conflicts by proposing a proactive approach to development planning and environmental policy. It develops a high-resolution spatial model of road improvement impacts that includes ecological risks and the economics of forest clearing. The approach is implemented by estimating the potential impact of road upgrading on forest clearing and biodiversity in eight Congo Basin countries. The paper demonstrates how the detailed analysis can identify areas of high ecological priority as well as areas at high risk of forest loss. The paper contributes to several aspects of the literature. First, it provides the most recent and reliable estimates of the drivers of deforestation in the Congo Basin, with the latest high-resolution satellite data on forest cover changes. Second, it presents novel estimates of biodiversity threats by creating an index that combines and synthesizes several measures of biodiversity loss and impacts. It then develops an empirical framework for estimating the ecological impacts of road improvement. Abstract

Despite general economic decline and power supply deficiencies, infrastructure made a modest net contribution of less than half a percentage point to Zimbabwe's improved per capita growth performance in recent years. Raising the country's infrastructure endowment to that of the region's middle-income countries could boost annual growth by about 2.4 percentage points. Zimbabwe made significant progress in infrastructure in its early period as an independent state. The country managed to put in place a national electricity network and establish regional interconnection in the power sector; to build an extensive network of roads for countrywide accessibility and integration into the regional transport corridors; to lay the water and sewerage system; and to make progress on building dams and tapping the significant irrigation potential. Unfortunately, at present the cross-cutting issue across all these sectors is Zimbabwe's inability to maintain and rehabilitate the existing infrastructure since the country became immersed in economic and political turmoil in the late 1990s. Neglect of all sectors due to the crisis has resulted in a generalized lack of new investment (in the power and water sectors in particular), and the accumulation of a huge rehabilitation agenda. Quality of service has declined across the board. The power system has become unjustifiably costly, inefficient, and unreliable. The condition of roads has deteriorated to the point that Zimbabwe became a bottleneck on the North-South transport corridor. Rural connectivity hardly exists. Failure to treat potable water, along with the deterioration of the water, sanitation, and garbage disposal systems, was responsible for the spread of cholera in 2008. By 2010 cholera affected most areas of the country and posed a health threat to neighboring countries. Looking ahead, Zimbabwe faces a number of important infrastructure challenges. Zimbabwe's most pressing challenges lie in the power and water sectors. Inefficient and unreliable power supply poses major risks to the economy, while the maintenance and upgrading of existing power infrastructure no longer looks to be affordable. Abstract

Infrastructure improvements contributed 0.6 percentage points to the annual per capita growth of Zambia's gross domestic product (GDP) over the past decade, mostly because of the exponential growth of information and communication technology (ICT) services. Poor performance of the power sector reduced the per capita growth rate by 0.1 percentage point. Simulations suggest that if Zambia's infrastructure platform could be improved to the level of the African leader, Mauritius, per capita growth rates could increase by two percentage points per year. Zambia's high generation capacity and relatively high power consumption are accompanied by fewer power outages than its neighbors. But Zambia's power sector is primarily oriented toward the mining industry, while household electrification, at 20 percent, is about half that in other resource-rich countries. Zambia's power tariffs are among the lowest in Africa and are less than half the level needed to accelerate electrification and keep pace with mining sector demands. Meeting future power demands and raising electrification rates will be difficult without increasing power tariffs. Zambia's infrastructure situation is more hopeful than that of many other African countries. Infrastructure spending needs, though large, are not beyond the realm of possibility, and Zambia's resource wealth and relatively well-off population provide a more solid financing basis than is available to many other countries. Abstract

Transport and logistics infrastructure is a critical determinant of the competitiveness of a country's producers and exporters. Well-functioning transport and logistics infrastructure relies not just on hardware, but critically on the operating environment that emerges from the interaction between private sector operators; national policies and regulatory regimes; and, in many countries, state-owned owners and operators of core infrastructure. This paper looks at the case of South Africa, where constraints in access, pricing, reliability, and network interfaces, particularly in the port and rail network, are eroding the competitiveness of South African exporters. The paper draws on interviews with a wide range of exporters along with secondary research to examine South Africa's port and rail network, and explores the underlying factors contributing to these constraints, including chronic underinvestment, an inadequate regulatory environment, insufficient private sector participation, and weak regional integration. The paper concludes with a review of the reforms needed to deliver a more broadly accessible and competitive rail and port sector based on international case examples. It highlights the need for institutional reforms to promote competitive pricing; private sector participation to increase investment and improve service delivery; information and coordination to address market failures and improve access; and cooperation to improve intermodal, interregional, and institutional interfaces. Abstract

Between 2000 and 2005 infrastructure made an important contribution of 1.6 percentage point to Benin's improved per capita growth performance, which was the highest among West African countries during the period. Raising the country's infrastructure endowment to that of the region's middle-income countries could boost annual growth by about 3.2 percentage points. Benin has made significant progress in some areas of its infrastructure. The rural road network is in relatively good condition, and about 30 percent of the rural population has access to an all-season road, a level above the country's peers. Air transport connectivity has improved. Also, important market liberalization reforms designed to attract private capital to the water and information and communications technology (ICT) sectors have boosted performance. In particular, increased competition in the ICT market has contributed to the rapid expansion of mobile and Internet services. Addressing Benin's infrastructure challenges will require sustained expenditures of $712 million per year over the next decade, with heavy emphasis on capital expenditure. Almost half of the total relates to the transport sector. At 16.6 percent of Benin's 2005 gross domestic product (GDP), this effort is almost at the level of other Sub-Saharan African countries. Benin already spends around $452 million per year on infrastructure, equivalent to about 10.5 percent of its GDP. Almost $101 million a year is lost to inefficiencies of various kinds, associated mainly with under pricing in the power and water sectors; poor financial management of utilities; and inefficient allocation of resources across sectors. If Benin could raise tariffs to cost-recovery levels, and reduce operational inefficiencies in line with reasonable developing-country benchmarks, it could substantially boost flows to the infrastructure sectors. Comparing spending needs with existing spending and potential efficiency gains (and assuming that the inefficiencies are fully captured) leaves an annual funding gap of $210 million per year. By far the largest share of the gap can be traced to the water supply and sanitation sectors. Benin has the potential to close this gap by adopting alternative technologies in water supply, transport and power. Savings from alternative technologies could amount to as much as $227 million per year. Document type: Book

Abstract

In 2012, the World Bank signed five agreements with MRDPA for advisory services, out of which one relates to the growth poles policy and to its improvement for the programming period 2014-2020. This agreement has three components: 1) an analysis of the growth poles policy, 2) energy efficiency studies for each growth pole; and 3) a review of the Integrated Development Plans prepared by the growth poles for the period 2007-2013. In this context, South Muntenia Regional Development Agency, through the coordinator of Ploiești Growth Pole, requested the World Bank, under a project funded by ERDF through the Technical Assistance Operational Program 2007-2013, to support the Growth Pole in implementing the recommendations stemming from the previous analysis with: 1) updating the Integrated Development Plan for 2014-2020; and 2) proposing an improved institutional framework for coordinating the planning, implementation and monitoring of projects under this plan. The current document of the Integrated Development Plan belonging to Ploiești Growth Pole was developed during the period 2008-2009 and approved and submitted to South Muntenia RDA in April 2010. It contains a total number of 93 projects with a total value of RON 5,136,143,583.91, out of which 762,515,322.81 are EU funds, and the remainder comes from the national budget and the beneficiaries’ own contribution. In the process of updating the plan, the implementation status of these projects will be studied further, while attention will be also given to the unimplemented projects in order to see whether they will be included in the documentation, depending on their response to the new development conditions of the growth pole.

Abstract

This report, supported by the energy sector management assistance program (ESMAP), applies the tool for the rapid assessment of city energy (TRACE) to examine energy use in León, México. This study is one of three requested and conducted in 2013 by the World Bank Latin America and the Caribbean energy unit to begin a dialogue on energy efficiency (EE) potential in Latin America and Caribbean cities. In Puebla and León, TRACE helped the Mexican Secretary of Energy (SENER) develop an urban EE strategy. TRACE is a simple, practical tool for making rapid assessments of municipal energy use. It helps prioritize sectors that have the potential to save significant amounts of energy and identifies appropriate EE measures in six sectors - transport, municipal buildings, wastewater, streetlights, solid waste, and power and heat. Globally, the six are often managed by the cities which have substantial influence over public utility services. The study looked at six areas to determine the three that have the greatest savings potential and where the city has a significant degree of control: streetlights, solid waste, and municipal buildings.
