Abstract

The paper aims to provide the basis for an estimation equation and will focus on the relation between transport emissions and air quality in an urban environment. This is directly related to the fact that most health impacts are related to local air quality levels. The aim of the paper is to create an understanding of the factors that play a role in the causal relation between transport emissions and health effects and provides approximations from existing studies that can be used to assess these health impacts and related costs. The paper focuses on the translation of air pollution levels into health impacts and health costs. The overall structure of the paper follows the two key steps and elaborates on the inherent challenges: (1) identify and measure the health effects of air pollution, and (2) to estimate the costs of the health effects. The paper is divided into four chapters: chapter one is introduction- outlining the goals and background to the project; chapter two gives impacts of air pollution from transport on health; chapter three presents valuation of health impacts- reviews the literature on how to value the impacts on health associated with air pollution; and chapter four gives guidelines for calculating the health effects of air pollution from traffic. Abstract

This report presents available evidence on adult education and training in Europe and Central Asia (ECA), differentiating two separate types: continuing vocational education and training (CVET) for the employed, sought either by employers or individuals, and retraining and second chance education for the non?employed. This paper presents available evidence on the extent and patterns of lifelong learning in ECA. It argues that advancing adult education and training in ECA is important not only to meet the new skills demands but also to respond to a rapidly worsening demographic outlook across most of the region. While it is not equally important for all ECA countries, adult education and training should be high on the agenda of those ECA economies that are closest to the technological frontier and facing a demographic decline, such as the new European Union (EU) member States and Russia. The paper lays out a framework for government action to advance adult learning in ECA through a mix consisting of policy coordination between government and the enterprise sector, a sound regulatory regime and appropriate financial incentives. Abstract

Globally, an estimated 24 percent of the disease burden (healthy life years lost) and an estimated 23 percent of all deaths (premature mortality) are attributable to environmental risks (World Health Organization, or WHO 2006). The burden of disease is unequally shared, with the children and the poor being particularly affected. Among children between the ages 0 and 14, the proportion of deaths attributable to environmental risks, such as poor water and sanitation, indoor air pollution and vector-borne diseases, is estimated to be as high as 36 percent (WHO 2006). Several key messages have emerged from the process of putting together this study: (i) environmental health risks impose a significant burden on Nicaraguas economy, amounting to 2.6 billion Nicaraguan Cordoba (NIO) or 2.4 percent of the countrys Gross Domestic Product (GDP), and result in premature deaths and infections, especially in children under five; (ii) cost-effective interventions to address these environmental health risks exist and should be prioritized in Nicaragua; (iii) country-specific health and environmental data are somewhat limited, especially in the case of air quality, and data collection and monitoring need to be further strengthened; and (iv) the capacity of Ministry of Environment and Natural Resources (MARENA) and Ministry of Health (MINSA) staff to conduct environmental health costing analysis needs to be strengthened through proper training.

Abstract

This article is motivated by the remarkable observation that children of land-rich households are often more likely to be in work than the children of land-poor households. The vast majority of working children in developing economies are in agricultural work, predominantly on farms operated by their families. Land is the most important store of wealth in agrarian societies, and it is typically distributed very unequally. These facts challenge the common presumption that child labor emerges from the poorest households. This article suggests that this apparent paradox can be explained by failures of the markets for labor and land. Credit market failure will tend to weaken the force of this paradox. These effects are modeled and estimates obtained using survey data from rural Pakistan and Ghana. The main result is that the wealth paradox persists for girls in both countries, whereas for boys it disappears after conditioning on other covariates. Document type: Article
