Abstract

International audience; This paper aims to propose a systemic vision of literature on sustainable urban logistics assessment and evaluation. Although non-extensive, this overview pretends lack of unification in the subject of assessing and evaluating the impacts of green urban logistics systems, and, through the proposal of a general assessment and evaluation framework, the steps done and being in course towards standards on this field. First, an overview of the research in urban logistics is provided, after what the main visions of sustainable development and their derived issues for urban logistics assessment and evaluation are presented. Then, a framework to assess and evaluate green urban logistics systems via scenario comparison is proposed. This framework aims to propose a methodological framework to use and combine existing methods to assess scenarios, and not a “black-box” model of software ready to use. This is done to make synergies between existing methods, and to show that, although they remain at an initial stage, steps on the way of defining standards are made. After that, the main applicability and application issues of the proposed methodological framework are addressed, showing those principles of standard from the literature. Finally, and to conclude, future developments on urban logistics research are proposed.

International audience; This chapter contributes to the discussion on city access policies via the identification of a set of common beliefs and the relations between vehicle size (related to one of the most popular types of access policy actions) and logistics performance of urban deliveries. First, the author makes an overview of such policies in various European countries, then establishes a non-exhaustive set of common beliefs regarding urban logistics that influence policy making among others. Then, to illustrate the common belief regarding vehicle sizes, the chapter proposes an example of scenario assessment for stating on the usefulness and performance of different vehicles. Results show that there is not a more suitable vehicle type than another, and the use of the different vehicles will depend on the carriers' strategies and choices.

ISBN 978-1-61520-791-1; The Internet is an interconnection of multiple networks called domains. Inter-domain routing is ensured by BGP which preserves each domain's independence and announces routes arbitrarily chosen by domains. BGP messages carry no information concerning quality parameters of announced routes. The authors' goal is to provide domains with information regarding the congestion state of other domains without any changes in BGP. A domain, which is aware of heavily congested domains, can choose a bypass instead of a route exhibiting possible problems with QoS satisfaction. They propose a mechanism which sends alert messages in order to notify domains about the congestion state of other domains. The major difficulty consists in avoiding flooding the Internet with signaling messages. The authors' solution limits the number of alerts by taking advantage of the hierarchical structure of the Internet set by P2C and P2P relationships. Their algorithm is distributed and heuristic because it is a solution to an NP-complete and inapproximable problem. They prove these properties by reducing the Steiner problem in directed acyclic graphs to our problem of alert diffusion. The simulations show that our mechanism significantly diminishes the number of unavailable domains and routes compared to those obtained with BGP routing and with a theoretical centralized mechanism.

Abstract

This study presents a real-data approach that aims at optimizing the location of urban loading-unloading (L/U) spaces. The originality of this paper is twofold: first, it proposes a data collection methodology in order to integrate real and up-to-date information regarding cartography, L/U parking demand and existing L/U spaces. Second, an optimization model is developed in order to determine the location of new L/U spaces by taking into account real distances, influence radius and physical constraints. Such optimization model can be used to evaluate the relevance of the existing L/U spaces and/or to determine the optimal location of new ones. For this we propose to combine the use of OpenStreetMap, Google Maps APIs, and Open Data portals. This paper provides a framework composed by 3 models, namely: data collection, demand generation and location optimization. The proposed approach is applied to the city of Paris in order to illustrate different case studies and to assess the effectiveness of the framework.

It highlights modelling the behaviour of stakeholders who are involved in city logistics as well as planning and managing policy measures of city logistics including cooperative freight transport systems in public-private partnerships. Case studies of implementing and evaluating city logistics measures in terms of economic, social and environmental benefits from major cities around the world are also given.

Public Bicycle-Sharing Systems (PBSS), also known as self-service public bicycle systems, are available in numerous big cities in the world (Velib' in Paris, Bicing in Barcelona, Call-aBicycle in Munich, OyBicycle in London, etc.). Since its inception, Bicycle-sharing programs have grown worldwide. There are now programs in Europe, North America, South America, Asia, and Australia. A still growing list of cities which provides such green public transportation mode can be found at the Bicycle-sharing world map (http://Bikesharing.blogspot.com) as shown in Figure 1. As a good complementary to other urban transportation modes, bicycle use entails a number of benefits including environmental, mobility and economic benefits. The public bicycle sharing systems are especially useful for short-distance city transport trips and to face many public transport problems, including growing traffic congestion, pollution, greater car dependency, buses caught in city congestion, and ageing transport infrastructure.

International audience; Urban transportation of next decade is expected to be disrupted by Autonomous Mobility on Demand (AMoD): AMoD providers will collect ride requests from users and will dispatch a fleet of autonomous vehicles to satisfy requests in the most efficient way. Differently from current ride sharing systems, in which driver behavior has a clear impact on the system, AMoD systems will be exclusively determined by the dispatching logic. As a consequence, a recent interest in the Operations Research and Computer Science communities has focused on this control logic. The new propositions and methodologies are generally evaluated via simulation. Unfortunately, there is no simulation platform that has emerged as reference, with the consequence that each author uses her own custom-made simulator, applicable only in her specific study, with no aim of generalization and without public release. This slows down the progress in the area as researchers cannot build on each other’s work and cannot share, reproduce and verify the results. The goal of this paper is to present AMoDSim, an open-source simulation platform aimed to fill this gap and accelerate research in future ride sharing system

International audience; This chapter presents a general framework to assess urban rail logistics suitability via a socio-economic cost-benefit analysis, also called social cost-benefit analysis (SCBA). First, the author proposes an overview on the basic notions of SCBA starting from those of classical cost-benefit analysis (CBA) then identifies and presents the main types of costs and benefits of railway urban logistics services and the related final delivery services associated to them using low emission road vehicles to serve final customers from the railway stops. After that, the main modelling issues needed for SCBA assessment are presented. Finally, as an example of application, the author proposes to assess a scenario of deployment of a freight tramway in Paris, in a possible configuration. The results show the potential of those approaches but also show that it is important to contextualize them and inform the different users about their real capabilities.

International audience; This chapter deals with data production within the paradox of big-no data in urban logistics. More precisely, the chapter aims to make an overview on data production in urban logistics and present the main issues, as well as a framework, to overcome that paradox. First, the big-no data paradox is defined and motivated. Second, the question of demand and route estimation in urban logistics is examined more in-depth via an overview of current data production methods and techniques used to estimate demand and transport flows. Third, a framework to produce unified databases filling those data lacks is introduced as well as an analysis on how the different data production techniques can be used to overcome that paradox. Finally, research directions regarding urban goods transport data production are provided.
