Abstract

The authors describe how Sao Paulo State granted a 20-year concession for operating a busway, one requirement for which was that the concessionaire replace the diesel bus operation with electric traction (trolleys). This was not a"greenfield concession"but is probably the only"busway"concession undertaken so far worldwide. With roughly 16,000 buses fighting their way through heavy traffic under traffic policies geared to automobiles, bus services was slow and unreliable. Then Sao Paulo adopted certain practices aimed at improving bus operations. Between 1983 and 1987, it implemented a segregated trolleybus corridor between Sao Mateus and Jabaquara, to be opened as a private concession regulated by the state of Sao Paulo. The concession was to operate for 20 years but the winning consortium had to invest in only part of the equipment, because part of it was in place. This made things less risky for the private consortium and allowed thestate to complete an environmentally friendly project with the help of the private sector. The concession has so far been a success - an example to be followed. After an initial increase, demand for the busway began to fall in 1998 and 1999. This was part of a general decline in demand for the bus system because of: a) A drop in jobs resulting from the economic slowdown. b) A growth in the use of automobiles. c) Competition from illegal buses (vans), which offer door-to-door service. The state was late in completing the aerial network for the trolleyway and rehabilitating sections of the roadway. This delayed replacement of diesel buses by trolleybuses. State representatives indicated it might be better in future to find a mechanism through which the concessionaire instead of the state would undertake infrastructure works and would also handle administration of integration terminals. Abstract

Transportation is vital to economic and social development, but at the same time generates undesired consequences on local, regional, and global scales. One of the largest challenges is the mitigation of energy-related carbon dioxide emissions, to which this sector already contributes one-quarter globally and one-third in the United States. Technology measures are the prerequisite for drastically mitigating energy use and all emission species, but they are not sufficient. The resulting need for complementing technology measures with behavioral change policies contrasts sharply with the analyses carried out by virtually all energy / economy / environment (E3) models, given their focus on pure technology-based solutions. This paper addresses the challenges for E3 models to simulate behavioral changes in transportation. A survey of 13 major models concludes that especially hybrid energy models would already be capable of simulating some behavioral change policies, most notably the imposition of the full marginal societal costs of transportation. Another survey of major macroscopic transportation models finds that key specifications required for simulating behavioral change have already been implemented and tested, albeit not necessarily on a global scale. When integrating these key features into E3 models, a wide range of technology and behavioral change policies could be analyzed. Document type: Book

Transportation engineers and urban planners often report uncertain estimates as precise numbers, and unwarranted trust in the accuracy of those precise numbers can lead to bad transportation and land-use policies. This paper presents data on parking generation and trip generation rates to illustrate the misuse of precise numbers to report statistically insignificant estimates . Beyond the problem of statistical insignificance, parking and trip generation rates typically report the parking demand and vehicle trips observed at suburban sites with ample free parking and no public transit. These parking and trip generation rates are therefore useful guides for planning a city where everyone will drive everywhere they go and park free when they get there. Abstract

Although pilots are often supported by signage, markings and lighting when taxiing on the airport surface, navigation and monitoring remain workload intense tasks even in good weather conditions. Radio communication is near capacity limits on many airports today resulting in waiting times and delay. Apart from well-known safety issues this also constitutes a negative impact on the environment. The European aviation research program SESAR addressed this problem and came up with a solution: A new surface traffic management concept proposes the automated use of Airfield Ground Lighting with individually switched green taxiway centerline lights indicating the path to be followed. Paper presented at the Session: “Urban goods surveys”; The surveys specifically focused on the thorough knowledge of urban freight transport appeared about ten years ago. The local problematic of goods transport at local level was partially taken into account by the city planners and by the researchers: until recent years, the integration of goods transport in the total urban flows models was estimated applying a multiplying factor to car traffic. Delivering goods was not considered like a concern."br /"Because of the quick growth of car traffic in the cities, the main stakes changed too: the fight against traffic congestion, the management of the lack of space (shipment consolidation and storage), the attempts to reduce local environmental impacts and global externalities (energy saving, reduction of greenhouse gas emissions), and economic valuation of city centres (under the pressure of a slowed down economic growth)."br /"All these changes were taking place in a context in which available rooms for manoeuvre were limited by factors such as congestion, concerns about the quality of urban life and budget restriction. It resulted in a growing unease on the freight transport industry and the city authorities, the latter having little or no data, methods and references in order to elaborate a satisfactory policy framework. Abstract

The Mexico City Metropolitan Area has been suffering severely from transportation externalities such as accidents, air pollution, and traffic congestion. This study examines pricing instruments to reduce these externalities using an analytical and numerical model. The study shows that the optimal levels of a gasoline tax and a congestion toll on automobiles could generate social benefits, measured in terms of welfare gain, of US$132 and US$109 per capita, respectively, through the reduction of externalities. The largest component of the welfare gains comes from reduced congestion, followed by local air pollution reduction. The optimal toll and tax would, however, double the cost of driving and could be politically sensitive. Still, more than half of those welfare gains could be obtained through a more modest tax or toll, equivalent to $1 per gallon of gasoline. The welfare gains from reforming the pricing of public transportation are small relative to those from reforming the taxation of automobiles. Although the choice among travel modes depends on specific circumstances, in the absence of road travel pricing that accounts for externalities, there will be potential for higher investment in roads relative to mass transit. Given the rapidly increasing demand for transportation infrastructure in Mexico City, careful efforts should be made to include the full social costs of travel in evaluating alternative infrastructure investments. Peer-to-Peer (P2P) is nowadays a widely used paradigm underpinning the deployment of several Internet services and applications. However, the management of P2P traffic aggregates is not an easy task for Internet Service Providers (ISPs). In this perspective, and considering an expectable proliferation in the use of such ap- plications, future networks require the development of smart mechanisms fostering an easier coexistence between P2P applications and ISP infrastructures. This paper aims to contribute for such research efforts presenting a framework incorporating useful mechanisms to be activated by network administrators, being also able to operate as an automated management tool dealing with P2P traffic aggregates. Abstract

In an age when escalating fuel prices, global warming and world resource depletion are of great concern, sustainable transport practices promise to define a new way of mobility into the future. With its comparatively minimal negative environmental impacts, non reliance on fuels and positive health effects, the simple bicycle offers significant benefits to humankind. These benefits are evident worldwide where bicycles are successfully endorsed through improved infrastructure, supporting policies, public education and management. In Australia, the national, state and local governments are introducing measures to improve and support green transport. This is necessary as current bicycle infrastructure is not always sufficient and the longstanding conflict with motorized transport still exists. The aim for the future is to implement sustainable hard and soft bicycle infrastructure globally; the challenges of such a task can be illustrated by the city of Brisbane, Australia. Abstract

Today’s air traffic management system is not expected to scale to the projected increase in traffic over the next two decades. Enhancing collaboration between the controllers and the users of the airspace could lessen the impact of the resulting air traffic flow problems. The authors summarize a new concept that has been proposed for collaborative air traffic flow management, the problems it is meant to address, and our approach to evaluating the concept. The authors present their initial simulation design and experimental results, using several simple route selection strategies and traffic flow management approaches. Though their model is still in an early stage of development, these results have revealed interesting properties of the proposed concept that will guide their continued development, refinement of the model, and possibly influence other studies of traffic management elsewhere.
