Abstract

Assessing the results of research groups based on available resources and obtaining some indicator of efficiency are issues of great relevance for the design of policies to promote research and development (R&D). Information professionals can contribute to this effort by providing data such as the total number of doctoral theses or publications in the most prestigious journals. The article proposes a methodology for assessing the technical efficiency of research groups based on data envelopment analysis (DEA) and applies it to university research groups in the area of information technology and communications (ICT) in Andalusia.

Abstract

This paper develops a port productivity and efficiency analysis of all developing regions between 2000 and 2010, using both parametric and nonparametric approaches. From a unique dataset -our sample covers 70 developing countries, 203 ports, and 1,750 data points-, we carry out an analysis of the evolution and drivers of productivity and efficiency changes across developing regions. We show that productivity growth rates between 2000 and 2010 vary significantly and that this heterogeneity is explained by pure efficiency changes rather than scale efficiency of technological changes. Therefore, we carry out a detailed efficiency analysis to determine the drivers of port efficiency. Time series results show an upward trend for port efficiency in developing regions, as it increased from 47 percent in 2000 to 57 percent in 2010. Our analysis indicates that private sector participation, the reduction of corruption in the public sector and improvements in liner connectivity and the existence of multimodal links increase the level of port efficiency in developing regions. itle"Abstract"/jats:title""jats:p"This paper applies a non-parametric method to provide level technical efficiency for 7 Tunisian ports during 18 years (1998-2015). These ports represent different data set. The use of the model of variable returns to scale (VRS) has led to interesting results. The results show that the most ports are characterized by low levels of technical efficiency, with the exception port of Rades. In addition, the result shows the variation of variable returns to scale and constant returns to scale of technical port’s efficiency. Furthermore, we concluded that the panel data improves the efficiency estimates. Document type: Article

Abstract

This paper evaluates the Technical Efficiencies (TEs) of a group of airports in East China by applying a three-stage Data Envelopment Analysis (DEA) method. The merit of this method allows us to consider the impact of the environmental factors on measuring airport efficiencies. Three variables, i.e. per capita Gross Domestic Product (GDP), the proportion of the tertiary industry, and the number of tourists, are used to represent the environmental factors. The results show that the environmental factors have airport-specific impacts on the value of the efficiencies. Additionally, airport TE are dominated by both Pure Technical Efficiency (PTE) and Scale Efficiency (SE). Based on empirical results, airport specific strategies can be provided to enhance airport efficiency, such as taking the effects of environmental variables and the statistical noise into consideration when analysing the airport efficiency, improving airport efficiencies according to their own conditions and improving the PTE or SE according to their categorizations.
