Abstract

Like in many large cities in developing countries, traffic in Grand Casablanca, Morocco, is congested and public buses are crowded. These conditions are alleviated by a combination of supply-side infrastructure expansions, such as more buses and new road capacity, and demand-side pricing instruments, such as parking and fuel taxes. Using an empirical urban transportation mode choice model for Casablanca, this study finds a mix of these expansion policies and pricing instruments to alleviate congestion and maximize aggregate social welfare. The optimal mix is sensitive to the marginal costs of the infrastructure expansions. If the city were to spread out in its periphery where land constraints do not exist and land is available at lower prices, a supply-side instrument, particularly the optimal expansion of roads, would be far more effective in achieving welfare gains than the use of optimal pricing instruments without new roads. By contrast, if the city were to densify in already built-up areas, land and other physical constraints and the high price of land may leave expensive “elevated roads” as the only option. Abstract

Rail transport generally has the advantage for large-volume long-haul freight operations. The literature generally shows that shipping distance, costs, and reliability are among the most important determinants of people's modal choice among road, rail, air, and coastal shipping transport. However, there is little evidence in Africa, although the region historically possesses significant rail assets. Currently, Africa's rail transport faces intense competition against truck transportation. With firm-level data, this paper examines shippers' modal choice in Tanzania. The traditional multinomial logit and McFadden’s choice models were estimated. The paper shows that rail prices and shipping distance and volume are important determinants of firms' mode choice. The analysis also finds that the firms' modal choice depends on the type of transactions. Rail transport is more often used for international trading purposes. Exporters and importers are key customers for restoring rail freight operations. Rail operating speed does not seem to have an unambiguous effect on firms' modal selection. Document type: Book

Abstract

Beirut, the capital city of Lebanon, faces huge traffic congestion, the cost of which is estimated to be more than 2 percent of the city's gross regional product. Effective policies are needed, based on weighing their overall economic cost and benefit to society. This study developed an empirical model based on microeconomic theory, accounting for production and consumption behavior related to transportation in the Greater Beirut Area, to simulate various policy combinations. A key finding of the study is that individual supply-side policies, such as the expansion of roads or introduction of a bus rapid transit system, are quite effective at reducing traffic congestion while increasing economic output and welfare. They also account for most of the benefits from implementing policy packages with supply- and demand-side measures. The introduction of bus rapid transit with expansion of the road system to feed the bus rapid transit system reduces congestion by about 16 percent and congestion costs by more than 50 percent. This would increase Beirut's gross regional product by roughly 2 percent, and the average social welfare of the residents of Beirut by 4 percent. Abstract

Most of the existing Carsharing business models mainly rely on gasoline vehicles and diesel vehicles, but in recent years there has been a significant increase in hybrid electric vehicles (HEVs) and a resurgence in electric vehicles (EVs). Within this framework, this paper investigates and models the choice to switch from a private car trip to a carsharing service available in peripheral parks as well as the propensity to choose an electric vehicle for such a service. In particular, three issues are addressed: (i) investigating and modelling the propensity to choose carsharing as a transport alternative within a neighbourhood residential carsharing business model; (ii) estimating the effect of also having an EV option available; (iii) measuring the “pure preference”, if any, in using electric vehicles over traditional ones, in a context excluding factors that may bias such users preference (e.g. purchase price, energy costs, recharging facilities etc). The analyses are based on a stated preferences survey undertaken on 600 car drivers entering the city centre of Salerno (Southern Italy), and on the estimation of a binomial Logit model with serial correlation. Results allow an interpretation of the main determinants of the short-term choice of carsharing services (i.e. without any car-ownership changes), give general behavioural insights, make it possible to quantify the “pure preference” for EV and the demand elasticity with regard to different pricing strategies of the carsharing services.

Abstract

This paper presents a model specifically developed to explore the mobility impacts of connected and automated driving and shared mobility. It is an explorative iterative model that uses an elasticity model for destination choice, a multinomial logit model for mode choice and a network fundamental diagram to assess traffic impacts. To the best of the author’s knowledge, it is the first model that combines a network fundamental diagram with choice models. A second contribution is the inclusion of automated vehicles, automated (shared) taxis, automated shared vans and new parking concepts in the model as well as the way in which they affect mobility choices and traffic conditions. The insights into the impact mechanisms and the direct and indirect mobility impacts are the third contribution. The short computation time of the model enables exploration of large numbers of scenarios, sensitivity analyses and assessments of the impacts of interventions. The model was applied tin a case study of the Dutch Province of North-Holland, in which the potential impacts of automated and shared vehicles and mitigating interventions were explored. In this case study, four extreme scenarios were explored, in which 100% of the vehicles have SAE-level 3/4 or 5 and people have a low or high willingness to share. The extremes were chosen to get insights into maximum effects. The results show that if automated vehicles and sharing are accepted, it is likely that there will be considerable changes in mobility patterns and traffic performance, with both positive and problematic effects.

Abstract

Residing in a high-density, diverse, and accessible neighborhood tends to be associated with less car use, more public transport, and more cycling and walking. However, this does not hold for all people because of differences in personal perceptions and preferences. This paper, therefore, analyzes spatial (mis)match, or the correspondence between perceptions of someone’s residence and the objectively measured spatial characteristics of that residence. Based on a sample for Flanders, Belgium, we found that people tend to overrate the urbanized character of their residence. Among urbanites, (mis)matched spatial perceptions do not influence mode choice. Mode choices remain mainly influenced by urban characteristics and not by personal perceptions as such. However, the influence of spatial (mis)match becomes more important among rural dwellers and, especially, suburbanites. The travel consequences of (mis)matched spatial perceptions thus clearly depend on the residential neighborhood type.

Abstract

This paper reviews current systems that either transport baggage or have the potential to transport baggage, as well as proposed systems, before modelling some of them in a modal choice model to examine how effective they would be if implemented. It was hoped that the introduction of a baggage collection system would increase the number of passengers using public transport which would be good for the environment. The specific location of the study was Tyne and Wear and a journey from North Shields to Newcastle International Airport was chosen for the analysis. The system proposed is compared to an existing systems known as InPost and Virgin Bag Magic. It was found that for the average passenger in North Shields, a system based on the way InPost operates would offer the greatest utility. However, with the introduction of a new utility equation that could analyse mixed-mode travel, a baggage collection hub based in Newcastle upon Tyne city centre offered a more significant number of users provided that the cost of the system was either covered in the travel ticket or provided by the airport or airline free of charge. This dedicated baggage collection system would be much more expensive to introduce compared to the InPost system as the infrastructure to run the InPost system is already in place, however, the ridership of the newly proposed system would be much larger therefore it could potentially recoup the development costs. Abstract

In post-reform China, rapid motorisation causes various problems like traffic congestion, diminishing road safety and air pollution. Adequate policies necessitate an understanding of the forces behind changing mode choices, but the rapidly developing literature is not complete yet. This paper aims to help fill that gap with an analysis of mode choice for commuting and shopping-leisure trips in Nanjing. Using the Nanjing Residents Travel Survey, we find that models with the same independent variables explain mode choice in Nanjing better than in other cities in the world. Comparatively, members of ‘adult families’ use public transport and walking more often than the private car and bicycle. And inhabitants of danwei neighbourhoods walk more often than residents in commodity housing estates. These conclusions suggest that ongoing socio-spatial transformations will push mode choice in China further towards private car use.

Abstract

Companies play an important role in the mobility debate as they can be considered as the primary 'creators' of commuting traffic. In recent years, companies have developed a variety of initiatives to improve the mobility of their employees, although their visions and actions are often neglected in the research literature. This paper aims at identifying the good practice in mobility policies of workplaces located in Belgium. To achieve this objective, existing research and two large-scale Belgian surveys of commuting are analysed. First, workplaces are clustered in order to identify those where the alternative modes of transport which are promoted by the policy are popular among employees. Then, quantitative analyses are performed to find out what are the good practices of mobility policies. The results show that the best way of promoting an alternative mode of transport depends on company's characteristics. The promotion of bicycles is most appropriate for small workplaces, while larger workplaces and those located in built-up areas or city centres are more suitable for the promotion of public transport. Financial incentives, provision of facilities, diffusion of information and parking management all play an important role in mobility management. (C) 2011 Elsevier Ltd. All rights reserved.
