Abstract

Within the European research project SimpleFleet, a telematics system for fleet management business intelligence was developed, delivering live or near-realtime statistics about individual vehicles or the entire fleet. This supports the fleet manager in ad-hoc decisions and in medium and long term improvements. The fleet vehicles (e.g. taxis, delivery vans) are equipped with an On-Board-Unit (OBU) for GPS tracking and data collection from other sensors, e.g., an engine on/off detector. These raw data are sent to a host system and database, being enhanced to Floating Car Data (FCD) using map-matching and routing. Beside other route-related information, consulted fleet operators expressed their interest especially in fuel consumption calculation. For this purpose the German EWS procedure was chosen, providing 2nd degree polynomial functions of the driven speed. Final results for the test in the Athens region are presented, including the comparison of two calculation approaches with different aggregation levels of driven speeds. Abstract

Within the European research project SimpleFleet, a fleet management system for small and medium enterprises has been developed. GPS traces are collected from equipped vehicles and fed into an FCD processing system to generate traffic data. To estimate the quality of derived traffic data and determine the systematic bias of a FCD processing system a previous method called “self-evaluation” was applied for specific times of day and roads with similar characteristics. With the assumption that the relative bias is the same for corresponding traffic situations, it can be transferred and used to correct results of further computations. Notice that this opens up a convenient road for automated online corrections based on really large amounts of data, rather than on small data sets from costly measurement campaigns. Abstract

This work proposes a method to improve the flexibility of short sea shipping and to increase its competitiveness with other means of freight transport. A logistic model and a mathematical model are developed to manage a fleet of two or more vessels which transport cargo to and from several ports, bearing in mind the cargo distribution and delivery deadlines. At each port, the model determines which port to visit next, which containers to embark, disembark and to shift, as well as how to stow them on board. In fact, this formulation brings together the fleet management problem, the container stowage problem (CSP) and the vehicle routing problem (VRP). An example scenario is set up, using generated but realistic data. The problem is then solved, in a simplified version, using a Genetic Algorithm. The results show that introducing the possibility of route changes, the overall efficiency (and thus competitiveness) of short sea shipping can be improved.

International audience; In the latest few years, lot of efforts have been done to pave the way to sustainable mobility, in order to solve pollution problems and fuel shortage. The use of electric vehicles (EV) is considered as one of the best ecologic and economic solution. However, autonomy barriers and limitations slow the progress and the deployment of this technology. In this paper, we propose an advanced electric vehicles' fleet management architecture. This architecture considers the most important factors that can affect the traveling mode of electric vehicles, in order to offer different services to fleet management companies for an efficient monitoring and management of their fleets. One of the most important service, considered in this paper, consists on providing economic itineraries planning for electric vehicles. Best routes, in term of electric power consumption, are computed based on the collected information about road topology (elevation variations, source, destination, etc.), weather conditions, vehicle characteristics, driver profile, traffic conditions and electric charging stations positions. In case of battery drop, new routes passing through the nearest available charging stations are recalculated and provided to the driver. To prove the concept, we implemented a lightweight traffic management server that provides this itinerary planning service to an EV fleet company. The server provides a web application to book an EV and plan the trip. All possible itineraries are displayed on a map with electric power consumption, traveled distance and duration details. Then, the server uploads the chosen itinerary into the vehicle's GPS or into the driver's smartphone.

International audience; Over the last few years, obligations to reduce carbon dioxide emissions have led European States to propose ambitious targets concerning electrifying car fleets. In France for instance, electric vehicles are required to cover a quarter of all new car purchases in big companies and public administrations. In these organizations, departments that are traditionally in charge of company vehicles have thus been tasked to implement these policy decisions. General Resources have become de facto responsible for testing and managing these new EVs. Illustrating our results through five case-studies that took place in France in 2012-2015, we will show how these departments, and notably fleet managers, carry out the numerous tasks accompanying the spreading of EVs in their organizations: acquiring these vehicles (and the charging infrastructure), allocating them and managing the charging of the cars. The allocation, whether as fleet cars or executive ones, is an important step for the success of their implementation in these companies. We will also point out the contradictory significations and powerful constraints that complicate the performance of these tasks. Their achievement strengthens the role of the fleet managers, who turn out to be crucial but unexpected players in electricity demand.

Abstract

The introduction of contemporary procedures to fleet management processes has recently changed the work planning and supervision of driver's work activities. Tendencies to control the implementation of driver's work have been present in modem professional practice for quite a long time however, the equipment available on the market limited its implementation. The intensified development of digital tachographs has, in technical terms, ensured such equipment considerably before the legislative groundwork was prepared for its practical implementation. The Commission Regulation (EC) No. 561/2006 (implementation of Social legislation relating to Road Transport) does not bring any essential novelties in terms of permitted workload. Consistent monitoring of drivers activities, made possible by digital tachographs, will have impact on the existing working methods. The topic of the present paper is in deep analysis of the impact of the mentioned regulation with special emphasis on the conditions for the regulation of the current stage of drivers work and on the expected consequences. The essential importance lies on the expected change in the mentality and approach to planning the driver's activities in the transport process on the part of the carrier: the outcome will eventually result in the efficiency of each individual carrier. Uvedba sodobnih postopkov v procese upravljanja z voznim parkom je v zadnjem času spremenila način načrtovanja dela voznega osebja ter nadzor nad njegovimi delovnimi aktivnostmi. Težnje po nadzoru izvajanja voznikovega dela so v strokovni praksi prisotne že dalj časa, njena realizacija pa je bila omejena z razpoložljivo opremo na tržišču. Pospešen razvoj digitalnih tahografov je v tehničnem smislu takšno opremo zagotovil bistveno prej, kot so bile urejene zakonodajne podlage za njegovo uvedbo v prakso. Uredba evropske komisije 561/2006 (Socialna zakonodaja v zvezi s cestnim transportom) sicer ne prinaša bistvenih novosti glede dovoljenih obremenitev. Zaradi doslednejše spremljave voznikove aktivnosti, ki jo omogočajo digitalni tahografi, pa bo vplivala na dosedanji način njihovega dela. Predmet pričujočega prispevka je detajlna analiza vpliva uredbe s posebnim poudarkom na pogojih za ureditev stanja na področju dela voznikov ter pričakovanih posledic. Ključnega pomena je pričakovana sprememba načina razmišljanja in dela prevoznikov pri načrtovanju voznikovega dela v transportnem procesu, kar bo vplivalo na uspešnost poslovanja posameznega prevoznika.

International audience; Understanding the processes that guide fleet management by corporations is key to assessing the potential role corporations could play in the transition towards a more sustainable mobility system, and to drawing operational policy conclusions accordingly. Building on the information collected through 44 interviews with decision-makers from 22 large organisations in the Paris region, we reach a much deeper understanding of the fleet management processes of large organisations. We find that the prospects for global optimisation of the corporate car fleet – from the perspectives of both purchase behaviours and daily operations –depend on the solutions that corporations can find to tackle the complexity of the decision-making processes for car fleet acquisition (e.g. through implementing car policies) and the shortcomings of information on fleet use and fleet costs (e.g. through deploying monitoring and tracking technologies). In order to discuss the outlook for electric vehicles and car-sharing services in corporate car fleets, we analyse the specific barriers to, and drivers of, their adoption, and report on some of the ‘best practices’ revealed by our survey.
