Abstract: Abstract We study duopolistic pricing by ports that are congestible, share the same overseas customers and have each a downstream, congestible transport network to a common hinterland. In the central set-up, local (country) governments care about local welfare only and decide on the capacity of the port and of the hinterland network. We obtain the following results. First, profit-maximizing ports internalize hinterland congestion in as far as it affects their customers. Second, investment in port capacity reduces prices and congestion at both ports, but increases hinterland congestion in the region where the port investment is made. Investment in a ports hinterland is likely to lead to more port congestion and higher prices for port use, and to less congestion and a lower price at the competing port. Third, the induced increase in hinterland congestion is a substantial cost of port investment that strongly reduces the direct benefits of extra port activities. Fourth, imposing congestion tolls on the hinterland road network raises both port and hinterland capacity investments. We illustrate all results numerically and discuss policy implications.

To progress, companies of Road Freight Transport sector (RFT) are subject to a number of issues, whether economic, regulatory, environmental, societal, occupational health and safety ... The planner has a crucial role in achieving these challenges, it is he who undertakes the construction method of the tours, for the future of the company. Thus he bears a heavy responsibility on his shoulders. Its ability to integrate the company’s constraints and to master the balance between these issues in the construction of tour is vital. However, a list of risks is potentially present and can affect his planning. This lack of vision about risks impact prevents him to achieve his mission. Thus we propose in this article a mean to qualify the tours generated in relation to the issues mentioned but also in terms of potential hazards that could come impair the quality of tours. In this article, we propose an evaluation process of road transport of goods tours and an indicator to measure the robustness of touring.

Abstract

This paper explores the creation and use of a long-term global tourism transport model for private and public sector tourism policy makers. Given that technology is unlikely to reduce tourism transport's impact on climate change sufficiently to avoid serious dangers, behavioural change is necessary. The model presented here helps policy makers and the tourism sector evaluate behavioural change measures. Such tools to assess long-term (up to a century) policy impacts do not currently exist. Projecting behavioural change over such long periods is difficult with contemporary economic modelling. This paper's model is founded in psychological economics theory and mechanisms at work in product diffusion. It describes the tourism system based on identifiable mechanisms and not on statistical relations with only current validity. It delivers global numbers of trips and distances travelled per transport mode as a function of transport cost, travel time, population and income distribution. The model is based on theories including product innovation theory (Bass model) and prospect theory (psychological value). It has been successfully calibrated to tourism development between 1900 and 2005 and tested against future low and high growth economic and demographic scenario combinations. Implications for tourism travel and climate change are discussed.
