Abstract

The Africa Infrastructure Country Diagnostic (AICD) has gathered and analyzed extensive data on infrastructure in more than 40 Sub-Saharan countries, including Angola. The results have been presented in reports covering different areas of infrastructure-information and communication technology (ICT), irrigation, power, transport, water and sanitation-and different policy areas, including investment needs, fiscal costs, and sector performance. This report presents the key AICD findings for Angola, allowing the country's infrastructure situation to be benchmarked against that of its African peers. Given that Angola is a low-income resource-rich country, two sets of African benchmarks will be used to evaluate Angola's situation: fragile low-income countries and resource-rich countries. Detailed comparisons will also be made with immediate regional neighbors in the Southern African Development Community (SADC). Several methodological issues should be borne in mind. First, because of the cross-country nature of data collection, a time lag is inevitable. The period covered by the AICD for Angola runs from 2005 to 2009. But financial data for comparator countries typically cover an earlier period, 2001-06, and are averaged to smooth out fluctuations, while technical data are reported for 2006. In recent years, Angola's economy has been among the fastest growing in Africa. Looking ahead, the country's gross development product (GDP) is projected to rise by 6.5 percent in 2011, with oil-sector growth of 3.8 percent and nonoil- sector growth of 8.1 percent (IMF 2011). A 27-year war that ended in 2002 ravaged the country and destroyed most of its economic infrastructure. Abstract

This survey reviews the current state of the economic literature, assessing the impact of transport policies on growth, inclusion, and sustainability in a developing country context. The findings are summarized and methodologies are critically assessed, especially those dealing with endogeneity issues in empirical studies. Abstract

Transport and logistics infrastructure is a critical determinant of the competitiveness of a country's producers and exporters. Well-functioning transport and logistics infrastructure relies not just on hardware, but critically on the operating environment that emerges from the interaction between private sector operators; national policies and regulatory regimes; and, in many countries, state-owned owners and operators of core infrastructure. This paper looks at the case of South Africa, where constraints in access, pricing, reliability, and network interfaces, particularly in the port and rail network, are eroding the competitiveness of South African exporters. The paper draws on interviews with a wide range of exporters along with secondary research to examine South Africa's port and rail network, and explores the underlying factors contributing to these constraints, including chronic underinvestment, an inadequate regulatory environment, insufficient private sector participation, and weak regional integration. The paper concludes with a review of the reforms needed to deliver a more broadly accessible and competitive rail and port sector based on international case examples. It highlights the need for institutional reforms to promote competitive pricing; private sector participation to increase investment and improve service delivery; information and coordination to address market failures and improve access; and cooperation to improve intermodal, interregional, and institutional interfaces. Abstract

This paper examines the effects of market integration on household consumption using data on seven food and two energy markets across South Sudan. The analysis reveals that markets in South Sudan are highly segmented. Price differences for narrowly defined products, across cities exceed in some cases 100 percent. In addition, price volatility increased substantially following the imposition of the trade restrictions with Sudan. This increase tends to hurt disproportionately the poor, who cannot smooth purchasing decisions over time because of liquidity constraints. Transportation costs explain almost half of the variation in food prices across space, and improving the quality of roads has a large potential to reduce prices in the most expensive towns. On the basis of this price effect, the simulations suggest that bringing all road quality across states to that of primary roads can yield a reduction in poverty from the rate of 51.7 percent in 2009 to between 42.8 and 46.9 percent. These estimates have to be interpreted as conservative, as they do not take into account the second-order effects of road construction from increased trade that will result from better road connectivity. Landlocked developing countries (LLDCs) are completely dependent on their transit neighbors infrastructure and administrative procedures to transport their goods to port. This publication provides a comprehensive ten-year review in order to assess the progress made in improving access of LLDCs to global markets, identify the remaining challenges faced by LLDCs, and present improved and innovative ways to overcome them. This publication is based on the practical knowledge from implementing the Almaty Program policies, shared by both of our institutions. It provides a snapshot of the economic trends in LLDCs, with regard to trade costs, connectivity constraints and trade diversification. It reviews the key access policies in the Almaty Program of Action framework that include infrastructure, transport and logistics services, regional integration, trade and transit facilitation. It combines data and substantial feedback from implemented projects and policy changes. The focus of the document is general in scope and does not include detailed economic or policy analysis of all the potential components of reforms. Abstract

The Baltic States; Estonia, Latvia and Lithuania and Poland are situated along strategic trade corridors within Europe, constituting the EUs eastern border with Russia and other CIS countries. EU membership has triggered rapid economic growth for the Baltic States and Poland due to the removal of trade barriers and reduced transaction costs. A heavy influx of EU grants has targeted development and improvement of transport infrastructure, and this support will continue until 2015. The EU grants are largely used for development of international corridors, which play a key role in strengthening the competitiveness of these new member states. Since their accession to the EU in 2004, these countries enjoyed remarkable growth. While the countries underwent varying degrees of contractions in 2009, signs of recovery are showing albeit with considerable uncertainty in the future. Growth in Estonia, Latvia and Lithuania in recent years has been unsustainable and was driven by a disproportionate increase in the non-tradable sector (construction, financial intermediation, real estate). This has had negative implications for competitiveness. The global economic crisis in 2009 has ended Poland?s fast economic expansion over the recent years, but in contrast to its neighbors Poland has avoided a decline in economic activity. Over the medium term, growth in Poland is expected to accelerate steadily in line with an improving external environment. The Baltic States and Poland are relatively competitive in trade logistics and have initiated reforms to facilitate trade, compared to their eastern neighbors, particularly Russia. Despite the plunge in 2008, freight transport and logistics development in the region has potential to continue to grow in the medium-term as some signs of recovery have begun to appear. The current economic situation has triggered a significant overcapacity of transport and warehousing which is characterized by very low prices for these services. While Poland remains relatively stable, Estonia, Latvia, and Lithuania are exhibiting higher vulnerability to external shocks. The most critical bottlenecks of transport logistics in the Baltic States and Poland are found in the deteriorating condition of their transport infrastructure, particularly that of road networks, lessdeveloped intermodal connections, and inefficiency of custom processing at border crossing points. Deteriorating road condition in these countries is largely due to inadequate maintenance and a comprehensive asset management system, albeit improving. Intermodal connections that are often inefficient are partly attributed to institutional arrangement that lacks inter-agency collaboration at the level of policy development and public investment. Custom procedures are particularly cumbersome and inefficient at the borders to non-EU member states. Nevertheless, the Baltic States and Poland have relative strengths in efficiency of domestic transport/logistics, cost-efficiency of trucking industry, and price-competitive port operation. The report various recommendations for strategic policy priorities for the Baltic States and Poland to leverage their own strengths to respond to various opportunities and challenges.

Abstract

Cambodia’s rice harvests have been rising significantly since 2005, powered by improved and expanded irrigation and attractive farm gate prices. In 2010, the Cambodian government announced an export target of 1.0 million tons of milled rice by 2015. This analysis, which updates reports prepared in 2009 and 2011, seeks to identify short-term policy measures that can assist Cambodian exporters in boosting exports in the near term. This report examines new and expected investments in the larger rice mills and polishing factories, export trends, recent changes in milling costs, and provides a look at logistical costs and some alternatives. Additionally, import trends are examined in two current markets - the European Union (EU) and Russia, and in three other key markets - Indonesia, the Philippines, and China. Finally, an analysis is provided of the current Thai rice policy which impacts on local prices and investment interests by Thai rice exporters.

Abstract

This study is part of the ongoing dialogue on reforming trade logistics, and facilitating trade and transportation in Central and South Asian countries. It presents key findings from several rounds of first-hand observations and interviews conducted with multiple stakeholders to measure the performance of key road transport corridors across the region, including Kazakhstan, Kyrgyz Republic, Tajikistan, and to some extent, Pakistan and Afghanistan. The study identifies obstacles that hinder efficient movement of goods along transport corridors, and offers recommendations for short- and medium-term reforms for participating country governments with particular emphasis on the performance of border crossings. The overall objective of this study is to provide basic information on transport corridor performance so that national policy makers and private sectors have a basis to open discussions on how they might cooperate to facilitate international trade and transport by addressing infrastructure and operational bottlenecks in the region.

Abstract

This report is structured as follows. Chapter one analyzes the performance of Kazakhstan s trade. Chapter two presents an overview of recent developments in Kazakhstan regional and international trade integration. Chapter three examines in detail key issues related to market access, focusing on non-tariff measures and trade facilitation and logistics. Chapter four examines the services sector and offers a roadmap for actions to enhance its competitiveness. Chapter five addresses building institutional capacity for the trade and competitiveness agenda. The report s recommendations are summarized in the following table. In order of the four main messages of the report, they cover balancing regional and international integration efforts, measures to improve access to inputs and export markets by reducing non-tariff barriers and through trade facilitation measures, raising the quality and efficiency of the services sector, and strengthening institutional capacity to implement an effective trade policy and competitiveness agenda.

Abstract

In an effort to further develop the South East Europe transport observatory (SEETO) comprehensive network, integrate it in the European Union’s (EU) Trans-European transport (TEN-T) network and strengthen the underlying transport planning systems, a grant was awarded by the Western Balkans infrastructure framework (WBIF) for the update of the regional Balkans infrastructure study (REBIS). The motivation for the update was the fact that since the completion of REBIS in 2003, there had been no review or update of the study’s projections and recommendations that will in turn enable an informed assessment and updating of the regional priorities for investment in the SEETO comprehensive network. The main objective of the REBIS update was to develop a priority action plan for enhancing the efficiency of the SEETO comprehensive network. The action plan identifies priority physical investments as well as non-physical improvements including regulatory, institutional, and managerial changes required to reduce impediments to the efficient performance of the network. The focus of the final report is the assessment of the 2030 traffic projections under low and moderate and moderate and high economic growth scenarios against the capacity of the network under the do-nothing scenario and the full SEETO scenario and on the development of the priority action plan. The report is organized as follows: section one gives introduction .Section two presents a brief assessment of the 2003 REBIS traffic projections against reported counts. Section three presents key non-physical impediments to transport and trade facilitation, as well as the costs and benefits associated with their alleviation. Section four presents the 2030 traffic projections for both the low and moderate and moderate and high economic growth scenarios. Section five presents the results of the capacity assessment of the existing and planned networks to handle the projected traffic. Section six presents the methodology used in the preliminary economic efficiency analysis for assessing the physical interventions and the results, while section seven presents the priority action plan.
