"jats:p"Airport accessibility is an important factor for airport choice and therefore also for airport competition. When air passengers choose an itinerary, they reflect on the transport chain from door to door. Therefore, factors affecting the traveller’s decision for a particular option go beyond the price and quality of air services from airport to airport. The decision for or against a particular air service and a particular airport is to a certain extent dependent on the accessibility of the airport."/jats:p" "jats:p"The aim of the article is to present the preliminary research of factors which influence choice of transport mode used in order to reach Warsaw Chopin Airport (WAW). The hypothesis of the paper is that the most common transport modes to WAW is private transport. The data were collected based on survey distributed within passengers in May 2015. The results show that there is a relation between flight destination from WAW and distance from the point of origin to airport and also between kind of traveller and transport mode used by his/her. There is also the conclusion that the most common transport modes from and to the airport in Europe is used very rarely in Warsaw. Document type: Article

Abstract

25 airports have a connection with the local rail transit system, but each is unique. Variables such as network size, train frequency, type of airport station, time, and cost vary by airport. Both airport passengers and planners should have a technical basis of selecting which system is the most useful, efficient, and reliable. To date, there have been no scoring procedures created to rank the airports in order of quality of connection. This thesis analyzes rail transit accessibility for all 25 airports (3 of which have 2 separate transit systems) by investigating 8 characteristics, 3 of which are market factors and 5 of which are system factors. The 5 system factors are travel time difference between car and train, transit cost difference between car and train, airport/transit connection type, network size, and train frequency. The 3 market factors are rail transit mode share, business traveler percentage, and low-cost carrier percentage. A scoring system was then developed and each airportâ s characteristics were inputted. The airports were scored using three different methods and were subsequently evaluated to understand why airports received the scores they did. This evaluation led to a better understanding of airport transit best practices. The scoring system was used again to evaluate an airport (Washington-Dulles) undergoing radical changes to understand by what factor a score can improve. A â top 10â list of airport transit connections was produced with JFK coming in first. This method is a starting point for developing a robust system to evaluate transit connections to airports. Abstract

International audience; During the last decade the air transport market was marked by the emergence and development of the low cost carriers (LCCs). The LCCs market share in Europe was indeed multiplied by 3 in 4 years, going from 5% in 2002 to 16% in 2006. This major change in the air transport market has strongly contributed to the trend towards privatization of airport ownership and management. One main result of such changes is the development of airports? new strategies to increase their attractiveness and their competitiveness. In this context, it is particularly relevant to focus on airport strategies and their future evolution. Which type of airport will be concerned by these strategies? Will new trends in airport strategies appear? What could be the impact of airport strategies development on the traffic distribution at airports? The FAST project aims at providing answers to these questions by analyzing the potential evolution of airport strategies in the next decade according to a defined typology of airports and by analyzing the potential impacts of such future strategies on traffic distribution at airports. The project is decomposed in three work-packages.

"jats:p"Since the mid-1990s, Colombia’s main airports (including those with the highest traffic) have been privatized, transferring governance to private operators. The remaining airports in the network (the smallest ones) continue with public governance. Based on this, the objective of this research article is to know, analyse and even measure the airport efficiency in a context of structural reform and at the same time compare this with the measure in airports with public governance. The methodology used to carry out the study is the Data Envelopment Analysis, and this methodology uses only “technical variables” (that is, only those related to infrastructure). The main results of the research reveal higher efficiency indices in the major (or more important) airports, almost all of them under private governance, although there is also a group of them (usually very small airports) with very low efficiency levels. Abstract

This paper evaluates the Technical Efficiencies (TEs) of a group of airports in East China by applying a three-stage Data Envelopment Analysis (DEA) method. The merit of this method allows us to consider the impact of the environmental factors on measuring airport efficiencies. Three variables, i.e. per capita Gross Domestic Product (GDP), the proportion of the tertiary industry, and the number of tourists, are used to represent the environmental factors. The results show that the environmental factors have airport-specific impacts on the value of the efficiencies. Additionally, airport TE are dominated by both Pure Technical Efficiency (PTE) and Scale Efficiency (SE). Based on empirical results, airport specific strategies can be provided to enhance airport efficiency, such as taking the effects of environmental variables and the statistical noise into consideration when analysing the airport efficiency, improving airport efficiencies according to their own conditions and improving the PTE or SE according to their categorizations. Abstract

Collisions between birds and aircraft pose a severe threat to aviation and avian safety. To understand and prevent these bird strikes, knowledge about the factors leading to these bird strikes is vital. However, even though it is a global issue, data availability strongly varies and is difficult to put into a global picture. This paper aims to close this gap by providing an in-depth review of studies and statistics to obtain a concise overview of the bird strike problem in commercial aviation on an international level. The paper illustrates the factors contributing to the occurrence and the potential consequences in terms of effect on flight and damage. This is followed by a presentation of the risk-reducing measures currently in place as well as their limitations. The paper closes with an insight into current research investigating novel methods to prevent bird strikes. Document type: Article

Abstract

The present paper focuses on the development of an algorithm for safely and optimally managing the routing of aircraft on an airport surface in future airport operations. This tool is intended to support air traffic controllers’ decision-making in selecting the paths of all aircraft and the engine startup approval time for departing ones. Optimal routes are sought for minimizing the time both arriving and departing aircraft spend on an airport surface with engines on, with benefits in terms of safety, efficiency and costs. The proposed algorithm first computes a standalone, shortest path solution from runway to apron or vice versa, depending on the aircraft being inbound or outbound, respectively. For taking into account the constraints due to other traffic on an airport surface, this solution is amended by a conflict detection and resolution task that attempts to reduce and possibly nullify the number of conflicts generated in the first phase. An example application on a simple Italian airport exemplifies how the algorithm can be applied to true-world applications. Emphasis is given on how to model an airport surface as a weighted and directed graph with non-negative weights, as required for the input to the algorithm. Document type: Article

Abstract

The World Bank financed the Gujarat State Highway Project (GSHP) during 2001-07. The project development objective was to enhance the capacity of the Government of Gujarat (GOG) for effective and efficient planning and management of road infrastructure, while concurrently maximizing existing road infrastructure asset productivity through priority investments and increased maintenance funding. The project not only achieved its objective and targets successfully, but also was implemented with a significant cost reduction (about 23 percent). The GSHP resulted in a reduction in the backlog of major maintenance and an improved network to meet rapidly growing transport demand in the state. The project had the unique distinction of no contract disputes, a rarity among the highway development projects in India. The project also set best practices in developing and managing a very comprehensive asset management system, state of the art quality assurance framework and a very comprehensive training and capacity building program. The annual road sector allocation has grown from USD 30 million in 1995-1996 to an impressive USD 610 million in 2010-11, currently the second largest among all the Indian states. This study attempts to identify the key elements of the Gujarat road sector reforms and explores whether and, if so, how such reforms can be replicated across other Indian states and possibly even in other countries in the region.
