Abstract

The paper explores the transportation-land use policy connection. More specifically, it considers the question, can land use policy be used to alter transportation behavior? The answer is of some importance. If the answer is yes, then there is hope that land use policies can be designed and implemented that will bring some relief to the congestion and complex transportation problems that are facing US metropolitan areas. This is the underlying assumption behind most smart growth policy reforms. If the answer is no, then land use policy may still be important, but is not likely to play an important role in resolving transportation issues. The paper then offers a schematic that identifies necessary conditions for land use policy to play a role in addressing transportation issues. Specifically, the paper argues that for land use policy to play an effective role, three conditions must hold. First, land use must be able to alter transportation behavior; secondly, transportation infrastructure must not fully determine land use; and thirdly, the condition on which the authors consider most extensively, land use policy must significantly and constructively affect land use. After presenting the schematic, the paper considers the evidence on each of these conditions. Based on the review of the evidence, the paper concludes that land use policy can play an effective role in transportation issues, but that the role is likely to be small, often counter productive, and most effective at the neighborhood scale.

Abstract

Numerous transportation studies have indicated that the local built environment can have an important effect on travel behavior; people living in suburban neighborhoods travel more by car than people living in urban neighborhoods. In this paper, however, we will analyze whether the regional land use has an important influence on travel behavior by comparing two regions with a varying land-use pattern: Flanders (Belgium) and the Netherlands. The different land-use pattern seems to have influenced travel behavior in both regions. An active spatial planning policy in the Netherlands, clustering activities in urban surroundings, appears to have realized a sustainable travel behavior, as a substantial share of residents frequently walk, cycle or use public transportation. The rather passive spatial planning in Flanders, resulting in urban sprawl, seems to stimulate car use. The applied mobility policy also has an impact on the travel behavior and land use of the Flemings and the Dutch. Infrastructure is concentrated in Dutch urban environments, whereas Flanders has a more widespread network of infrastructure and cheap public transportation, resulting in a further increase of suburbanization.

Abstract

To address the failure of sustainable transport policies to bring about significant change, researchers have proposed to ‘tame the few’, targeting the minority sectors of the population responsible for a disproportionate amount of emissions. At the same time, activity- and practice-based approaches are increasingly proposed as the way forward for transport and energy research. In this article, we develop an approach inspired by both developments, by focusing on the car- and carbon-intensive food shopping practices of the 20% of households with the longest car travel distance as recorded in the National Travel Survey of Great Britain (NTS 2002-2010) for this activity. We present a four-cluster typology of gross polluters, highlighting the crucial role of frequency and the existence of a small but growing group of low-income, older households with ‘Shopping intensive’ travel patterns. These results suggest that, while the households with the worst climate impact have a distinct socio-demographic profile, broader sections of the population are recruited into gross polluting patterns of food shopping travel. Also, while built environment policies remain key, significantly reducing transport emissions in this area requires a broader approach, taking into account the relationships between food shopping and eating practices.
