Abstract

Part 4: Infrastructures; International audience; Digital infrastructures (DI) that support information exchange related to international trade processes (here referred to as Digital Trade Infrastructures (DTI)) have been seen as an instrument to help address the trade facilitation and security challenges. Data pipelines can be seen as an example of a DTI. Data pipelines are IT innovations that enable the timely provision of data captured at the source from different information systems available in the supply chain. Using the pipeline companies can share information with authorities and enjoy trade facilitation in return. The benefits of such data pipelines have been showcased in demonstrator settings. However, outside the controlled environment of demonstrator installations, the adoption and growth of these DTIs has been limited. The benefits based on purely implementing the data pipeline are limited. Combining data pipeline capability with Coordinated Border Management (CBM) has potential to articulate more clear benefits for stakeholders and push further investments and wider adoption. In this paper based on the FloraHolland trade lane related to exporting flowers from Kenya to the Netherlands we discuss a data pipeline/CBM innovation. Through the conceptual lens of DI (examining architectural, process and governance dimensions) we demonstrate the potential benefits of data pipeline/CBM innovation and the complex alignment processes between business and government actors needed for the further adoption. From a theoretical point of view we enhance the understanding regarding the governance dimension of such data pipeline/CBM innovations by identifying four type of alignments processes involving businesses and government actors nationally and internationally. As such the paper contributes to the body of research on DI and more specifically DTI. Form a point of view of practice, the insights from our analysis can be used to better understand other data pipeline/CBM innovation alignment processes in other domains as well. Abstract

Trade facilitation is one of the key engines of growth in an economy. Improving the quality and reliability of the trade facilitation infrastructure and services is a major building block for reducing transaction costs, attracting domestic and foreign investment, and expanding access to economic opportunities. The Government of Congo, Rep. recognizesthat more needs to be done to address existing constraints to intra-regional trade. Indeed, efficient trade facilitation is central to achieving the objectives of Congo’s Vision 2025, whose overarching goal is to transform the country from a lower middle income economy to an upper middle income export-oriented economy. Attaining the country’s vision will require the addressing of at least three key constraints. Firstly, low investment in the development and maintenance ofthe country’s physical infrastructure; secondly, an insufficient and ineffective capacity to deliver therequired transport and port services; and thirdly, a lack of international competitiveness and export diversification. Addressing these constraints will catalyze the development of modern transport infrastructureand services, contributing to a reduction in the cost of doing business and thus increasing the country’scompetitiveness.Several policies and other interventions have been implemented by the Government to address the country’s trade facilitation challenges. Some of these interventions prioritize improving the quality and reliability of transport and port infrastructure and service, whichis critical for reducing transaction costs and attracting investments, contributing to the broader goals of inclusive growth by connecting rural communities toeconomic activities. This report aims to complement these efforts by making two key contributions. Firstly, it identifies thecore trade facilitation bottlenecks facing the country,and explores options for mitigating these challenges. Secondly, it presents an action plan covering both theexpansion of physical infrastructure and the developmentof transport sector structure, regulation, and institutional capacity; distinguishing between the short-and longer-term measures. The action plan is expected to strengthen the strategy for sustainable economic development and for informing dialogue on required reform measures. The report’s recommendations are also expected to support more inclusive growth, and also ensure that said inclusive growth is sustainable. It is hoped that the report’s findings will be used to inform the designand implementation of the measures required to promote trade facilitation.

Abstract

This paper develops a port productivity and efficiency analysis of all developing regions between 2000 and 2010, using both parametric and nonparametric approaches. From a unique dataset -our sample covers 70 developing countries, 203 ports, and 1,750 data points-, we carry out an analysis of the evolution and drivers of productivity and efficiency changes across developing regions. We show that productivity growth rates between 2000 and 2010 vary significantly and that this heterogeneity is explained by pure efficiency changes rather than scale efficiency of technological changes. Therefore, we carry out a detailed efficiency analysis to determine the drivers of port efficiency. Time series results show an upward trend for port efficiency in developing regions, as it increased from 47 percent in 2000 to 57 percent in 2010. Our analysis indicates that private sector participation, the reduction of corruption in the public sector and improvements in liner connectivity and the existence of multimodal links increase the level of port efficiency in developing regions.
