Abstract

The aim of this study was to investigate school contextual effects on daily tobacco smoking, heavy alcohol use and hashish use among adolescents, using multilevel analyses adjusting for individual-level factors. The 2012 public health survey among adolescents in Skåne includes pupils in ninth grade in primary school (predominantly 15–16 years old) and second grade in secondary school (gymnasium) (predominantly 17–18 years old). Multilevel logistic regressions were performed. The prevalence of all three behaviors was higher in the second grade in the gymnasium. Several sociodemographic, psychosocial and parental factors were associated with these behaviors. In the ninth grade, variance partition coefficients (VPCs) for tobacco smoking decreased from 10.2% in the empty model to 1.9% in the fully adjusted model, for heavy alcohol use from 6.5% to 6.3%, while VPCs for hashish increased from 9.9% to 11.0%. In the second grade, VPCs for daily tobacco smoking decreased from 13.6% in the empty model to 6.5% in the fully adjusted model, VPCs for heavy alcohol use decreased from 4.6% to 1.7%, and VPCs for hashish use increased from 7.3% to 8.3%. Daily tobacco smoking (in both grades) and heavy alcohol use in the second grade in the gymnasium may be preventable by actions directed against individual-level protective factors including social capital, social support and peer/parent behavior and attitude, while interventions directed at school contexts may be more important for alcohol use in the ninth grade and hashish use in both grades.

Abstract

In this paper, our research question that could analyze how efficiency in Swedish financial enterprises has changed since the banking crisis in 1993. We estimate the time-invariant and time-variant efficiencies of Swedish financial enterprises with four different estimators. These estimators are the Pooled Model (Aigner et al., 1977), the fixed effects model (Schmidt & Sickles, 1984), the random effects model (Battese & Coelli, 1995) and the TRUE fixed effects model (Greene, 2005) efficiency estimators. We predict cost function by employing panel stochastic frontier approach. These allow us to construct cost efficiency.

Abstract

A questionnaire survey has been conducted in Belgium, Denmark, Germany, Poland, Spain and Sweden in 2016-2017. Once every third month through one year respondents have received a link to an online questionnaire which asked them about information on any traffic accidents they might have experienced in the period. Different procedures for gaining respondents were used in each country, resulting in relatively small and skewed sample sizes from Germany, Poland and Spain, causing data analysis based on these numbers to be highly unreliable. Thus results are based on data from Belgium, Denmark and Sweden."br/""br/"The study aims at providing an input to Task 5.3 on socio-economic costs within the InDeV project. Thus the questionnaire contains questions on various aspects related to the accidents that might contribute with costs as well as basic accident information such as means of transport and time of the accident."br/""br/"A special focus in the survey is on pedestrian single accidents, which are not normally considered traffic accidents. The survey finds that more than 80% of the pedestrian accidents that have been self-reported are in fact single accidents, which illustrates the need for further investigation of the pedestrian single accidents as the number of these might be quite high. Abstract

Purpose: This study compared road safety and related factors in the U.S. with those in Sweden, the United Kingdom, and the Netherlands (which are among the best-performing countries), in order to identify actions most likely to produce casualty reductions in the U.S. Method: The reviewed topics were basic country statistics, road fatalities and various fatality rates, and selected road-safety issues. Results: The main differences concerned structural and cultural factors (such as vehicle distance driven), and procedural factors (such as alcohol-impaired driving, exceeding speed limits, and use of seat belts). Conclusions: The main recommendations for improving road safety in the U.S. are as follows: (1) lower states' BAC limits, and encourage the use of alcohol ignition interlocks (2) reexamine the current speed-limit policies and improve speed enforcement, (3) implement primary seat-belt-wearing laws in each state that would cover both front and rear occupants, and reward vehicle manufacturers for installation of advanced seat-belt reminders, and (4) reconsider road-safety target setting so that the focus is on reducing fatalities and not on reducing fatality rate per distance driven, and (5) consider new strategies to reduce vehicle distance driven. Abstract

A quarter of energy-related greenhouse gas emissions (GHG) originate from the transportation sector. Continuously increasing demand for transportation services worldwide is one of the main urban challenges addressed by Sustainable Development Goal 11, target 2. One way to address this issue is to develop an integrated transportation system that can ensure confidence and comfort for the passengers. This will contribute not only to the customers’ experience but also to operators and authorities through sustainable, cost-effective, and profitable services. Conversely, the lack of such a system or a poorly managed system prevents the economy and society from realizing its potential. In the transition towards sustainability, the planning process of complex systems such as transportation often requires supportive tools and methods, such as futures methodologies that assist decision-making by providing information about possible futures. In today’s rapidly changing environment, forecasting tools do not always provide the expected outcomes since it is difficult to predict all the unexpected events. Therefore, there is a demand for alternative methods that not only grasp the constant changes but also create additional value (for example, meeting the needs of multisectoral collaboration and creation of common vision). The present article investigates the usefulness of three such methodologies, namely backcasting, foresighting, and SymbioCity, for the planning process of the bus park and railway station in Kisumu, Kenya, and Centralen in Gothenburg, Sweden. The paper’s contribution is a description of the Kenyan transportation system (which has not been studied in detail before), planning process, and pertinent issues related to the stations both in Kisumu and Gothenburg, located in the sharply contrasting contexts of global South and global North, respectively. On the basis of field research, interviews, and feasibility study of futures methodologies, the paper concludes that backcasting is the most suitable of the methodologies for both places, since it can be applied at a small scale, and provides creative solutions and has a high level of integration of stakeholders. Furthermore, the paper examines the application of the futures methodologies in multisectoral urban transitions apart from transportation and draws conclusion on what can be learnt from it.

Abstract

Today humankind is facing numerous sustainability challenges that require us to question CO2 intensive practices like those present in the transport and energy sector. To meet those challenges, many countries have adopted ambitious climate targets. Achieving such targets requires an understanding of the wider socio-technical context of transitions. The aim of this licentiate thesis is therefore to analyse such socio-technical transitions towards low-emission futures enabled by the electrification of passenger cars and high voltage grid development. A combination of different transitions theories (for ex. Multi-level perspective and Technological innovation systems) and institutional theory has been used. To reach the aim paper I analyses the climate impacts of electric vehicles (EVs) and policy measures to achieve a breakthrough scenario for EVs. The results show that a mixture of short and long term policies are needed that take into account the technology development stage and behavioural aspects of EV adopters. Paper II addresses the need to include the high voltage transmission grid and its planning procedures as a central part of debates on transitions. Therefore the opportunities, challenges and reasons for conflict in the established regime are studied. The results show that in order to achieve a sustainable grid development regime, it is necessary to spend time on achieving legitimacy and social sustainability. The third paper uses semi-structured expert interviews and focuses on innovation dynamics for EV adoption. By focusing on dynamics instead of single policy measures, it is possible to grasp interactions within a niche, but also in between a niche, regime and landscape. The results show that strong initial technology legitimacy was needed to start substantial innovation dynamics. This could be further strengthened with a strong and broad coalition of actors. Both those factors led, if present, to an improved variety and match of policy instruments. As such this thesis has shown that transitions are not just about technology or policy instruments as such but about the dynamics and processes needed to enable them. Abstract

It has been argued that for the management of complex issues such as sustainability, which transcend traditional policy sectors and require coordination between several different interests and actors, policymaking depends upon collaboration and integration processes between different sectors and tiers of government. The overall aim of this thesis is therefore to study how and why (or why not) policy integration processes are being developed in regional policymaking and what this means for the achievement of sustainable transport. The thesis consists of two separate qualitative case studies of policymaking in two Swedish regions, one representing a least likely case and the other a most likely case of policy integration. The focus has been on the organizational actors involved in policymaking processes for the regional transport system. For the general discussion the theoretical framework of policy integration, complemented by the analytical concepts of policy logics, organizational identities and boundary object are used. The findings are presented in four articles. An overall conclusion is that policy integration processes do not necessarily result in policy for sustainable transport. If policy integration becomes a goal in itself and the same as joint policy, it risks neglecting sustainable values and becoming the smallest common denominator that a number of actors can agree on. For developing sustainable transport solutions, collaboration for the coordination of policy may be beneficial, but the aim of such processes should not be joint policy. För att beslut och riktlinjer ska kunna utformas så att de leder till lösningar av komplexa frågor, såsom hållbar utveckling, anses de behöva hanteras i samverkan mellan flertalet berörda sektorer och beslutsfattande nivåer. Det är dessa samverkansprocesser, beskrivna som integration under policy processer, som den här avhandlingen analyserar. Syftet är att studera om och hur integrerade regionala policyprocesser förekommer, hur de utvecklas samt deras betydelse för att åstadkomma ett hållbarare transportsystem. Detta undersöks genom kvalitativa fallstudier av två olika svenska regioner som representerar ett minst och ett mest troligt fall av integration av policy. Fallstudierna görs i regionerna Stockholms län och Västra Götalands län. Dessa två fall representerar dessutom två helt olika typer av regionala organisationer, vilket gör att de utgör underlag till, inte bara en diskussion om hållbara transporter, utan också om utvecklingen av den svenska regionala förvaltningsnivån. För analys används teori kring integration av policy och tre huvudsakliga analytiska begreppsansatser: policylogiker, organisationsidentiteter och gränsobjekt. Resultaten presenteras i fyra separata artiklar och dessa diskuteras tillsammans i den inledande kappan. I studien konstateras att integration av policysektorer och förvaltningsnivåer inte nödvändigtvis leder till transportlösningar som är mer hållbara. Beslut om en gemensam policy över sektorer och nivåer riskerar bli urvattnad eftersom det är många aktörer som ska komma överens. Samverkan för att samordna olika mål och intressen visar sig i huvudsak vara viktigt för att styra mot ett hållbart transportsystem, men det innebär inte att gemensam policy bör vara målet. Därutöver belyser studien hur olika organisationsformer på regional nivå påverkar regionala beslutsprocesser och hanteringen av hållbar transportutveckling.
