Abstract

The report includes 5 city monographs or technical reports. http://create-mobility.eu/; These documents, D4.2 technical reports for stage 3 cities, reflect the work produced as part of WP4 during Task 3, “Qualitative analysis of transport policy development cycle processes in the five Stage 3 cities during the Shift from Stage 1 to Stage 3”. Paying attention to case-specific contextual factors, policy instruments and programmes and involved stakeholders, this case-study approach unveils the processes and the main driversfor change. D4.2 reports contribute to understanding the shift away from car-oriented policies towards alternative transport policies in different city contexts. Each report seeks to develop a comprehensive qualitative analysis of the historical development of policies relating to traffic congestion and car use over the past four decades. It investigates the ways in which transport policies are designed and implemented in the five Stage 3 cities, how they have evolved over time, which policy mix has been favoured at different times, their intended/unexpected effects, and how coordination has been ensured.

Abstract

This working paper investigates the question of changing people mobility towards more sustainable habits involving them in an engaging gameplay. The work is performed within MUV H2020 research and innovation action. The game design, definition and features have been co-created through the involvement of different citizens and stakeholders in six European neighbourhoods. The paper discusses the game design as resulting from co-creation and co-design experiences with each neighbourhood communities involved in initial phases. The paper argues that the local co-design activities have influenced the game definition, together with the community engagement approach. The MUV gameplay approach results thus a demand-side measure able to encouraging people to sustainable mobility modes in the awareness of their potential role as agents of urban livability. The data collected by the players will be used to support a citizen-centric approach to facilitate equity and mobility justice in urban policies.

Abstract

n increasing number of recent discussions have focused on the need for designing transport systems in consonance with the importance of the environment, thus promoting investment in the growth of non-motorized transport infrastructure. Under such conditions, the demand for implementing the most effective infrastructure measures has a profoundly positive impact, and requires the least possible financial and human resources. The development of the concept of sustainable mobility puts emphasis on the integrated planning of transport systems, and pays major attention to the expansion of non-motorized and public transport, and different sharing systems, as well as to effective traffic management involving intelligent transport systems. The development of transport infrastructure requires massive investment, and hence the proper use of mobility measures is one of the most important objectives for the rational planning of sustainable transport systems. To achieve this established goal, this article examines a compiled set of mobility measures and identifies the significance of the preferred tools, which involve sustainable mobility experts. The paper also applies multicriteria decision making methods in assessing urban transport systems and their potential in terms of sustainable mobility. Multicriteria decision making methods have been successfully used for assessing the effectiveness of sustainable transport systems, and for comparing them between cities. The proposed universal evaluation model is applied to similar types of cities. The article explores the adaptability of the model by assessing big Lithuanian cities.
