Abstract

An information governance program promoting strategic, coordinated, collaborative action on data and documents can contribute to the fight against corruption. Transparency and anti-corruption practices should be social imperatives for all organizations. This paper is a reflection based on the author’s experience as a consultant in the redesign of the procurement process for an oil and gas company. Data and documents are used as the main evidence for the actions taken.

A rapprochement between disciplines that addresses information security management, risk management, and records management is necessary for organizations to adopt the best strategy in a complex scenario of digital transformation. There are many points of convergence between disciplines, and our experience in the banking sector has shown that a program of information governance is necessary to facilitate collaboration between different professionals.

The “blockchain” belongs to the family of the so-called DLTs “Distributed Ledger Technologies”. According to many experts, these will be the basis of a new revolution that will make the “internet of information” evolve towards an “internet of value”. The numerous fields of application of these technologies and the way in which the records of the transactions are documented will have important implications on the creation, management, and archiving of future records. Some pioneering information professionals have already opened lines of study and research into the new challenges and uncertainties that DLTs pose to current records management methodologies.

This reflection is based on practical experience with the redefinition of a document management system based on ISO 30301 in a company that has adopted an integrated management system. Records and documents management is being reoriented from paper files and large quantities of scanned documents, towards electronic document management and the paperless office. We have designed a system that fits perfectly in the integrated system so that the Records Management System becomes a keys trategic element for organizational change.

The process map is a tool that helps in transforming company management to a process orientation. Records and information maps are a useful tool to determine the records in the processes and their characteristics. Their purpose is to support records management and ultimately information governance. The recommendation is made to move towards a complete cartography of information governance, mapping other aspects such as risk management, IT maps applications, and systems and information security.

The increase in technological capabilities in information handling has raised a number of security and privacy issues with growing importance at the corporate level. On the other hand, aspects such as the implementation of the ISO 30300 series and innovative procurement projects pose new challenges and opportunities for document management and competitive intelligence, respectively. All this points to the issue of how to reformulate intermediation and the corresponding professional role in the organizational environment.

Information technologies determine three trends in the management and use of information in companies: corporate transparency, competitive intelligence and use of social media or web 2.0. Corporate transparency, an unstoppable trend despite the economic crisis, affects records management. Competitive intelligence is gathering momentum in some sectors and enterprises, while still not widespread in small and medium-sized enterprise (SMEs) in Spain. When companies embrace the use of social media or web 2.0, this begins to transform their management and use of information.

An aspect that in my view is insufficiently questioned in conversations about the future of scholarly communication is the framing of academic documents as products of a publishing industry (publications). Here, I propose that documents that serve as evidence of scholarly and scientific activities should be primarily understood as records (elements of an archive), with all that this entails. This is compatible both with the public nature of many of these documents and with the need for editing processes. The result would be a true scholarly record that is worthy of its name, something that could not exist in the past because of technical limitations. This radical shift in perspective reveals the need for academic institutions and communities to take responsibility for the governance of scholarly communication processes, a demand recently voiced by several international organizations and expert groups. The approach outlined here intends to place the management of processes in scholarly communication at the same level as any other human activity that generates documents that are considered necessary to keep supporting said activity. In other areas, responsible organizations apply the principles of records management to appraise and implement the workflows that best support the activities of the organization. This is not the case in scholarly communication, where owing to historical reasons, communication is structured around an industry in which a small number of commercial actors have eventually amassed a disproportionate amount of power, ultimately giving rise to models in which a number of sectors of the academic community are systematically excluded on economic grounds. In summary, this work argues that the digital transformation of scholarly communication points to the need for scholarly records management. Initiatives such as the FAIR principles can be framed as steps in this direction.

Engineering work and engineering projects generate documents and records essential to the operation and maintenance of our way of life today. Many of the resulting infrastructures, buildings, and products must endure over time, and this is why companies need to maintain records of how things are done and were done. To preserve born-digital information assets in the long term, it is necessary to consider implementing digital preservation practices, which must be carried out in conjunction with proper records management from the moment the documents and content are created and generated.
