Abstract

The author makes her proposal of a quality TV which means closed to European models designed as a public service and full of politic pluralism. She proposes a less passive TV whith more cultural contens and for away from mercantile devices or getting audience as its main aim. A TV for everyone financed by everyone.

2005. Spain. The Digital Television is coming and it doesn’t mean better and more freedoom, it means better and more bussiness. We are in the middle of the global system of the information, The biopolitics governs our lifes from the Impire. It is the moment to fight with the same weapons and in its own battlefield. The local television was born as a proximity idea of comunication and is time to get in touch all these proximity voices to fight together against the Impire. 2004, Granollers. G9 is born, a organization of associations of local television, as a powerful voice who claims a new model o local comunication based on the quality, proximity and independent contents of different proximity televisions associated in horizontal networds.

Abstract

The media are making us live under the influence of information about the full gamut of risks, which are present all over the world. We perceive uncertainty according to our own culture, but we are also conditioned buy the acquired cultural sum o risk experiences, be they close or remote, recent or past. In an emergency situation, the information offered by the media is usually monopolized by the social interest awakened by potential risks and actual disasters. It is also true that we normally perceive such events according to how the media present them. Form this we can infer that we perceive and interpret uncertainty independently of whether or not we are immersed in an emergency situation. Or capacity for feeling insecurity as we survey our world is therefore bound to be with us for a long time.
