Abstract

Disruption of infrastructure services can cause significant social and economic losses, particularly in the event of a natural disaster. The World Bank Group and the Government of Japan established the Quality Infrastructure Investment Partnership to focus attention on the quality dimensions of infrastructure in developing countries, with a focus on promoting disaster resilience. Moreover, to support infrastructure investment decision making for sustainable and resilient development, the World Bank and Kyoto University have operationalized key resilience concepts at the project level and developed quantitative indicators capturing key aspects of infrastructure resilience related to the road transport sector. These indicators estimate resilience, expressed as functionality loss and recovery time across four dimensions: travel time, economic benefit, provision of life-saving services, and provision of relief goods. The paper applies indicator calculations to three case studies of proposed bypass roads in Japan and provides an example comparison of calculated indicators across the three projects for each resilience dimension. Further piloting of the approach will help refine the indicators, test their relative utility in decision making, and offer a better understanding of the data and analytical demands. Abstract

This chapter raises issues and ideas for exploring resilience, stemming from various research disciplines, projected on the domain of air traffic management and aviation at interconnected system levels. Attempts are made to connect micro, meso, and macro levels in the aviation sector identifying corresponding research challenges. Examples of this ongoing research are given on how theory has already been translated into practical methodological use. Some connections between foci from Resilience Engineering, Disaster Resilience, and other research disciplines are projected on the air traffic management domain to explore how practical benefits can be obtained from these theories and which aspects of operational practice these theories connect to. The chapter shows that the concept of resilience from various research disciplines has a potentially wide application to system levels of air traffic management, and suggests resilience to be addressed from an interconnected systems perspective to provide added value to operations. Abstract

In Alaska, alternative transport modes to cars and other motorized, petrol powered vehicles are gaining in importance due to increasing urbanization and as adaptive responses to risks of infrastructural damage to transportation networks in facing the climate change. Bicycling functions as a transportation practice in response to increasing infrastructure disruptions, offering a strategy towards sustainable and resilient means of transportation in the times of global climate change and its associated challenges. Changing weather conditions and demographic changes lead to the necessity to establish more adapted infrastructures. The use of the bicycle hereby offers a suitable mode of transport in Arctic and Subarctic areas. New technologies such as fat bikes make bicycling throughout the winter season possible. The combination of the theoretical concepts of sustainability and resilience bears the potential to foster concrete solutions and action strategies for policy makers with respect to infrastructural challenges in the Arctic. Part 6: Poster Sessions; International audience; The importance of Internet availability is supported by the overwhelming dependence of government services and financial institutions upon said availability. Unfortunately, the Internet is facing different level of undesirable connectivity incidents. So, it is imperative to take serious measures in order to increase Internet connectivity resilience. We consider a scenario where a concerned region is facing an undesirable connectivity incident by its primary Internet Service Provider (ISP) which still advertises reachability to the concerned region. Assuming that connectivity to a secondary ISP is available, software is designed to implement different traffic engineering techniques in order to enhance internet connectivity resilience and send the traffic through the secondary ISP.
