As extensively discussed by other scholars, there is a growing awareness that the integration of land use and transport (LUT) planning is a crucial prerequisite for the transition towards more sustainable transport patterns and urban development that foster interaction between people, support a sustainable business climate and reduces negative effects on the environment and climate (see, for example, Banister 2002, 2005; Cervero 1998; Meyer and Miller 2001; TRB 2004). However, in the Netherlands (and in other countries), such integration is scarcely present in daily planning practice (see, for instance, Hull and Tricker 2006). If anything, one can speak of policy coordination rather than ‘integration’; i.e. it is dialogue or information exchange which is geared at avoiding conflicts between projects, but does not seek to establish similar policy goals (Stead et al. 2004). Achieving integration in earlier phases of planning (for example, strategy development, goal orientation or visioning) can potentially produce shared policy goals, which would promote mutually reinforcing (instead of obstructing) land use and transport measures. The concept of Jobs-housing balance (JHB) has attracted many city and transportation planning agencies for the interest of increasing place quality and reducing travel demand. Operationalizing JHB, however, has been a challenge. There are several critical questions in the application of JHB: what is a good ratio? How should JHB be quantified for guiding land use development? And, to what extent could jobs-housing ratio be effectively used as an intervention instrument? Abstract

Urban sprawl combined with low density development causes unsustainable development patterns including accessibility and mobility problems, especially for those who do not have the capacity to own a vehicle or access to quality public transport services. Sustainable transportation development is crucial in order to solve transport disadvantage problems in urban settlements. People who are affected by these problems are referred to as ‘transportation disadvantaged’. Transportation disadvantage is a multi-dimensional problem that combines socio-economics, transportation and spatial characteristics or dimensions. However, a substantial number of transportation disadvantage studies so far only focus on the socio-economic and transportation dimensions, while the latter dimension of transportation disadvantage has been neglected. This chapter investigates the spatial dimension of transportation disadvantage by comparing the travel capabilities of residents and their accessibility levels with land use characteristics. The analysis of the study identifies significant land use characteristics with travel inability, and is useful for identifying the transportation disadvantaged population. Abstract

The main focus of this report is on the initial period of the World Bank’s engagement with transport in cities (1972-82). This study looks at the project practice in light of the strategy document, Urban Transport Sector paper which was published in 1975 to guide the Bank’s lending program. The strategy focused on the relation between poverty and transport, recommending a spatially-extensive, low-cost, and price-based response to access and traffic problems; improvements in provision of public transport services; and coordination between land use and transport planning. The report presents a thorough analysis of the Bank’s strategy and practice in the urban transport sector as well as overview of lessons learned, including from projects that did not achieve their planned objectives. Overall, these pioneering efforts in both strategy and practice were well conceived and executed and played a catalytic role in most client cities. Document type: Book

Abstract

This paper explores the inter-connectedness of the evolution of transportation networks and land use through the application of a Markov Chain mode. The model investigates how individual cells, with both land use and transportation network attributes, change over time. While this paper does not consider land use density directly, it does not consider land use type, and as cells change, it can be concluded that some form of development is likely to be occurring. The next section of the paper outlines the Markov Chain model and a discussion of the Twin Cities data used in the study follows. The subsequent section develops the transition probability matrices used by the Markov Chain. Those matrices are analyzed in order to understand the empirical regularities that appear in the data. They are then applied to both assess the predictive ability of the Markov Chain model (comparing what the model would predict with what actually happened), and then applying the mode to forecast future changes the Twin Cities area. This book examines the urban transport crisis from an international, comparative perspective. Throughout the industrialized world car ownership and use have grown rapidly over the past few decades while, in contrast, public transport use has either fallen or stagnated. These trends have caused increasingly severe social, economic and environmental problems. The purpose of this book is not just to describe the differences in transport systems, travel behaviour and transport problems but to identify policies which will help solve the ever growing problems of urban transport. The purpose of this chapter is to provide a contemporary statement of existing approaches to transport-land use planning in urban and regional areas to advise practising transport planners and students. The chapter concentrates on the knowledge that are available for the synthesis, analysis, and evaluation of alternative land use-transport-systems plans and regulations. First, the transportation planner must develop an understanding of the planning process before attempting to address herself to the broader polices issues. The first objective of this chapter is to provide transportation planners with an understanding of the land-use models and their application to urban and regional planning problems. The final objective covers policy, regulations and plans. Absence of physical space between people and firms is the definition of Economists to cities. Cities appear to supply the necessity to eliminate transport costs. Density lowers the costs of interacting with other people and speeds the flow of goods, people and ideas. The location and structure of cities is driven by the desire to eliminate transport costs. In this context, transportation technologies have been the primary determinant of the location and structure of cities. There is increasing concern across the world about increasing traffic congestion and the costs it imposes, particularly on accessibility, the environment, other social factors, such as accidents, and the economy in general. Growing personal car-mileage is engendering the well-known effects on the environment and transport systems, especially roads, which are not able to cope with the increasing amounts of traffic. Further development of innovative, integrated and well-balanced policies is strongly needed. Strong and ongoing growth in mobility, especially in road traffic, means that transport trends are unsustainable if only current policies are pursued: with constraints on resources, space, safety and the environment there are only limited possibilities to extend transport supply to safeguard accessibility. It is quite clear that the need for travel cannot really be avoided; it is crucial for the performance of social and economic functions in any society. People are not travelling much more often than twenty years ago, but they are travelling further and with greater use of the private car. Increasing car ownership is a central component of this (Transland, 2000). There is a lack of knowledge about the interaction between land use and transport and the related planning consequences. Abstract

This paper focuses on the application of environmental justice principles specifically in the transport context. It begins by giving a background of the environmental justice movement and a definition, and proceeds to describe current legislative mandates in the United States. A holistic approach to transport planning is introduced to highlight the importance of the interrelationships between transport and land use planning. Current practices adopted in terms of environmental justice are illustrated from the Mid-Ohio Regional Planning Commission report as well as a description of the data limitations that result from the models used in current analyses. The paper concludes by providing some recommendations on the areas that need to be developed to address environmental justice principles adequately, and the applicability of these principles internationally. Abstract

The paper explores the transportation-land use policy connection. More specifically, it considers the question, can land use policy be used to alter transportation behavior? The answer is of some importance. If the answer is yes, then there is hope that land use policies can be designed and implemented that will bring some relief to the congestion and complex transportation problems that are facing US metropolitan areas. This is the underlying assumption behind most smart growth policy reforms. If the answer is no, then land use policy may still be important, but is not likely to play an important role in resolving transportation issues. The paper then offers a schematic that identifies necessary conditions for land use policy to play a role in addressing transportation issues. Specifically, the paper argues that for land use policy to play an effective role, three conditions must hold. First, land use must be able to alter transportation behavior; secondly, transportation infrastructure must not fully determine land use; and thirdly, the condition on which the authors consider most extensively, land use policy must significantly and constructively affect land use. After presenting the schematic, the paper considers the evidence on each of these conditions. Based on the review of the evidence, the paper concludes that land use policy can play an effective role in transportation issues, but that the role is likely to be small, often counter productive, and most effective at the neighborhood scale. Abstract

This paper presents an analysis of transit accessibility to employment for 11 African cities. The use of identical methodologies and similar data sets allows for the creation of the first benchmark to compare accessibility across urban areas in Africa through different metrics and visuals. The study shows how the spatial pattern of land use and transport systems perform in connecting people to employment opportunities in these various settings. This first comparable benchmark is achieved by overcoming two significant data hurdles that are common in many developing country cities and in Africa in particular: (i) the scarcity of information on the distribution of employment and (ii) the lack of information on transit routes and travel times. These data gaps are filled through a novel methodology to estimate the distribution of employment in urban areas (Employment Opportunity Areas) as well as a comprehensive mapping of informal transit networks. The analysis developed here can be replicated in different cities in the future. The computation of these baseline accessibility studies also opens up the possibility to assess the impacts of future transport investments and/or land use changes, through the use of counterfactual scenarios, which could assist decision makers in these cities. Finally, this analysis can serve as a demonstration that the computation of accessibility metrics is achievable, including in data scarce environments, and should be considered as a progress indicator for Sustainable Development Goal 11.2, which focuses on safe and affordable transport for all, including public transport.
