Abstract

This paper is an annual publication issued by the Microeconomic Analysis service of the National Bank of Belgium. The Flemish maritime ports (Antwerp, Ghent, Ostend, Zeebrugge), the Autonomous Port of Liège and the port of Brussels play a major role in their respective regional economies and in the Belgian economy, not only in terms of industrial activity but also as intermodal centers facilitating the commodity flow. This update paper provides an extensive overview of the economic importance and development of the Flemish maritime ports, the Liège port complex and the port of Brussels for the period 2007 - 2012, with an emphasis on 2012. Focusing on the three major variables of value added, employment and investment, the report also provides some information based on the social balance sheet and an overview of the financial situation in these ports as a whole. These observations are linked to a more general context, along with a few cargo statistics. Annual accounts data from the Central Balance Sheet Office were used for the calculation of direct effects, the study of financial ratios and the analysis of the social balance sheet. The indirect effects of the activities concerned were estimated in terms of value added and employment, on the basis of data from the National Accounts Institute. As a result of the underlying calculation method the changes of indirect employment and indirect value added can differ from one another. (...) Following the 2009 decline and the improvement in 2011, maritime traffic in the Flemish ports began falling again in 2012. That applies to all the Flemish ports. Value added was rising in the maritime cluster of the Flemish ports and falling in the non-maritime cluster where trade and industry were in decline. Direct value added has risen in the ports of Antwerp and Ostend whereas it has fallen in the ports of Zeebrugge and Ghent. Conversely, direct employment was expanding in both clusters in the Flemish ports viewed as a whole and in each port taken individually. The decline in investment in the Flemish ports continued in 2012. That trend is evident in all the Flemish ports except the port of Ostend where investment was maintained in 2012. The volume of cargo handled in the port of Liège decreased in 2012. Direct value added and employment contracted in both clusters. The steel giant ArcelorMittal had idled two blast furnaces at the site in Liege. Investment increased in both clusters in the Liège port complex. The volume of cargo handled at the port of Brussels declined in 2012. Value added and employment in the maritime cluster fell but rose in the non-maritime cluster. The drop in investment recorded since 2009 continued throughout 2012, albeit at a slowing pace. This report provides a comprehensive account of these issues, giving details for each economic sector, although the comments are confined to the main changes that occurred in 2012. In terms of maritime cargo traffic, the downturn recorded during the last quarter of 2008 continued throughout 2009. Direct value added declined in all the ports in Flanders. Maritime branches as a whole contracted. Only the value added of the maritime branches in the port of Ostend remained stable. The non-maritime branches as a whole saw a contraction in all the Flemish ports. It was the port of Antwerp that suffered the most from the drop in the value added. Its maritime branches shrank by nearly one third. While the non-maritime branches were slightly down. The port of Ghent recorded a bigger decrease in the non-maritime branches. Conversely, the value added in the port of Zeebrugge fell more sharply in the maritime branches. Direct employment in the ports of Flanders as a whole declined during the year 2009. Except in Ghent, direct employment in the maritime branches fell in all the Flemish ports. Similarly, only one of them, the port of Ostend, recorded a rise in employment in the non-maritime branches. Thanks to this, it has been the only Flemish port to register direct employment growth. Investment decreased in all the ports in Flanders. The decline in investment was between one-sixth and one-fifth in the ports of Ghent, Antwerp and Zeebrugge. While Ostend recorded a cut of more than one third in its investment levels in 2009. The volume of cargo handled in the port of Liège decreased strongly in 2009. Direct value added and employment registered a significant decline. Maritime and non-maritime branches were down for both value added and employment. Thanks to the "other services" branch of activity, investment rose steadily. The volume of cargo handled at the port of Brussels declined in 2009. Value added in this port remained steady. But employment contracted slightly. After the growth seen in 2008, investment was down by more than a quarter. Abstract

The Flemish maritime ports play a major role in the Belgian economy, not only in terms of the industries they encompass but also as intermodal centres where transhipment activities are concentrated. This update1 paper provides an extensive overview of the economic importance and development of the Flemish maritime ports, through revised results for the period 1997 - 2003. Focusing on the three major variables of value added, employment and investment, it also provides some information about the financial situation of a few vital sectors in each port. A global indication concerning the financial health of the companies studied is also provided, using the NBB bankruptcy prediction model. In addition, it includes figures with respect to the ongoing growth of several cargo traffic segments and provides an overall picture of social developments in the Flemish maritime ports. The indirect effects of these port activities are estimated in terms of value added and employment. Annual account data from the Central Balance Sheet Office were used for the calculation of direct effects, the study of financial ratios and the analysis of the social balance sheet. The indirect effects were estimated on the basis of data from the National Accounts Institute. In the Flemish maritime ports, direct VA came to almost 11.5 billion euro and total VA - the sum of direct and indirect VA - to 22 billion euro in 2003. In the same year direct and total employment reached respectively 105,000 and 239,000 full-time equivalents, while direct investment reached 2.5 billion euro. The ongoing developments in the maritime ports sector in the Hamburg - Le Havre range continue to affect the port operations: concentration of capital, privatisation of port logistic services, expansion and dispersion of foreign trade, internationalisation of production and consumption patterns, increase in containerised shipments, etc. Production, trade and transport are no longer considered as individual and isolated activities, but are integrated within a single system, while economies of scale continue. Therefore, ports are becoming real logistic centres: ports able to add value to the goods passing through the port area have a major advantage in a climate of increasing international competition. Both maritime and non-maritime clusters as a whole were down. The only increase in value added occurred in the port of Zeebrugge. The value added of the non-maritime clusters in each port declined, while in the maritime cluster, the port of Antwerp was the only one to register a steep drop. Direct employment in the Flemish ports as a whole declined during the year 2011. This is true of both the maritime and non-maritime cluster. Only the port of Ghent registered a rise in employment in both clusters. Investment contracted in the Flemish ports as a whole for the third year in a row. The decline in investment was between 7 and 13 percent in the ports of Antwerp, Ghent and Ostend, whereas Zeebrugge recorded a negative rate of one-fifth in its investment levels in 2011. The volume of cargo handled in the port of Liège increased slightly in 2011. Direct value added rose in both clusters, while employment registered a decline in the maritime cluster and a rise in the nonmaritime cluster. After falling in 2010, investment picked up again in 2011 in both clusters. The volume of cargo handled at the port of Brussels rose in 2011. Value added in the maritime cluster was up but contracted in the non-maritime cluster. Employment increased in both clusters. The drop in investment recorded since 2009 continued throughout 2011. The developments concerning economic activity in the six ports in 2012 - 2013 are summarised in the table on the next page. The overall decline in maritime traffic seen in the Flemish maritime ports in general in 2012, and in each individual port, was reversed in 2013, but only thanks to growth in Antwerp; the other three ports (Ghent, Ostend and Zeebrugge) experienced a further decrease. In terms of value added, the opposite occurred: a general increase, except in Antwerp, resulting in a slight rise for these ports as a whole. The employment picture was variable, but there was expansion overall, matching the growth of value added, namely 0.3 %. Finally, investment in the Flemish ports declined overall, totalling 3.2 % less in 2013 than in the previous year. In the ports of Liège and Brussels, cargo traffic and employment both declined in 2013. After the sharp fall in 2012, value added at the port of Liège edged upwards again, but in Brussels it recorded a significant decline2. Conversely, investment in Liège was down again, following the surge in 2012, whereas the port of Brussels saw a substantial increase. Abstract

ISSN 2190-9806; International audience; We analyse the potential for shifting freight transports to the railways in Western and Central Europe. This potential arises for large and concentrated freight flows over long distances of about 300 km or more. However, we show that there are only few such freight flows in Europe, and that they are concentrated or connected to the central European population centers, sometimes called the "Blue Banana". As a consequence, the European railway freight corridors according to EU Regulation 913/2010 should be divided into two distinct groups: first tier and second tier corridors. Substantial innovations should be introduced on the first tier corridors first, in order to increase efficiency and reduce noise. This refers to core innovations for rolling stock like the introduction of automatic couplings, electronic or electro-pneumatic brakes, and modern bogies.

Abstract

In many circumstances, a principal, who wants prices to be as low as possible, must contract with agents who would like to charge the monopoly price. This paper compares a Demsetz auction, which awards an exclusive contract to the agent bidding the lowest price (competition for the field) with having two agents provide the good under (imperfectly) competitive conditions (competition in the field). We obtain a simple sufficient condition showing unambiguously which option is best. The condition depends only on the shapes of the surplus function of the principal and the profit function of agents, and is independent of the particular duopoly game played ex post. We apply this condition to three canonical examples -- procurement, royalty contracts and dealerships -- and find that whenever marginal revenue for the final good is decreasing in the quantity sold, a Demsetz auction is best. Moreover, a planner who wants to maximize social surplus also prefers a Demsetz auction.

Abstract

Competitive tendering of local bus services in Germany has received increased attention. Employing Seemingly Unrelated Regression analyses, we observe that prices have regionally varying determinants; for example, while prices throughout most of the federal state of Hesse increase over time, prices in the Munich area decrease. Optimisation of bus utilisation in general has a cost-decreasing impact, confirming that public transport authorities can reduce prices via adequate transport planning. Furthermore, Stochastic Frontier Analysis shows that tender prices in Hesse are slightly less efficient. Moreover we conclude that the public transport authority's experience has an efficiency-increasing impact which supports the introduction of overarching authorities.

Abstract

The provision of public transit is thought to reduce travel time losses that are due to car congestion. For this reason, it is economically justified to subsidise public transit from a welfare perspective as it creates a congestion-relief benefit. The main goal of this paper is to quantify the congestion-relief benefit of public transit for Rotterdam by analysing car speed during public transit strikes. Arguably, strikes can be interpreted as exogenous transit supply shocks and therefore as a quasi-natural experiment. We are aware of two other papers that use the same methodology. Lo and Hall (2006) and, more recently, Anderson (2014) both analyse the effect of (the same) single transit strike lasting 35 days on highway speed for Los Angeles. Anderson (2014) finds a substantial congestion relief benefit with a decrease in time delays experienced by car drivers of 0.12 minutes per kilometer traveled. It is unknown to what extent this result can be generalised to cities where the share of public transit use is much higher or to cities where bicycle use might be a viable alternative. Our analysis differs from Anderson (2014) and Lo and Hall (2006) in a number of ways. First, we focus on a city, Rotterdam in the Netherlands, which, as we will document, is only mildly congested. Second, we analyse the effect of multiple strikes of various public transit modes (e.g. bus, light rail) that are citywide. Third, we examine the strike effect on car speed (and flow) both for the highway ring road as well as within the inner-city of Rotterdam. Finally, by examining heterogeneity in the effects of strikes, we are able to improve our understanding when the public transit relief benefit is particularly pronounced. For example, as one may expect, we find a particularly strong effect of strikes on car speed during weekday rush hours (but no clear effect during weekends and outside rush hours). In addition, our results suggest that the speed effects of strikes that last a few hours are similar to full-day strikes indicating that a continuous supply of public transit during the day is essential for travelers. We show that the congestion relief impact in Rotterdam is by a factor ten larger for inner city roads than for highway ring roads. For the latter we found a several times smaller effect than Anderson (2014). It turns out that the congestion relief benefit of public transit for Rotterdam is substantial, and about 50% of the current subsidy level. This result is particularly noteworthy as we focus on what can be considered an uncongested city. This suggests that subsidies to public transit are welfare improving, even for cities that exhibit low congestion levels.

Cet article est consacré à l’analyse du choix modal pour le transport de fret. L’analyse est fondée sur le concept de “coûts logistiques totaux” .Ceci implique une attention particulière à tous les coûts dans la chaîne d’approvisionnement, ces derniers étant influencés par le choix du mode de transport. Après une revue de littérature concernant le choix du mode de transport en fonction des coûts logistiques totaux, une étude de cas est présentée pour illustrer le concept. Une comparaison est faite entre le transport routier et la navigation intérieure pour le transport de marchandises en vrac. La compensation entre les coûts de transport et les coûts de stockage est montrée: la navigation intérieure a des coûts de transport inférieurs à ceux du transport routier, mais ses coûts de stockage sont plus élevés. Étant donné que les marchandises sont d’une valeur relativement élevée, la navigation intérieure s’avère être plus onéreuse que le transport routier. Cependant, il est montré qu’il serait préférable d'avoir recours à la navigation intérieure lorsque l’on utilise un type de navire avec une capacité inférieure à celle des navires actuellement utilisés. info:eu-repo/semantics/published
