Abstract

International audience; For millennia, the Mediterranean has been one of the most active trading areas, supported by a transport network connecting riparian cities and beyond to their hinterland. The Mediterranean has complex trade patterns and routes--but with key differences from the past. It is no longer an isolated world economy: it is both a trading area and a transit area linking Europe and North Africa with the rest of the world through the hub-and-spoke structure of maritime networks. Understanding how trade connectivity works in the Mediterranean, and elsewhere, is important to policy makers, especially those in developing countries in the Mediterranean, concerned with the economic benefits of large investment in infrastructure. Better connectivity is expected to increase trade with distant markets and stimulate activities in the hinterland. This book is a practical exploration of the three interdependent dimensions of trade connectivity: maritime networks, port efficiency, and hinterland connectivity. Because of the complexity and richness of maritime and trade patterns in the Mediterranean, the research book combines both a regional focus and globally scalable lessons. This book is intended for a wide readership of policy makers in maritime affairs, trade, or industry; professionals from the world of finance or development institutions; and academics. It combines empirical analysis of microeconomic shipping and port data with three case studies of choice of port (focusing on Spain, Egypt, and Morocco) and five case studies on hinterland development (Barcelona; Malta; Marseilles; Port Said East, Egypt; and Tanger Med, Morocco). Abstract

The thesis addresses the opportunities and conditions to increase the market share of intermodal barge transport in Northwest Europe. In particular, it focuses on strategies to improve the performances of the different links of the intermodal transport chain: the barge transport services, the transhipment at terminals and pre- and post-truck haulage operations. The thesis shows that the development of more complex barge transport services, implemented for instance in collection/distribution-, trunk-feeder- and hub-and-spoke service networks, can improve the market position of barge transport in the hinterland transport of containers and enables to open up new markets for intermodal barge transport. However, to support the well-functioning of these service networks appropriate terminal and transhipment concepts are needed. Basically there are three ‘locations’ in the network where tailor-made barge handling innovations are needed: (1) in the seaport, (2) in the capillaries of the waterway network and (3) in strategically located inland nodes, e.g. to support hub-and-spoke networks. In pre- and post-truck haulage, which has a relatively large share in the total chain costs, the challenge is to improve the organisation of these hauls through combining loaded trips. In developing business areas close to waterways favourable conditions are created for efficient pre- and post-haulage and this contributes to improving the competitiveness of intermodal barge transport.

Abstract

Presently, the United States has yet to achieve the 1991 Intermodal Surface Transportation Efficiency Actâ s (ISTEA) goal of creating a seamless intermodal transportation system. In addition to the dearth of connections, the nationâ s poor transportation information systems limit intercity intermodal transportation. Travelers lack awareness of available transportation options and face too many separate portals for trip planning that both consume time and present inadequate information. This paper posits that the creation of an efficient and extensive web-based door-to-door intermodal trip planner can solve these problems. The proposed system will present travelers with a single portal to meet all their trip planning needs. Upon selecting specific trips, travelers can then decide to be directed to operators to make a purchase. The system will include operators from the major modal groups including intercity buses, intercity rail, commuter rail, transit, and airlines. It will also include taxis due to the disjointed nature of the US public transportation system and the need to connect users who are far from stations. The requirements to create this trip planner are explored, including the support systems, potential legal issues, and suitable entities for administration and management. A survey of 39 transportation system users revealed the existence of redundant and inadequate trip planners and that the lack of sufficient information on public transportation options is driving travelers to private vehicles for shorter distances even for those who prefer public means of transportation. Analysis of the costs and benefits of implementing the proposed system is drawn from interviews with key personnel within the transportation industry, and a review of nationwide trip planners in European countries. Finally, a roadmap is presented on how best to implement the system with inputs from both the public and private sector. Recommendations include the establishment of an industry-wide data standard, a national interagency database, and a cooperative structure that entices major players within each mode to participate in the system. Este trabalho visa identificar, a partir de um levantamento de dados dos fluxos de cargas conteinerizadas e custos operacionais de transporte, os locais mais promissores para a instalação de futuros terminais intermodais de carga rodo-ferroviários, com auxílio de um Sistema de Informações Geográficas (TransCAD), objetivando a redução dos custos e otimização das operações logísticas envolvidas na rede de transportes do estado de São Paulo. Simulações são feitas para a instalação de até dez terminais intermodais rodo-ferroviários em pontos estratégicos do interior do Estado, considerando-se duas condições: a primeira com um terminal existente só em Santos e todos os pontos candidatos escolhidos pelo modelo de localização das p-medianas do TransCAD e, a segunda, considerando-se, além de Santos, os oito terminais intermodais já existentes no Estado. Apresenta-se uma análise dos custos de rede e os mapas temáticos de áreas de influência de cada uma das soluções obtidas pelo modelo. Os resultados são comparados com o trabalho de TONDO (1992). Conclui-se que as soluções encontradas através de um novo enfoque de modelagem do problema, são significativamente diferentes daqueles propostos por TONDO (1992). Based on a data collection of containerized cargo flows and operational transport costs, this study has the objective of identifying promising points to install future road-rail intermodal container terminals, using a Geographic Information System (TransCAD) and the objective function of reducing costs and optimising logistic operations on the transport network of the state of São Paulo. Simulations are presented for the instalation of up to ten road-rail intermodal terminals at strategic locations in the interior of the State, considering two conditions: the first one, with only one terminal placed at the port of Santos and all the candidate points beeing chosen by the p-median location model of TransCAD, and the second one, considering Santos and the other eight existing intermodal terminals in the State. An analysis of the network costs and thematic maps of the influence areas of each solution are presented. The results are compared with the study by TONDO (1992). It is concluded that the solutions obtained by this new modeling focus of the problem, are considerably different from the ones obtained by TONDO (1992).
