Abstract

This paper is an annual publication issued by the Microeconomic Analysis service of the National Bank of Belgium. The Flemish maritime ports (Antwerp, Ghent, Oostende, Zeebrugge), the Autonomous Port of Liège and the port of Brussels play a major role in their respective regional economies and in the Belgian economy, not only in terms of industrial activity but also as intermodal centres facilitating the commodity flow. This update paper provides an extensive overview of the economic importance and development of the Flemish maritime ports, the Liège port complex and the port of Brussels in the period 2004 - 2009, with an emphasis on 2009. Focusing on the three major variables of value added, employment and investment, the report also provides some information about social balance and the financial situation in these ports as a whole. These observations are linked to a more general context, along with a few cargo statistics. Annual accounts data from the Central Balance Sheet Office were used for the calculation of direct effects, the study of financial ratios and the analysis of the social balance sheet. The indirect effects of the activities concerned were estimated in terms of value added and employment, on the basis of data from the National Accounts Institute. In terms of maritime cargo traffic, the downturn recorded during the last quarter of 2008 continued throughout 2009. Direct value added declined in all the ports in Flanders. Maritime branches as a whole contracted. Only the value added of the maritime branches in the port of Ostend remained stable. The non-maritime branches as a whole saw a contraction in all the Flemish ports. It was the port of Antwerp that suffered the most from the drop in the value added. Its maritime branches shrank by nearly one third. While the non-maritime branches were slightly down. The port of Ghent recorded a bigger decrease in the non-maritime branches. Conversely, the value added in the port of Zeebrugge fell more sharply in the maritime branches. Direct employment in the ports of Flanders as a whole declined during the year 2009. Except in Ghent, direct employment in the maritime branches fell in all the Flemish ports. Similarly, only one of them, the port of Ostend, recorded a rise in employment in the non-maritime branches. Thanks to this, it has been the only Flemish port to register direct employment growth. Investment decreased in all the ports in Flanders. The decline in investment was between one-sixth and one-fifth in the ports of Ghent, Antwerp and Zeebrugge. While Ostend recorded a cut of more than one third in its investment levels in 2009. The volume of cargo handled in the port of Liège decreased strongly in 2009. Direct value added and employment registered a significant decline. Maritime and non-maritime branches were down for both value added and employment. Thanks to the "other services" branch of activity, investment rose steadily. The volume of cargo handled at the port of Brussels declined in 2009. Value added in this port remained steady. But employment contracted slightly. After the growth seen in 2008, investment was down by more than a quarter. This report provides a comprehensive account of these issues, giving details for each economic sector, although the comments are confined to the main changes that occurred in 2009. Abstract

The Flemish maritime ports play a major role in the Belgian economy, not only in terms of the industries they encompass but also as intermodal centres where transhipment activities are concentrated. This update1 paper provides an extensive overview of the economic importance and development of the Flemish maritime ports, through revised results for the period 1997 - 2003. Focusing on the three major variables of value added, employment and investment, it also provides some information about the financial situation of a few vital sectors in each port. A global indication concerning the financial health of the companies studied is also provided, using the NBB bankruptcy prediction model. In addition, it includes figures with respect to the ongoing growth of several cargo traffic segments and provides an overall picture of social developments in the Flemish maritime ports. The indirect effects of these port activities are estimated in terms of value added and employment. Annual account data from the Central Balance Sheet Office were used for the calculation of direct effects, the study of financial ratios and the analysis of the social balance sheet. The indirect effects were estimated on the basis of data from the National Accounts Institute. In the Flemish maritime ports, direct VA came to almost 11.5 billion euro and total VA - the sum of direct and indirect VA - to 22 billion euro in 2003. In the same year direct and total employment reached respectively 105,000 and 239,000 full-time equivalents, while direct investment reached 2.5 billion euro. The ongoing developments in the maritime ports sector in the Hamburg - Le Havre range continue to affect the port operations: concentration of capital, privatisation of port logistic services, expansion and dispersion of foreign trade, internationalisation of production and consumption patterns, increase in containerised shipments, etc. Production, trade and transport are no longer considered as individual and isolated activities, but are integrated within a single system, while economies of scale continue. Therefore, ports are becoming real logistic centres: ports able to add value to the goods passing through the port area have a major advantage in a climate of increasing international competition. La presente tesis lleva a cabo un análisis empírico y económico de la infraestructura portuaria a través de la evaluación de políticas específicas. En primer lugar, la tesis se centra en cuantificar el impacto económico de la infraestructura portuaria sobre la industria. En segundo lugar, se mide el efecto de la competencia portuaria y su efecto sobre la demanda del tráfico. Finalmente, la tesis se centra en la evaluación de las políticas regulatoria de precios y su relevancia sobre el tráfico y los ingresos portuarios. The present thesis carries out an empirical and economic analysis of the port infrastructure across the evaluation of specific policies. First, the thesis focuses on quantifying the economic impact of the port infrastructure on the industry. Secondly, there measures up the effect of the port competition and his effect on the demand of the traffic. Finally, the thesis focuses on the regulative evaluation of the policies of prices and his relevancy on the traffic and the port income.

Abstract

While gathering information about oil transportation for VTT Publication 547, Oil transportation and terminal development in the Gulf of Finland (2004), the question about other harmful substances transported in liquid bulk was raised. The Finnish Ministry of the Environment, Finnish Environment Institute (SYKE) and Finnish Maritime Administration (FMA) have made it possible for us to continue the work on tanker transportations by financing this study. The area has been widened to cover the entire Baltic Sea. This publication introduces the statistics concerning the chemicals handled in liquid bulk in the Baltic Sea ports in 2004. The data is based on the public registers, data files and announcements of port authorities and operators. A special questionnaire on transported chemicals, and specifically on bulk form chemicals, was made for ports. Some of the ports have expressed their concern about giving what they consider to be sensitive information; alas, the data in this publication is not to be considered full and complete, but it does give an indication of where chemical tankers are sailing. The latest comprehensive study about chemical transportations in the Baltic Sea was made by HELCOM in 1990 (Study of the Risk for Accidents and the Related Environmental Hazards from the Transportation of Chemicals by Tankers in the Baltic Sea Area). HELCOM statistics were gathered by a thorough collection of data in all Baltic Sea ports during the entire year of 1987. Unfortunately, this specific and time-consuming means of data acquisition was impossible with this publication due to the time scale of the project. Some of the most dangerous or most common chemicals were selected and briefly analysed on the basis of their environmental impact if released into the water. The risk of chemical outflow has also been discussed within the collision and grounding modes. A special chapter related to the Northern Baltic waters has been written on the risk of winter navigation for chemical transportation. Discussion has also been carried out on the fate of chemicals spilled on water and on the physical fundamentals when trying to control them; finally, some scenarios are presented on potentially high-risk areas. Marine chemical transportation is constantly growing in regard of the number of chemicals and the total volume of goods transported. Today, the number of different substances and compounds is quoted in thousands. A great many of these chemicals are dangerous to the environment, and even though the risk of a chemical accident is considered small due to very high standards regarding safety, it does exist. Even if chemical tankers do take safety aspects into consideration, there are a number of other ships in the same sea area, as well as a number of ships crossing their paths and meeting each other in narrow sounds or in dense traffic areas. The safety practices of chemical tankers are among the best. Maritime society has also introduced several new actions to improve maritime safety. It is a well known fact that the number of large scale oil and chemical spills has declined during the last decades. This fact shows that recent measures such as phase out of single hull tankers, stricter legislation, IMO actions, Erika packages, etc. have improved the safety of ships and routes. However, around 80% of all incidents and accidents are due to the human factor, for example human/machine interaction or cultural behaviour. Thus even though new technical means (VTS, AIS, ECDIS, etc.) have been established to improve safety, there is a lot of work to be done to prevent accidents and environmental damage.

Chapitre 19; International audience; With a surface area of 2.38 million km2 and a coastline of 1,200 km, Algeria is the vastest country of the Mediterranean even if it does not have the longest maritime border. These two parameters reveal the potentialities but also the challenges which characterize the logistics sector and the agribusiness infrastructures of this country. Its economy is essentially based on hydrocarbons representing more than 50% of the GDP and 98% of income from exports. The strategic sectors including agriculture and the agro-food industry were ignored in development policies in the past. It is only during these last ten years that the decrease in food dependence is considered as a priority of the government.
