The FloraHolland Case

Abstract

Part 4: Infrastructures; International audience; Digital infrastructures (DI) that support information exchange related to international trade processes (here referred to as Digital Trade Infrastructures (DTI)) have been seen as an instrument to help address the trade facilitation and security challenges. Data pipelines can be seen as an example of a DTI. Data pipelines are IT innovations that enable the timely provision of data captured at the source from different information systems available in the supply chain. Using the pipeline companies can share information with authorities and enjoy trade facilitation in return. The benefits of such data pipelines have been showcased in demonstrator settings. However, outside the controlled environment of demonstrator installations, the adoption and growth of these DTIs has been limited. The benefits based on purely implementing the data pipeline are limited. Combining data pipeline capability with Coordinated Border Management (CBM) has potential to articulate more clear benefits for stakeholders and push further investments and wider adoption. In this paper based on the FloraHolland trade lane related to exporting flowers from Kenya to the Netherlands we discuss a data pipeline/CBM innovation. Through the conceptual lens of DI (examining architectural, process and governance dimensions) we demonstrate the potential benefits of data pipeline/CBM innovation and the complex alignment processes between business and government actors needed for the further adoption. From a theoretical point of view we enhance the understanding regarding the governance dimension of such data pipeline/CBM innovations by identifying four type of alignments processes involving businesses and government actors nationally and internationally. As such the paper contributes to the body of research on DI and more specifically DTI. Form a point of view of practice, the insights from our analysis can be used to better understand other data pipeline/CBM innovation alignment processes in other domains as well. Productivity in the transportation sector

Abstract

This is a comprehensive study of measurement and substantive issues that arise in determining the rate of multi factor productivity (MFP) growth in the transportation industry over the postwar period, 1948-87. Official data on output and employment are provided by two government agencies and conflict markedly for railroads, airlines, and trucking. This paper identifies the source of the conflicts and selects the best of the government indexes for further study, It concludes that improved data reduce the magnitude of the post-1973 productivity slowdown in transportation MFP growth from a previously reported 2.5 percent per annum to just 0.5 percent. The effect of deregulation has been mixed; MFP growth accelerated markedly for railroads when 1978-87 is compared to the pre-1978 period, but slowed sharply for airlines and trucking. New results on output quality are provided for airlines, particularly for the period of deregulation. Contrary to the standard view, deregulation has not substituted circuitous routings through hubs for nonstop flights available previously; instead the establishment of new hubs has greatly increased the number of nonstop routings available, and remarkably few nonstop routes have been discontinued. An estimate is provided of the value of time saved by the improved routings, and of the offsetting time cost of extended scheduled flight times resulting from increased congestion. Such estimates of the value of time are swamped by the huge contribution to welfare provided by the manufacturers of aircraft and engines; the time saving from the "invention of air travel" for 1989 is valued at 400 percent of domestic airline revenue and 3.5 percent of GNP. Alternative measures of capital input, based on new quality-adjusted equipment deflators, are provided for airlines, railroads, and trucking. These uniformly increase faster in the earlier postwar years than in the last decade and consequently imply a smaller decline in MFP growth than in official data sources. However, new estimates of the input of government expenditures on airports, air traffic control, and highways, do not change appreciably the pattern of postwar MFP growth in transportation. USING CLIENT-CENTRIC PERFORMANCE INDICATORS IN PUBLIC ADMINISTRATION: INTERNATIONAL EXPERIENCE

Abstract

Client centricity has been defined as one of the core directions for developing Russian strategy for social and economic development. Therefore, reviewing international practice of measuring client centricity in public administration is an urgent and relevant task. The objective of the study is to review international practice of using client-centric performance indicators in public administration and identifying the key trends of such practice which could be used for improving client orientation in the Russian public administration. The subject of the review includes performance indicators used for measuring and evaluating client-centric public administration by international organizations and foreign governments. The paper applies generic analytical scientific methods such as case study, content analysis, and comparative analysis. The study is based on review of international and Russian literature as well as official documents issued by public authorities. The study results include a review of international practice of evaluating client centricity in public service delivery as well as in performing regulatory and enforcement functions. The paper also reviews the impact of digital transformation of public administration on improving client centricity and analysis the existing approaches to forming composite indicators for measuring client centricity. The study concludes that there is significant international practice of using performance indicators reflecting government client centricity and representing the interests of citizens and businesses in public administration performance outcomes, i.e. improving accessibility and quality of public services, ensuring integrity-based and non-discriminatory approach to public service delivery, extending the opportunities for public participation in developing, monitoring, and evaluating public policies, and ensuring adequate protection of public values from risks. Citizen satisfaction with public service delivery (especially in areas such as health and education services) is among the most used performance indicator. Noteworthy, this indicator is not limited to measuring satisfaction with service delivery procedures. On the contrary, citizen satisfaction with quality of public services rendered is considered, too. Government digital transformation allows for integrating client centricity indicators in the processes of managing public service delivery and execution of other types of government functions. The key methods used for data collection include sociological surveys (of citizens, businesses, public servants), various feedback forms used in the process of public service delivery, and expert-based specialized assessments. The novelty of the paper is the broad approach to understanding client centricity as a means to acknowledge, ensure, and protect human rights and freedoms. The study demonstrates that achieving client centricity in public administration calls for introducing the practice of evaluating public administration performance from a citizen viewpoint. To undertake such evaluation, the paper recommends using a composite index measuring governance performance from the citizen viewpoint. Such index may be estimated based on the results of sociological surveys.
