Abstract

On-road electric vehicle recharging infrastructure is essential in the transformation of electric vehicles into a practical transportation option. This study focuses upon assessing the need for recharging infrastructure for long distance travel for a large market share of electric vehicles, finding the optimal infrastructure deployment, and understanding the economic, social and environmental costs and benefits associated with the optimal infrastructure deployment. The analysis considers quick-charging and battery-switching as plausible recharging technologies. Results show: (i) the promotion of electric vehicles is beneficial when considering economic costs and benefits for operators and users, tax redistribution, and environmental externalities, even with a relatively modest market share; (ii) the number of required recharging stations for satisfaction of the travel demand is at the magnitude of 1–2% of the current gasoline infrastructure, under the assumption of wide availability of off-road recharging at home and the workplace; (iii) the optimal deployment of the recharging stations is along the main national highways outside of urban conurbations, under the assumption of wide availability of home recharging; (iv) the battery-switching technology is far more attractive to the consumer than the quick-charging technology for long-distance travel requiring more than one recharging visit. Paper presented at the Session: “Urban goods surveys”; The surveys specifically focused on the thorough knowledge of urban freight transport appeared about ten years ago. The local problematic of goods transport at local level was partially taken into account by the city planners and by the researchers: until recent years, the integration of goods transport in the total urban flows models was estimated applying a multiplying factor to car traffic. Delivering goods was not considered like a concern."br /"Because of the quick growth of car traffic in the cities, the main stakes changed too: the fight against traffic congestion, the management of the lack of space (shipment consolidation and storage), the attempts to reduce local environmental impacts and global externalities (energy saving, reduction of greenhouse gas emissions), and economic valuation of city centres (under the pressure of a slowed down economic growth)."br /"All these changes were taking place in a context in which available rooms for manoeuvre were limited by factors such as congestion, concerns about the quality of urban life and budget restriction. It resulted in a growing unease on the freight transport industry and the city authorities, the latter having little or no data, methods and references in order to elaborate a satisfactory policy framework. Abstract

Despite the drop in transport and commuting costs since the mid-19th century, sizable and lasting differences across locations at very different spatial scales remain the most striking feature of the space-economy. The main challenges of the economics of agglomeration are therefore (a) to explain why people and economic activities are agglomerated in a few places and (b) to understand why some places fare better than others."/p" "p"To meet these challenges, the usual route is to appeal to the fundamental trade-off between (internal and external) increasing returns and various mobility costs. This trade-off has a major implication for the organization of the space-economy: High transport and commuting costs foster the dispersion of economic activities, while strong increasing returns act as a strong agglomeration force."/p" "p"The first issue is to explain the existence of large and persistent regional disparities within nations or continents. At that spatial scale, the mobility of commodities and production factors is critical. By combining new trade theories with the mobility of firms and workers, economic geography shows that a core periphery structure can emerge as a stable market outcome."/p" "p"Second, at the urban scale, cities stem from the interplay between agglomeration and dispersion forces: The former explain why firms and consumers want to be close to each other whereas the latter put an upper limit on city sizes. Housing and commuting costs, which increase with population size, are the most natural candidates for the dispersion force. What generates agglomeration forces is less obvious. The literature on urban economics has highlighted the fact that urban size is the source of various benefits, which increase firm productivity and consumer welfare."/p" "p"Within cities, agglomeration also occurs in the form of shopping districts where firms selling differentiated products congregate. Strategic location considerations and product differentiation play a central role in the emergence of commercial districts because firms compete with a small number of close retailers. Abstract

There is a debate among policy analysts about whether fuel taxes alone are the most effective policy to reduce fuel use by motorists, or whether to also use mandatory standards for fuel efficiency. A problem with a policy mandating fuel economy standards is the"rebound effect,"whereby owners with more efficient vehicles increase vehicle usage. If an important part of negative externalities from transport are associated with vehicle kilometers (accidents, congestion, road wear) rather than fuel consumption, the rebound effect increases negative externalities. Taxes and standards should be mutually supportive because fuel taxes often meet political resistance. Over time, fuel efficiency standards can reduce political resistance to fuel taxes. Thus, by raising fuel efficiency standards now, politicians may be able to pursue higher fuel tax paths in the future. Another argument in support of fuel efficiency standards and similar policies is that standards to a greater extent than taxes can be announced in advance and still be credible and change the behavior of inventors, firms, and other agents in society. A further argument is that standards can be used with greater force and commitment through international coordination. Document type: Book

Abstract

Sustainability as an unambiguous policy goal is not a priori secured, as is clearly shown in the transport sector, where the negative externalities are still increasing despite official policies aiming at a reduction of these external costs and at the achievement of a sustainable transport system. To analyse why this is the case, a conceptual model is developed in this paper, in which stakeholders are identified which influence sustainable transport policies. These stakeholders are individuals, the public sector (subdivided into politicians and civil servants), international organizations and pressure groups (car industry, oil industry, car users and environmental groups). It appears that - although it may be assumed that nobody desires an unsustainable future - most incentives and mechanisms in our conceptual model of the decision-making process hamper the achievement of a sustainable transport system. In the second part - by way of empirical test - results of a questionnaire among Dutch transportation experts on the expected and desired future of European passenger transport are concisely discussed, in which the year 2030 is taken as a reference year.
