Abstract

Transport pricing is high on the political agenda throughout the world, but as the authors illustrate, governments seeking to implement this often face challenging questions and significant barriers. The associated policy and research questions cannot always be addressed adequately from a mono-disciplinary perspective. This book shows how a multi-disciplinary approach may lead to new types of analysis and insights, contributing to a better understanding of the intricacies of transport pricing and eventually to a potentially more effective and acceptable design of such policies. The study addresses important policy and research themes such as the possible motives for introducing road transport pricing and potential conflicts between these motives, behavioural responses to transport pricing for households and firms, the modelling of transport pricing, and the acceptability of pricing.

Abstract

Tailpipe emissions from vehicles on urban road networks have damaging impacts, with the problem exacerbated by the common occurrence of congestion. This article focuses on carbon dioxide because it is the largest constituent of road traffic greenhouse gas emissions. Local Government Authorities (LGAs) are typically responsible for facilitating mitigation of these emissions, and critical to this task is the ability to assess the impact of transport interventions on road traffic emissions for a whole network."br/""br/"This article presents a contemporary review of literature concerning road traffic data and its use by LGAs in emissions models (EMs). Emphasis on the practicalities of using data readily available to LGAs to estimate network level emissions and inform effective policy is a relatively new research area, and this article summarises achievements so far. Results of the literature review indicate that readily available data are aggregated at traffic level rather than disaggregated at individual vehicle level. Hence, a hypothesis is put forward that optimal EM complexity is one using traffic variables as inputs, allowing LGAs to capture the influence of congestion whilst avoiding the complexity of detailed EMs that estimate emissions at vehicle level."br/""br/"Existing methodologies for estimating network emissions based on traffic variables typically have limitations. Conclusions are that LGAs do not necessarily have the right options, and that more research in this domain is required, both to quantify accuracy and to further develop EMs that explicitly include congestion, whilst remaining within LGA resource constraints.

Abstract

Estimates of global aviation fuel burn and emissions are currently nearly 10years out of date. Here, the development of the Aircraft Performance Model Implementation (APMI) software which is used to update global commercial aviation fuel burn and emissions estimates is described. The results from APMI are compared with published estimates obtained using the US Federal Aviation Administration’s System for Assessing Aviation’s Global Emissions (SAGE) for the year 2006. The number of global departures modelled with the APMI software is 8% lower compared with SAGE and reflects the difference between their commercial air traffic statistics data sources. The mission fuel burn, CO2 and H2O estimates from APMI are approximately 20% lower than those predicted by SAGE for 2006 while the estimate for the total global aircraft SOx emissions is approximately 40% lower. The estimates for the emissions of CO, HC and NOx are 10%, 140% and 30% higher than those predicted by SAGE respectively. The reasons for these differences are discussed in detail.

Abstract

Understanding and modelling route choice behaviour is central to predicting the formation and propagation of urban road congestion. Yet within conventional literature disagreements persist around the nature of route choice behaviour, and how it should be modelled. In this paper, both the shortest path and anchor-based perspectives on route choice behaviour are explored through an empirical analysis of nearly 700,000 minicab routes across London, United Kingdom. In the first set of analyses, the degree of similarity between observed routes and possible shortest paths is established. Shortest paths demonstrate poor performance in predicting both observed route choice and characteristics. The second stage of analysis explores the influence of specific urban features, named anchors, in route choice. These analyses show that certain features attract more route choices than would be expected were individuals choosing route based on cost minimisation alone. Instead, the results indicate that major urban features form the basis of route choice planning – being selected disproportionately more often, and causing asymmetry in route choice volumes by direction of travel. At a finer scale, decisions made at minor road features are furthermore demonstrated to influence routing patterns. The results indicate a need to revisit the basis of how routes are modelled, shifting from the shortest path perspective to a mechanism structured around urban features. In spite of the purported positive environmental consequences of electrifying the light duty vehicle fleet, the number of electric vehicles (EVs) in use is still insignificant. One reason for the modest adoption figures is that the mass acceptance of EVs to a large extent is reliant on consumers’ perception of EVs. This paper presents a comprehensive overview of the drivers for and barriers against consumer adoption of plug-in EVs, as well as an overview of the theoretical perspectives that have been utilized for understanding consumer intentions and adoption behavior towards EVs. In addition, we identify gaps and limitations in existing research and suggest areas in which future research would be able to contribute. Document type: Article

Abstract

Network effects and spatial spillovers are intrinsic impacts of transport infrastructure. Network effects imply that an improvement in a particular link in a network generates effects in many other elements of that network, while spillover effects can be defined as those impacts occurring beyond the regions where the actual transport investment is made. These two related effects entail a redistribution of impacts among regions, and their omission from road planning is argued to cause the systematic underestimation of the profitability of transport projects and therefore the public financing they require. However, traditional transport appraisal methodologies fail to consider network and spillover effects. In this study we focus on the spillover impacts of two highway sections planned in the city region of Eindhoven, located in the Dutch province of Noord-Brabant, a region with traffic congestion problems. The new road infrastructure will be financed mainly by national government, the province and the urban region of Eindhoven (‘Stadsregio Eindhoven’), which consists of 21 municipalities. We measure the benefits of the additional links in terms of travel time savings and the accompanying monetary gains. The results show that important spillovers occur in those municipalities close to the new links. The province of Noord-Brabant will benefit the most. We also found important spillovers in the province of Limburg. This latter province will benefit from reduced travel times without contributing financially to the establishment of the analysed new road links. Abstract

In many big cities, the bike-sharing system (BSS) and taxi play critical roles in transportation services. They both offer on-demand transportation options and allow flexible riding scheduling and routing. Previous literature has compared BSS and taxi to other transport modes, such as public transit and private automobile, but little is known about the spatiotemporal factors that influence travel choices between these two alternatives. Understanding travel patterns of BSS and taxi is critical in traffic demand analysis and sustainable transportation planning. Also, an in-depth examination of the patterns of travel behaviors, especially when one would choose BSS over a taxi, will provide valuable insights on human mobility and active living research. In this study, we investigated the spatiotemporal patterns of BSS and taxi trips in Chicago from 2014 to 2016. To model travel choices between BSS and taxi, we applied machine learning techniques to simulate the means of transport based on environmental and temporal factors. Results show seasonal trip variations of the BSS and a declining trend of taxi trips. BSS speed is relatively stable while taxi speed varies primarily because of time and locations. Based on the random forest model, which has demonstrated the best fit with high processing speed, travel distance and the number of parks and recreational facilities seem to be critical spatial predicting factors of the travel choice. Given any time and location, the model can recommend the travel choices between BSS and taxis for users. This study shows the significance of machine learning techniques in urban mobility research. Results of the study may potentially support people's transportation decision-making and facilitate sustainable transportation planning.

Abstract

This study aims to quantify the impact of black carbon from inland shipping on air quality, expressed as elemental carbon (EC) near inland waterways in The Netherlands. Downwind measurements of particle numbers and EC were used to establish emission factors for EC from inland shipping using inverse modelling. These emission factors were combined with data on energy consumption to derive annual average emissions rates for all Dutch waterways. A line source model was applied to compute the contribution of inland shipping to annual average EC concentrations for around 140,000 people living within 200m of busy waterways in The Netherlands. The results showed that they are exposed to additional EC concentrations of up to 0.5μgEC per m3 depending on the shipping volume and distance from the waterway. In view of the envisaged growth in water transport, this underlines the need to reduce combustion emissions from inland shipping. Targeting "gross" polluters may be the most effective approach since 30% of ships cause more than 80% of the total emissions. © 2014 Elsevier Ltd.

Abstract

Emissions from aviation will continue to increase in the future, in contradiction of global climate policy objectives. Yet, airlines and airline organisations suggest that aviation will become climatically sustainable. This paper investigates this paradox by reviewing fuel-efficiency gains since the 1960s in comparison to aviation growth, and by linking these results to technology discourses, based on a two-tiered approach tracing technology-focused discourses over 20 years (1994-2013). Findings indicate that a wide range of solutions to growing emissions from aviation have been presented by industry, hyped in global media, and subsequently vanished to be replaced by new technology discourses. Redundant discourses often linger in the public domain, where they continue to be associated with industry aspirations of 'sustainable aviation' and 'zero-emission flight'. The paper highlights and discusses a number of technology discourses that constitute 'technology myths', and the role these 'myths' may be playing in the enduring but flawed promise of sustainable aviation. We conclude that technology myths require policy-makers to interpret and take into account technical uncertainty, which may result in inaction that continues to delay much needed progress in climate policy for aviation.
