Abstract

The Euro Area economy is recovering after the incidence of the Great Recession, with the leading indicators reaching the pre-crisis levels. This evolution was strongly supported by the New Economic Governance implemented over the past years. On the one hand, the unprecedented expansionary monetary policy of the European Central Bank determined the decline of the real financing costs to record low levels, contributing to the re-launch of the private investments and consumption. On the other hand, the governments adjusted the budget deficits, with positive impact for the investment climate. Last, but not least, several reforms have been implemented across Europe, with positive impact in terms of potential output. The purpose of this paper is to assess the dynamics of the real economic convergence within the Euro Zone during 1996-2017, with a focus on the post-crisis cycle (2013-2017). We employed traditional econometric methods (including the Cobb-Douglas production function) and annual / quarterly statistics from Eurostat database in order to assess the convergence of the structural and cyclical components of the GDP of the Euroland member countries. The main results show a significant increase of the real economic convergence over the past quarters. However, this convergence seems strongly dependent on the expansionary monetary policy, while several structural challenges lie ahead, including the regional polarization and the important differences in terms of implementing the Digital Revolution.

Abstract

Aquest treball analitza l’evolució del PIB per habitant a Catalunya des de l’any 2000 a partir de diverses fonts, mitjançant una desagregació dels seus principals components, relacionats amb els factors demogràfic, del mercat de treball i de creixement de la productivitat.

Els resultats apunten a que l’economia catalana ha registrat un creixement econòmic notable al llarg de les darreres dècades, que ha anat acompanyat també per una forta expansió demogràfica basada en la immigració (atreta en part per un model intensiu en ocupació de poca qualitat). D’altra banda, en termes de taxa d’ocupació, encara hi ha marge de millora (fins arribar a valors que situïn la taxa d’atur de Catalunya ens valors similars o inferiors a la mitjana europea).

Es constata com el PIB català creix més que a Europa però en canvi en PIB per càpita l’evolució ha estat més feble que a la UE, i s’ha produït una pèrdua de posició relativa en comparació amb el que passava a principis del 2000. Això s’explica en part pels efectes molt més acusats de les recessions l’evolució del PIB per càpita, mentre que en els períodes d’expansió les millores han estat relativament moderades. S’analitza també si aquest patró de pèrdua de posició de PIB pc en comparació la mitjana europea es reprodueix en el cas espanyol i en d’altres regions europees.

Finalment, estudiem el comportament diferencial a Catalunya dels components del PIB per habitant, en relació amb la UE i altres economies europees, i diferents moments del cicle econòmic (etapa expansiva 2000-2007, crisi financera i de deute públic, recuperació 2013-2019, crisi de la COVID i posterior reactiva). Aquests resultats permeten estudiar el diferent comportament dels factors del creixement a llarg termini i en diferents fases del cicle econòmic. Les conclusions apunten a que la dinàmica del PIB per habitant relatiu s’explica fonamentalment per l’evolució de la productivitat aparent del treball, tot i que encara hi ha marge per a obtenir una aportació més positiva del mercat de treball.
