Abstract

The great interest that health generates in people has led to several Spanish institutions of the health sector to improve the communication value of newsletters, online patients forums, brochures, online videos, mobile phone and infography, among others. The aim to educate the patients and differing themselves strategically from other institutions finds in the technology a strategic partner that affords many benefits to the target audience (immediacy, interactivity) and to the organization (brand image, time optimization). One of the most representative initiatives of this trend is the creation of infographies about health matters that, respecting the scientific, informative, didactic and ethical rigour, are spread throughout different media.

Companies receiving funds for their research, development and technological innovation (R&D&I) activities must comply with communication obligations so that citizens are informed of the projects that are financed using public funds. The information requirements are defined both in the European and Spanish legal framework. The objective of this paper is to compile this legislation and analyse the communication and data sharing obligations that are required for these funding recipients. The results indicate that the communication obligations of the subsidised projects are very general. It is compulsory to standardise the terms used, the actions requested and the content of these, and to promote data sharing in companies, all through a repository that brings together the R&D&I projects funded.

Abstract

With the launch in September 2014 of the project eBiblio to lend ebooks, promoted by the Spanish Ministry of Education, Culture and Sport in collaboration with the autonomous communities, began a new phase in the Spanish public libraries. The digital loan was incorporated into the rest of the services offered by the libraries and represented a number of management challenges. The changes have affected librarians who have had to be technologically trained to use a new service and users who also need to acquire a range of technological skills to access readings. In this article all aspects that converge in the digital loan will be described and the evolution and future prospects of the service will be analysed, focusing some of these aspects on the specific case of eBiblio Madrid.

This article examines the communications of Spanish companies that have received grants for their Research, Development and Technological Innovation (R&D&I) projects from the Centre for Industrial Technological Development (Centro para el Desarrollo Tecnológico Industrial, CDTI). The companies that received funding in January 2016 are reviewed and an analysis performed of the quantitative and qualitative content of the websites and blogs for the subsequent 2 years has been. We have observed whether the companies communicate their innovations, if so, how, and whether they are complying with their communication obligations. Our conclusions indicate that the communication is insufficient, dispersed and not homogeneous. The regulations should better specify in which section the information should be published and which elements it should consist of, in order to improve transparency.

Abstract

Although at present there are academic strategies for scientific dissemination, it is still a challenge for the general population to access quality information that is reliable, easy to understand and motivational towards science. This article proposes an image-based educational scientific dissemination tool with the goal of bringing children closer to science, through the recognition of relevant characters and their contributions. The study was developed along three stages. The first and second were conducted through a qualitative analytical approach with an interpretative perspective, using a documental method, with a review and analysis technique. During the first stage, a review and selection of studies related to scientific dissemination for children was conducted. The second one focused on the identification and selection of scientific characters, through the establishment of categories and criteria. The third stage relates to the design of outstanding characters’ biographical cards. The main contribution of this proposal is the assembly of a semantic network to portray a completed character profile, time context, place of origin, contributions, impacts, acknowledgements or prizes, as well as limitations or difficulties in context. Therefore, a mean of disclosure was devised through cards with a highly graphic and animated content regarding scientific characters sized in a gaming strategy called ‘Sapiencia’, a ludic and motivational learning tool.

Abstract

The design of large-scale critical infrastructures demands for innovative data dissemination services, able to jointly provide reliability and timeliness guarantees. Current middleware solutions do not address both these aspects. Indeed, fault tolerance is typically achieved at the cost of severe performance fluctuations, or timeliness is always obtained by softening the fault-tolerance requirements. In this paper we propose to fulfill this lack by combining two different approaches, namely coding and gossiping. We provide a theoretical model to evaluate the potential benefit of coding on the information delivery performance. These results are also confirmed by an experimental analysis conducted on a real air traffic control workload, which evidences how coding mitigates latency and overhead penalties to ensure reliable event notification. Abstract

An updated metric developed to assess the degree of open data reusability, called MEtric for the evaLuation of Open DAta: Meloda 5 is presented. Previous version of the metric, Meloda 4, had six dimensions: the legal licensing of data, the mechanisms to access the data, the technical standards of the datasets, the data model, the geographic content of the data and the updating frequency. With all these dimensions, the metric provides a quantitative evaluation about how reusable the datasets released are. During the last five years, this metric has been cited and used by some other authors but the extensive use of the metric has brought to light some of its limitations. In order to get deeper insights into the topic, a panel of international experts has been surveyed about two aspects of the metric. First aspect was what other factors should be considered in order to qualify the reusability of a released dataset. And the second aspect was the internal structure, the levels for every dimension of the metric; if they should be increased, merged, removed or divided. Considering the results of the survey, first, we identify the factors / dimensions that should be kept: legal licensing, access to information, technical standard, standardization, geolocation content and updating frequency of data. Second, we consider the inclusion of two new dimensions: dissemination and reputation. Then, we present the new internal structure, the levels for each dimension, and the measures to evaluate the degree of reuse of each dataset. Finally, a standardization of the metric for other steps of the data impact process, data reuse analytics and data-driven services generation are presented together with future research lines.

Abstract

Companies that receive public funds for research and development and technological innovation (R&D&I) projects must comply with certain communication obligations in accordance with relevant Spanish and European laws. The aim of this work is to assess these requirements (including their advantages and limitations) based on the opinion of experts in the field. Interviews were conducted with R&D&I managers in national and regional agencies; innovation, transparency, and scientific dissemination specialists; and company directors. The results confirm the value of communicating innovation, in accordance with the current trends of innovation dissemination and the principles of transparency. Experts consider that the required communication requirements are insufficient and that their means and formats must be adapted to enhance the dissemination of innovation and improve transparency by promoting accessible content in a unified repository. They propose the measurement and assessment of the social impact of subsidized projects, as well as the possibility of subsidizing communication actions, as in European projects. Moreover, there is an urgent need to standardize the communication obligations of all proposals.
