Abstract

Policy makers are often confronted with a myriad of factors in the investment decision-making process. This issue is particularly acute in infrastructure investment decisions, as these often involve significant financial resources and lock-in technologies. In regions and countries where the infrastructure access gap is large and pubic budgets severely constrained, the importance of considering the different facets of the decision-making process becomes even more relevant. This paper discusses the trade-offs policy makers confront when attempting to prioritize infrastructure investments, in particular with regard to economic growth and welfare, and proposes a methodological framework for prioritizing infrastructure projects and portfolios that holistically equates such trade-offs, among others. The analysis suggests that it is not desirable to have a single methodology, providing a single ranking of infrastructure investments, because of the complexities of infrastructure investments. Rather, a multidisciplinary approach should be taken. Decision makers will also need to account for factors that are often not easily measured. While having techniques that enable logical frameworks in the decision-making process of establishing priorities is highly desirable, they are no substitute for consensus building and political negotiations. Abstract

Cambodias rice exports are on a steep upward trajectory, benefiting from import duty preferences and new investments in rice mills and polishing factories. Cambodia’s major export competitors are Thailand and Vietnam. Thailand is a main competitor for fragrant rice, exporting itself ca 2.65 million tons of aromatic rice (including brokens) in 2010/2011. Vietnam is the principal competitor for the nonaromatic white rice markets such as the Philippines and Indonesia. Pakistan and Burma are competing with Cambodia for low-grade white rice markets mainly in Africa. The government needs to intensify its export facilitation efforts to increase its rice exports. Cambodia has reduced its milling costs but more needs to be done to improve competitiveness of its rice export. The capacity of Cambodia’s logistics system from mills to ports is inadequate to accommodate large-scale volumes. All of Cambodia’s rice exports are shipped in containers from Phnom Penh and Sihanoukville ports. Unless the government obtains a transit access to Saigon Port via the Mekong River for un-containerized milled rice, it is unlikely that Cambodia will export even 500,000 tons by 2015.

Abstract

Within the European Union (EU) rail transport is currently the least integrated transport mode. This leads to delays, extra costs, and insufficient use of rail freight, especially for time-sensitive cargo. This also represents a missed opportunity in terms of moving towards a greener transport modal split within the EU. Rail freight, for which international activity represents 50 percent of total activities, will not be able to develop fully if border crossing rail operations do not deliver a better service for shippers and freight operators who require seamless trans-national transport as is possible by road, air and sea. Observing that the modal split of rail in the EU is stagnating at around 16 percent after years of decline, the European Commission proposed a regulation on a European rail network for competitive freight to be based on a number of rail freight corridors which entered into force on November 9, 2010. Regulation No 913/2010 makes it mandatory to create a European rail network for competitive freight based on international freight corridors, recognizing that the need to strengthen the competitiveness of rail freight requires a corridor approach, involving corridors that cross national borders. TheEU adoption in 2010 of a corridor approach focusing on international rail freight has important implications for EU member states, accession and candidate countries, in terms of approaching rail freight investments and performance from an international corridor perspective with enhanced cross-border coordination, with the ultimate aim of increasing the attractiveness of rail to potential freight customers. The objective of this report is to address this recommendation by assessing whether it makes sense to introduce a pilot EDI in a rail border crossing point in South East Europe. It aims to make a preliminary assessment of the various technical options in terms of hardware, software, and communication requirements of such architecture, taking into account that any technical solution proposed needs to be adapted to the countries in question, given existing infrastructure and European regulations. The ultimate aim is to improve rail border crossing performance in South East Europe by the use of EDI to improve integration.

Abstract

Cities are vulnerable to many types of shocks and stresses, including natural hazards like storms and sea level rise, but also man-made ones like economic transformation and rapid urbanization. These shocks and stresses have the potential to bring cities to a halt and reverse years of socio-economic development gains. Cities that are to grow and thrive in the future must take steps to address these shocks and stresses. Simply put, a resilient city is one that can adapt to these types of changing conditions and withstand shocks while still providing essential services to its residents. A resilient city can keep moving toward its long-term goals despite the challenges it meets along the way. In February 2015, a team of specialists from the World Bank Group worked with government officials, experts and stakeholders in Addis Ababa to identify the priority actions and investments that will enhance the city’s resilience to these current and future challenges. They explored options to transform planned or aspirational projects into initiatives that will also enhance the city’s resilience. As the largest city in Ethiopia and one of the fastest growing cities in Africa, Addis Ababa plays an important role in promoting the well-being of the country and economic prosperity in the region. For Addis Ababa, efforts to promote greater resilience must be closely aligned with the city’s vision to be a safe and livable city, ensure the national goal of becoming a middle-income country by 2025, and become Africa’s diplomatic capital.

Abstract

Regional integration in sub-Saharan Africa (SSA) is crucial for its further economic development and, more importantly, its structural transformation away from agriculture towards higher value-added activities, such as manufacturing and services. Yet there are many paths towards greater integration, some of which are easier than others. In order to gain insights into how regional integration is occurring in SSA, determine impediments to it, and develop recommendations for how the World Bank and other development agencies can help further facilitate it, the World Bank commissioned a set of political economy of regional integration studies covering sector analyses of agriculture, financial services, professional services, trade facilitation, and transport. This report summarizes the findings from the sector studies and suggests recommendations for further efforts in these areas by the World Bank and other development agencies. In a comparative context, the findings of the studies suggest cautious optimism for regional integration efforts in sub-Saharan Africa. Economic integration is more likely to succeed when it occurs alongside regional attempts at improving political stability and or developing joint infrastructure.

Abstract

Introduction An important question for policy-makers is how the main automotive fuels – diesel, gasoline, LPG (and increasingly, electricity) – compare in terms of ground-level ozone formation. Methods Based on recent, equivalent emissions data, the study compares ozone formation on a per-kilometre basis of the main fuels: gasoline, diesel, liquefied petroleum gas and electricity (the latter in the United Kingdom). Results Considering tailpipe emissions only, gasoline’s and LPG’s per-kilometre ozone impact is 44–88% of diesel’s, while LPG’s is slightly lower than gasoline’s. If fuel production and tailpipe emissions are added together, the liquid fuels generate 48–80% of electricity’s impact, i.e. the electric car’s ozone impact is highest. The liquids’ ozone-impact rankings are the same as for tailpipe only, from most to least: diesel, gasoline, LPG. Conclusions Changing the fuel/energy type of a passenger car changes its emission inventory, so this could be a useful policy in combating ozone, i.e. governments could encourage some fuels/energies and discourage others. Based on the results shown above, a priority ranking of the main types, from best to worst in the United Kingdom, is: LPG, gasoline, diesel and battery electric. For electric, this ranking will vary in other regions, depending on the emissions of the power-generation grid. For the liquid fuels, the rankings are valid for Europe and North America in general. Impact assessment of ozone is complex, because the chemistry of its formation is complex. This complexity is only partially incorporated in existing impact assessment methods. Document type: Article

The using of hydrogen in vehicles has been categorized into two main categories as designs in which hydrogen is burned and energy is generated by conversion to electricity. The designs of internal combustion vehicles with using hydrogen via burning, the designs of the fuel cell vehicles that using hydrogen by converting into electricity and their hybrid versions have been introduced. In the automotive industry, the structure and future advantages of hydrogen fuel cell electric vehicles have been handled in a separate title. RESUMO: O sistema de transporte coletivo da cidade de Curitiba, no Paraná, é reconhecido pelas suas soluções inovadoras e modelo para o Brasil. Neste trabalho foi analisada a influência do combustível (diesel e biodiesel) e das condições da frota de veículos do transporte coletivo de Curitiba nas emissões de NOx, e essa é uma iniciativa pioneira. Foram selecionados 188 veículos (9,7% do total) com motores de 7 a 12 L, denominados B7R, B10M, B12M e B215RH, e foram realizadas medições de NO e NO2 na saída dos escapamentos. Com relação ao tipo de combustível, as emissões de NO e NO2 para o biodiesel (B100) foram, respectivamente, 37 e 26% superiores aos valores observados com o combustível diesel (S10). Comparando motores B12M com até 3 e 10 anos de operação, as emissões médias de NOx foram próximas de 40% maior. Assim, foi possível observar que os veículos a biodiesel tiveram maior emissão de NOx quando comparados com veículos a diesel, em condições similares de operação e tempo de uso do motor. Entretanto, embora o uso de biodiesel traga vantagens ambientais, como energia renovável, novas tecnologias e dispositivos devem ser desenvolvidos para controlar emissões de NO e NO2 em motores que utilizam esse tipo de combustível. Para trabalhos futuros, os autores recomendam testes em dinamômetro, para simular emissões de NOx em motores a diesel e biodiesel em diferentes condições de carga e regime de rotação do motor. ABSTRACT: The public transportation system in Curitiba, Paraná, Brazil, is recognized by its innovative solutions; and is a model for Brazil. In this work, the influence of fuel (diesel and biodiesel) and the conditions of the public transport vehicle fleet of Curitiba in NOx emissions was assessed, and this is a pioneered initiative. A total of 188 vehicles (9.7% of the total) with engines of 7 and 12 L were selected, named B7R, B10M, B12M and B215RH, and measurements of NO and NO2 were performed in the exhaust output. In relation to the type of fuel, the emissions of NO and NO2 for biodiesel (B100) were, respectively, 37 and 26% superior to the values observed with the fuel diesel (S10). Comparing the engines B12M with up to 3 and 10 years of operation, the average emissions of NOx were close to 40% higher. Thus, it was possible to observe that the biodiesel vehicles had higher NOx emissions when compared with diesel vehicles in similar conditions of operation and engine wear time. Therefore, although the use of biodiesel brings environmental advantages, as renewable fuel, new technologies and devices must be developed to control emissions of NO and NO2 in engines that use this type of fuel. For future works the authors recommend tests on dynamometer to simulate NOx emission in diesel and biodiesel engine in different conditions of charge and engine speed. Document type: Article
