Abstract

Discussions on problems in higher education in Europe typically focus on rising enrolment rates, access, governance, underperformance in research and teaching, lack of internationalisation, the lack of private and public funding. Our proposals for reform are based on more autonomy for universities, higher tuition fees, more private funding, introduction of income-contingent loans, better governance, more competition and internationalisation. Taking a subsidiarity perspective, the role of the EU in reforming the higher education sector in Europe is providing mutual policy learning opportunities on higher education reforms across Member States and supporting the building of higher education infrastructure in Member States (through the Structural and FP Funds). But beyond the support to Member States policies, the EU should further develop the European dimension, through furthering the goals of the Bologna reforms, cross recognition of qualifications, funding and promoting intra-EU mobility of students, researchers and teachers. The EU should take more initiatives to facilitate global mobility and cooperation. Finally, consistent with the subsidiarity principle, the EU can develop "flagships" initiatives. Abstract

Electric Vehicles (EVs) embody a number of technical innovations which have the capacity to make substantial contributions to prominent societal objectives associated with improving energy security, increasing energy efficiency, promoting low-carbon mobility and reducing local air pollution. Fostering a transition to an electric mobility (e-mobility) personal transport system represents a strategic aim of most economically developed nations and is a central feature of the European Commission’s vision of an integrated and sustainable transport system. For this vision to be achieved, EVs will need to overcome formidable barriers associated with structural lock-ins to the existing internal combustion engine vehicle, technical deficiencies linked to EV attributes, citizen preference for proven technologies and the embedded interests of system agents. This chapter outlines how the transition to an e-mobility personal transport system is being managed in Scotland by evaluating the governance structure which has been established to support the uptake of EVs. This governance structure is considered in terms of the strategic, tactical and operational activities which aim to facilitate the e-mobility transition and the role of reflexive governance in evaluating the progress so far made. Specific attention is paid to how the agency of the Scottish Government is constrained in its ability to manage the transition due to the defined authority of the government and the local circumstances of Scotland. Abstract

This paper focuses on the application of environmental justice principles specifically in the transport context. It begins by giving a background of the environmental justice movement and a definition, and proceeds to describe current legislative mandates in the United States. A holistic approach to transport planning is introduced to highlight the importance of the interrelationships between transport and land use planning. Current practices adopted in terms of environmental justice are illustrated from the Mid-Ohio Regional Planning Commission report as well as a description of the data limitations that result from the models used in current analyses. The paper concludes by providing some recommendations on the areas that need to be developed to address environmental justice principles adequately, and the applicability of these principles internationally.
